The State Bureau of Investigation (SBI) has filed new suspicion charges against Borys Reutov, the former Deputy Head of the Main Directorate of the National Police in Poltava Region. He is accused of illicit enrichment and filing false asset declarations, with his family’s unverified assets exceeding 11.3 million UAH (approximately $270,000). The court has set bail for the former official at 7 million UAH.

According to investigators, between April 2023 and August 2025, Reutov and his wife acquired assets totaling 11.32 million UAH, significantly exceeding their official income. In 2023 alone, family expenses exceeded earnings by 3.9 million UAH, followed by a 3.3 million UAH gap in 2024, and over 4.3 million UAH in 2025. The official systematically concealed luxury real estate in his financial disclosures and reported unverified cash savings.

The illicit enrichment scheme involved fraudulent real estate and vehicle transactions:

Property in Rybtsei: Land valued at 254,700 UAH was registered under the mother-in-law of a subordinate officer. In reality, the site contained an already constructed house worth 2.6 million UAH, into which an additional 3.93 million UAH was invested for renovations through May 2025. The property was laundered using fictitious loan and mortgage agreements.
State Housing Scheme Abuse: A subordinate police officer purchased an apartment for 1.39 million UAH and transferred it to Reutov via the state subsidized «eOselya» mortgage program. The cash from the government loan was subsequently funneled back to Reutov’s family to finance his private home construction.
Vehicles: Reutov’s wife officially registered a Suzuki Grand Vitara for 15,000 UAH despite its market value of 313,000 UAH. Additionally, Reutov actively used a Toyota Land Cruiser 200 (worth 1.3 million UAH) purchased by an acquaintance.

The anti-corruption investigation into the former officer originally began in 2024 over allegations that police personnel were forced to build private homes instead of performing their official duties. Last year, the 39-year-old Reutov received his initial notice of suspicion for abuse of power.

«Investigators established that public resources were diverted to build private real estate, while false attendance records were filed for the officers working on the construction site,» law enforcement officials noted.

Following the initial scandal, Reutov was transferred to serve as Deputy Head of the Kramatorsk District Police Department before resigning in May. He currently works at Kyiv-based LLC «Infraktruktura Bezpeky»—a company from which Poltava police purchased driver recognition systems worth 4.87 million UAH in 2023 during Reutov’s tenure. Pre-trial investigations remain ongoing.
