From 2011 to 2014 — General Director of Europositive Studio LLC. From June to July 2014, he was Deputy Director of Capital Management Group LLC.
From August 2014 to February 2015 — General Director of the State Enterprise “Ukrainian State Center of Radio Frequencies”.
On February 20, 2015, by the decree of the President of Ukraine Petro Poroshenko, he was appointed the Head of Zaporizhzhia Regional State Administration, personally introduced by the President of Zaporizhzhia Region.
On March 25, 2015, President of Ukraine Petro Poroshenko appointed Valentyn Reznichenko as the acting Head of the Dnipropetrovs’k Regional State Administration.

Compromising evidence
After Reznichenko’s dismissal as head of the Dnipro Regional State Administration in 2019, his successor, Oleksandr Bondarenko, accused Reznichenko of corruption. He stated that the former leadership of the Dnipro Regional State Administration had designed more than 300 construction projects worth UAH 14.5 billion across the region. However, only UAH 3.8 billion was allocated in the budget, which is only a quarter of what was needed. Estimates for infrastructure projects were overestimated by 6-15%. As a result, the budget lost tens of millions of hryvnias, and there were 130 unfinished projects across the region.

A non-public figure
Victor Pashchenko recalled that during his first chairmanship of the Dnipro Regional State Administration, Valentyn Reznichenko was a non-public figure: most of his messages were voiced by his entourage, including his right-hand man, advisor Yuriy Holyk.
Now, the official from Poroshenko’s team is facing the task of becoming part of Zelenskyy’s team.
“Reznichenko’s candidacy raises huge questions for me. I can’t say that the period from 2015 to 2019, when he was the head of the RSA, were years of rapid development. Yes, he did not bring any problems to the central government, but this does not mean that he was effective. For me, the period of Reznichenko’s governance is stagnation. For the president, this is certainly a positive step — he has got such an ally, but for the region, I don’t think so,” said Pashchenko.
Jeep stolen from Dnipropetrovs’k governor Reznichenko
At night, in front of a security guard, Valentyn Reznichenko’s SUV with the hijackers “took off from the parking lot,” writes the local edition 056.ua.
Unknown persons stole the SUV of the head of the Dnipro Regional State Administration (RSA), Valentyn Reznichenko, from a guarded parking lot. This was reported by the spokeswoman for the National Police in Dnipropetrovs’k region, Hanna Starchevska, to the local edition 056.ua.
She confirmed that the stolen SUV does indeed belong to the head of the region, Valentin Reznichenko. But, according to her, it was driven to the parking lot by the governor’s bodyguard.
At night, in front of the guard, the jeep with the hijackers “rushed out of the parking lot, tore down the barrier and fled,” the newspaper notes.
«Everything secret is coming out in the open. Ukrainians are offshore»
In 2013, Forbes magazine published the article “Everything Secret Becomes Public. Ukrainians offshore”, which was based on an investigation by an international consortium of journalists. The “offshore” list included more than 40 Ukrainian businessmen, including one of the managers of UMH group, Valentyn Reznichenko.
“In March 2007, the president of the Ukrainian Media Holding (UMH) media group, Borys Lozhkin, co-founded the Virgin Islands offshore company Integrity International Holding Limited. Along with Lozhkin, the company’s co-owners included former and current UMH group managers: Oleksiy Logvinenko, Anatoliy Burbesa, Grigory Shverk, Valentin Reznichenko, and Vadim Goryanov. “Ernst & Young offered us this scheme. A BVI offshore company owns a Cyprus company that owns a business in Ukraine,” says Lozhkin.

According to the publisher, the maintenance of the offshore in the BVI cost $2000 per year.
In Ukraine, the offshore was used only once — from 2007 to 2009, a part of the NBM Radio TV and Radio Company was registered there.

