LLC «Leader-NTZ» (formerly «Temp-2000»), despite the disruption of a large-scale state order for ballistic helmets, continues to fulfill two defense contracts for the supply of body armor totaling 182.74 million UAH. This is evidenced by official procurement data and analytical reports from StateWatch experts.
The situation around the enterprise has drawn the attention of regulatory authorities due to the failure to meet previous agreements, changes in ultimate beneficial owners, and close ties with prominent Ukrainian personal protection equipment manufacturers.
On January 15, 2026, the Defense Procurement Agency (DPA) signed a large-scale contract with LLC «Leader-NTZ» for 40,000 ballistic helmets worth 295.84 million UAH. Under the terms of the agreement, the first batch of 10,000 units was to be delivered by June 30.
However, as of August 27, only 1,000 helmets had arrived, and the customer raised well-founded claims regarding their weight, dimensions, and internal padding quality. Consequently, the DPA officially announced its unilateral withdrawal from the contract, though the company managed to maintain its standing in state procurement.
«The helmets left the race, the body armor stayed, and the detective story continues,» analysts note in their reports.
Experts pay special attention to the history of the enterprise’s owners and naming changes. Until November 2025, the company operated under the name LLC «Temp-2000.» In September, its beneficiary became Hlib Yevtushenko — the son of Yuriy Yevtushenko, long associated with the well-known equipment developer SPE «Temp-3000.» Although Hlib Yevtushenko withdrew from the founders in January 2026, operational ties remained intact.
Specifically, in April and May 2026, «Leader-NTZ» and «Temp-3000» simultaneously participated in body armor procurement procedures. «Leader-NTZ» won by offering «Korsar M3mp-6» products manufactured by «Temp-3000,» securing another contract worth nearly 150 million UAH.
Beyond the Yevtushenko line, StateWatch experts point to potential parallels with other controversial suppliers. Notably, at the end of 2025, the Antimonopoly Committee of Ukraine (AMCU) fined several companies for concerted practices during tenders, which included structures linked to businessman Oleh Mitrokhin.
However, specialized experts emphasize that direct documentary evidence linking Mitrokhin to «Leader-NTZ’s» current contracts has not yet been found in open registries, meaning this direction requires further verification by law enforcement.
Currently, LLC «Leader-NTZ» continues to cover current defense forces needs under active agreements for 8,000 body armor sets worth 32.8 million and 149.94 million UAH, despite reputational risks and questions regarding the effectiveness of state oversight over defense order fulfillment.
