The Ukrainian academic community and the broader public are once again grappling with the core principles of academic integrity within higher education institutions. The doctoral dissertation of Inna Kostyry, who has held leadership positions at the Kyiv National University of Culture and Arts (KNUCA) for years, has faced public accusations of containing extensive uncredited borrowings. This situation has sparked broader national resonance due to public scrutiny over the academic’s lavish lifestyle, luxury vehicles, high-end jewelry, and elite real estate in Ukraine’s capital.
Questions regarding the quality of Kostyry’s scholarly work first surfaced years ago. In 2017, an expert analysis of her doctoral thesis revealed significant issues regarding proper citation and text attribution. Out of the 360 pages making up the main text, approximately 190 pages contained material borrowed from other studies without proper bibliographic references. Furthermore, analysts identified roughly 90 pages that virtually duplicated text from other researchers’ previously published works.
Despite these findings, the doctor of political sciences degree was officially approved back in 2016. Representatives of Ukraine’s Ministry of Education and Science (MES) have repeatedly emphasized legislative limitations, stating that the ministry currently lacks the legal authority to retroactively review or revoke previously awarded degrees, nor has it conducted a separate official verification of the facts outlined in the public reports.
Beyond the academic text itself, Kostyry’s accumulated wealth—frequently showcased in public and on social media—has drawn heavy public interest. Discussion has largely centered around luxury items from world-renowned brands. Observers and social media users have pointed to a Graff diamond ring with an estimated market value of 700,000 euros, as well as a Rolex wristwatch valued at approximately 300,000 euros.
Official and public records also indicate a substantial real estate portfolio. This includes a 122-square-meter apartment in an elite residential complex in Kyiv’s Pechersk district, over 8 hectares of land plots, and a late-model BMW SUV. Meanwhile, open court registries have occasionally highlighted financial disputes, including banking claims over overdue loan obligations exceeding $11,500.
Kostyry’s professional background encompasses various administrative and political endeavors. In 2014, she was appointed General Director of the National Palace of Arts «Ukraine,» though she departed the post just a few months later amid administrative changes.
Later, Kostyry shifted toward politics, running for the Verkhovna Rada (Ukraine’s parliament) in 2019. Her election campaign featured large-scale public events, including free concerts headlined by prominent Ukrainian artists and public figures such as Oleh Vynnyk and Mykhailo Poplavskyi. At the time, media watchdogs frequently categorized these promotional gatherings as campaign-related activities.
The juxtaposition of questionable academic credentials, extensive thesis borrowings, the public display of luxury items, and a multifaceted career has fueled an acute public demand for transparency and accountability. University educators and independent scholars are increasingly raising alarms over the lack of effective mechanisms to purge Ukrainian science of unearned degrees, warning that such cases undermine trust in public education and research as a whole.