Accusations of raiding
The current presidential favorite had very specific methods of “market development”. We are talking about raiding. In 2002, UMH, represented by Valentyn Reznichenko, who is responsible for the radio division of the holding, took the brand from the owner of the Europe Plus radio station and began to use it for commercial purposes. But the rightful owner of the brand, Konstantin Kubryak, sued and won! But Reznichenko and Co. simply did not comply with the court decision. Kubryak did not give up and managed to get a criminal case opened against Reznichenko for failure to comply with the court decision, which came into force. The current governor faced a term of 3 to 8 years in prison with disqualification to hold certain positions or engage in certain activities for up to three years. Reznichenko managed to avoid punishment, and soon he withdrew from UMH’s shareholding, while the main owner, Boris Lozhkin, sold the holding to Sergey Kurchenko. Who knows, perhaps Reznichenko’s freedom was included in this deal.
The dispute with Saakashvili
In the summer of 2015, Valentyn Reznichenko and the then head of the Odesa Regional State Administration, Mikheil Saakashvili, got into a heated argument during a meeting with President Petro Poroshenko.
Campaigning for Poroshenko
In November 2018, the Civil Network OPORA suspected the head of the Dnipropetrovs’k Regional State Administration, Valentyn Reznichenko, of campaigning for President Petro Poroshenko.
Reznichenko’s pyramid: what Lozhkin’s relative left behind in Dnipropetrovs’k region
Reznichenko is the second cousin of Borys Lozhkin, the former head of the Presidential Administration of Petro Poroshenko. He had already headed the region from 2015 to 2019, replacing Ihor Kolomoisky.
On the day Valentyn Reznichenko resigned as head of the Dnipro Regional State Administration, the regional budget balance was only UAH 29.9 million. At the same time, accounts payable for protected items amounted to UAH 37.6 million. By the end of the year, Dnipropetrovska oblast is expected to have a budget gap of UAH 239.5 million. Out of the UAH 30 billion invested in infrastructure projects and more than UAH 100 billion in contractors’ revenues, the lion’s share was used by entities close to the governor and his advisor. There were also people on the Interpol wanted list…
The now ex-head of the Dnipropetrovs’k Regional State Administration, Valentyn Reznichenko, has not commented on his resignation. Yuriy Golyk, a former freelance adviser, spoke and wrote on Facebook for him, as he always did. On the first day of his boss’s resignation, he announced a flash mob “200 objects built by us.”
However, the other figures announced by the former leadership of the Dnipropetrovs’k Regional State Administration do not add up, to put it mildly. For example, in his speech to the audience at the Ukrainian Institute for the Future, Yuriy Golyk stated that the development budget of the Dnipro region had increased from UAH 622 million to UAH 8.4 billion over 4 years, which is almost 20 times.
The governor refuted his advisor’s claim: according to him, the revenue side of the regional budget for 2019 amounted to UAH 18.4 billion, of which only UAH 3.5 billion was planned for development. Meanwhile, on June 25, Golik said that “16 thousand entrepreneurs from Dnipropetrovs’k region work in the ProZorro system, and over 4 years they have earned more than UAH 130 billion.”
A week later, he posted the following on Facebook: “Over 15,000 entrepreneurs from Dnipropetrovs’k region have earned UAH 120 billion in 4 years using ProZorro. But what happened to the other thousand entrepreneurs and UAH 10 billion? It seems that the comrades got confused in their own accounting.
Extraordinary decisions
As head of Zaporizhzhia Regional State Administration, Valentyn Reznichenko managed to surprise the public with several extraordinary decisions. Firstly, Valentyn Reznichenko wrote a letter to the RSA’s accounting department asking for his salary to be transferred to the account of the Berdiansk boarding school for orphans and children deprived of parental care, and secondly, he demanded that the heads of all structural units write resignations “by agreement of the parties,” which, of course, caused a great deal of public outcry not only among officials.
Reznichenko’s team allowed pacifiers with no experience to win 3 million in social advertising
The Department of Information and Public Relations of the Dnipropetrovs’k Regional State Administration ordered services for the creation and placement of social advertising posters worth UAH 3370000 to Satel Plus LLC and Advertprom LLC through an open tender.
This is stated in the Prozorro system, according to the online publication DNIPRO. HOLOVNOE” with reference to ‘Nashi Hroshi’.
The procurement was carried out in two lots. The first concerned the ordering of services for the creation of advertising products, and the second — services for their placement.

Satel Plus LLC won the first lot with a price offer of UAH 737 thousand, and Advertprom won the second lot with a price offer of UAH 26,300,000. Advertprom’s offer was more expensive than the offer of the second bidder, Satel Plus, but the customer rejected the cheap bid, citing deficiencies in the applicant’s tender documents.
In the fall of 2018, a similar procurement with two lots was divided between the same Satel Plus and Advertprom. The customer gave Satel Plus the cheapest of the lots in the same way, and in the same way, threw out the most expensive one in favor of Advertprom. It is interesting that the list of grounds for rejection then and now is completely the same.

“Satel Plus and Advertprom are companies without qualified personnel and without the necessary experience to fulfill the terms of the contract, and Satel Plus does not have its own equipment. At the same time, these are companies that have reported engaging the same subcontractor, Copy Center Ukraine LLC.
As a reminder, the owner of Satel Plus LLC is Inna Radomska (formerly Lapteva), who back in 2013 was looking for an administrator, technologist or sales assistant with a desired monthly salary of UAH 3,500. The woman was not registered as an entrepreneur, and, as before, did not conduct business activities.
Dnipro Regional State Administration accused of discriminating against businessmen from other regions

Dnipro Regional State Administration orders half a billion worth of road repairs to ex-police officer’s company
Seven roads in the Dnipro region will be repaired by Spetsdorremstroy.
This became known following the results of auctions totaling 583 million hryvnias, the online publication DNIPRO. GOLOVNOE” with reference to ‘49000.com.ua’.
The tender was held by the Department of Housing and Construction of the Dnipro Regional State Administration. Spetsdorremstroy LLC is a constant favorite for contracts of the Dnipropetrovs’k Regional State Administration. At the same time, RSA officials are not bothered by the reputation of the company, which regularly falls under suspicion of law enforcement. For example, only on October 26, just a few weeks before the contract was signed, Pavlohrad investigators suspected Spetsdorremstroy of money laundering on the reconstruction of a local road.

