The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecution Office (SAPO) identify him as the organizer of a large-scale embezzlement scheme involving state funds allocated for medical equipment purchases for the National Cancer Institute. Investigators report that direct state losses from inflated procurement prices exceed 231 million UAH.
Criminal proceedings No. 52021000000000596 focus on state procurement episodes from 2021 to 2022. According to investigators, prices for specialized medical equipment intended for cancer treatment were artificially inflated. The margin between actual market prices and tender figures reached up to 50% in certain contracts, with the price difference subsequently siphoned from the state budget through a controlled network of corporate entities.
In August 2025, law enforcement agencies released wiretap audio recordings that prosecutors state directly confirm Herman Fistal’s role in coordinating official actions and tailoring tender specifications to favor specific suppliers.
The case involves a group of institute officials and private sector representatives:
Andriy Shipko — former head of the National Cancer Institute and current member of the Dnipropetrovsk Regional Council;
Bohdan Borysiuk — head of the institute’s procurement working group;
Dmytro Kaliushchenko — secretary of the institute’s tender committee;
Yurii Vasylenko — director of Ortoimpex LLC;
Oksana Chulup — deputy director of Dispomed LLC, identified by investigators as a key confidante and assistant to the organizer.
The court previously set bail for Oksana Chulup at 50 million UAH. The court has extended her procedural duties eight times, most recently through September 10, 2026, pointing to an active pre-trial investigation phase and expanding evidence base.
