Ukrainian gambling regulator PlayCity has imposed a financial penalty of 432,350 UAH on Gorilla Gaming LLC (operator of the Gorilla gambling platforms). Following an unannounced inspection, the company was fined for non-compliance with statutory requirements regarding the certification of gaming equipment and software.
The PlayCity inspection revealed that the online operator was utilizing gaming products and software from international providers operating without a valid Ukrainian B2B (Business-to-Business) license. Under Ukrainian legislation governing the organization and conduct of gambling activities, all software developers and suppliers are legally required to obtain official authorization to operate within the national market.
Deploying unlicensed software prevents regulatory authorities from verifying the integrity of gaming algorithms (Random Number Generators), confirming legitimate Return to Player (RTP) percentages, and guaranteeing user data protection.
«Engaging software providers without appropriate B2B licensing directly undermines the integrity of the legal gambling market. Players must have absolute assurance that online casino algorithms operate transparently and free from unauthorized tampering,» stated PlayCity in its official findings.
This latest enforcement action forms part of an ongoing regulatory series concerning Gorilla Gaming LLC’s operational compliance:
Multimillion-Hryvnia Fine for Major Infringements: In mid-2026, PlayCity hit the company with a substantial 4.3 million UAH fine following extensive operational non-compliance across its digital platforms.
Failure to Comply with Information Requests: In late 2025, the operator incurred a 400,000 UAH penalty for failing to respond to official regulatory requests and refusing to provide required documentation for inspection.
In addition to ordering the payment of 432,350 UAH to the state budget, PlayCity issued a binding directive demanding the immediate remediation of all identified breaches. Gorilla Gaming LLC must fully disconnect all software products supplied by unlicensed B2B vendors or suspend collaboration until those entities secure proper authorization.
Failure to comply with these orders within the designated timeframe grants PlayCity the authority to initiate formal proceedings to fully revoke Gorilla Gaming LLC’s license to organize and conduct online gambling activities.