During the pre-trial investigation of the said criminal proceedings, it was established that the actual works on the objects of Major repairs of the road on Shyroka str. No. 5 to building 35 in the village of Mezhyrichchia, Pavlohrad district, Dnipro region and Overhaul of a part of the road on Kalynova street from Papanina street to Osypenko street in the village of Bulakhivka, Pavlohrad district, Dnipro region were not performed in the volumes reflected in the act of acceptance of completed construction works f. KB-2v, which indicates that KB-2v, which indicates the intentional actions of officials of the Department of Housing and Construction, Dnipropetrovs’k Regional State Administration, and Spetsdorrembud LLC to misappropriate funds by drawing up deliberately false official documents,” the Pavlohrad City District Court said in its ruling. Spetsdorrembud LLC itself is owned by Oleh Zhironkin and Anatoliy Korotchenko, but two years ago the signatory of the company was a certain Gennadiy Manza, a lieutenant colonel who recently retired as head of the traffic organization sector of the Dnipro city traffic police. Specifically, Spetsdorrembud LLC is a member of the notorious UPS consortium, which is involved in several dozen criminal cases of money laundering and forgery.
Unidentified persons demanded to replace the governor with Boris Filatov near the Cabinet of Ministers
In Kyiv, a small picket took place near the Cabinet of Ministers of Ukraine, during which “activists” demanded that the current governor of Dnipropetrovs’k region, Valentyn Reznichenko, be replaced by the current mayor of Dnipro, Boris Filatov.
This was reported by the online edition “DNEPR. GOLOVNOE”.

The unidentified people, mostly elderly women, were holding posters with the words “Filatov is our governor!”, “Reznichenko, leave in a good way, don’t make us sin!”.
“Filatov for governor!” they would periodically shout.
The grandmothers actively demanded that Reznichenko be dismissed, that Filatov be appointed governor and remain mayor. In addition, the participants asked “not to interfere with Filatov’s work and upset the best city in Ukraine.”
How corruption at Big Construction united and gold-plated Yuriy Holyk and Oleksandr Kubrakov
The long-sore topic of roads has become one of the many factors that lowered the ratings of the “servants” in the local elections last year. Although the Big Construction was conceived as a “winners’ project.” And these are not just words. Just think about it: 70.6 billion from the state budget was invested in the project (this is the estimate for Ukravtodor and local roads). This was reported by the First Committee information resource. With this money, Ukravtodor, headed by Kurbakov and Holyk, should have also renewed a record length of 6,500 kilometers of roads.
And what happened in the end? Unprofessional planning led to grandiose corruption schemes, and the actual leaders of the “Big Construction” in the person of Kurbakov and Holyk for a long time diligently portrayed the success of the project in the media and social networks with obviously failed cases on various roads and other construction projects.
According to the same resource, between January and November last year, regional road services made 3135 “road” procurements worth UAH 101.7 billion. Remarkably, 61% of this money went to only five companies:
— Avtomagistral-Pivden,
— Rostdorstroy,
— Onur,
— Avtostrada JV,
— PBS (a company owned by Kolomoisky).
In total, 96 companies participated in these procurements. As a result, during the year, less than ten percent of market participants received contracts worth UAH 60 billion. And this is taking into account the fact that Ukravtodor exceeded the limits set in the state budget for 2020.
And then, as we all know, the plan for road repairs and construction in Ukraine was never fulfilled, despite the assurances of the leaders of “Big Construction”.
A lover of carbines and big plasma
The tax return for 2019, which the head of the Regional State Administration Reznichenko filed in December 2020, states that he lives with his two children: son Artem and daughter Amina.
Reznichenko owns a spacious apartment of almost 200 square meters in Kyiv and a 201-square-meter house in the village of Kolintsy, Kyiv region. Valentyn Reznichenko purchased his apartment in the capital in 2014 for UAH 4.2 million. The governor also owns two parking spaces and 11 land plots in Kyiv region.

The total area of the plots is 29.2 thousand square meters. This is four standard-sized football fields. Valentyn Reznichenko owns six expensive wristwatches from such world-renowned manufacturers as Panerai, Chopard, Chronographe Suisse, Breitling and Hublot Geneve. He is also the owner of four hunting carbines, Blaser R93, MC-125 and Krieghoff.

In his declaration, Reznichenko also indicated a Samsung UE-78HU9000 TV set, which was purchased in 2015 for UAH 137 thousand. Valentyn Reznichenko has two cars: «A 2014 Land Rover, which was purchased for UAH 1.7 million, and a 2007 Range Rover Sport.

In 2019, Reznichenko earned 302 thousand hryvnias and received almost 105 thousand hryvnias in interest. The governor of Dnipropetrovs’k region has 1.05 million hryvnias, 530 thousand dollars, and 65 thousand euros in savings. Reznichenko keeps a little over one million hryvnias in Oschadbank.

Summary
Valentin Reznichenko has done a lot of good things, and he has proven to be a good governor. But like all officials, he has a dark past. He doesn’t talk about his relatives, and the fact that he was involved in raider attacks and money laundering through offshore accounts has only recently come to light. Only one question arises: Why does Volodymyr Zelenskyy need a man with a dark past, from the time of Poroshenko’s rule?
