Compromise
Since the late 80s, Yuriy Sydorenko has been associated with criminal leaders in Kyiv and abroad. He had a joint business with the Kyiv mafia leaders Cherep and Moscow, international mafia leader Semen Mohylevych and a representative of the Solntsev group, Vasilyev. In the mid-1990s, the Mohylevych-Sidorenko group established business contacts with Hryhoriy Surkis’s commercial structures in the pharmaceutical sector. They mastered the lucrative business of exporting medicines. If you remember, the list of companies co-founded or headed by Mykola Onyshchuk included the Kyiv-based Phytopharmaceutical Firm Lidia & K LLC. Thus, it becomes clear where the lawyer and oil and gas business specialist got his taste for selling pills. And not only pills.
In May 1994, an attempt was made to assassinate Volodymyr Bortnik, a member of parliament and president of the Ukragrotekhservice concern.
The main version of the investigation was that Bortnyk was “ordered” to intercept lucrative orders for the purchase of agricultural machinery. The crime has not yet been solved. Interestingly, on September 5, 1994, a criminal case was opened against Sydorenko in connection with the embezzlement of almost $20 million from the accounts of Ukragrotekhservice. In addition, a criminal case was opened against Mr. Sydorenko in connection with financial fraud around Damiana Bank. Since then, Mr. Sydorenko has been in exile: first in a Swiss prison, then in an expensive villa in the United Arab Emirates.

The Mohylevych-Sydorenko group has reached the leadership of the Ministry of Internal Affairs, represented by the head of the Ministry’s Resource Support Department, Vasyl Hrytsak. Minister Bilokon supported the joint project. The scheme included the State Enterprise “Printing Plant ‘Ukraine’ for the Production of Securities”. This created a structure through which huge amounts of money were withdrawn from Ukraine.
Executions
On March 19, 2003, Serhiy Poletayev, the head of the Kyiv-based Optronics company, was shot dead near his home. The murder has not been solved to this day. It was the culmination of a national-scale showdown over the highly lucrative business of producing holographic security marks. Poletayev was a direct competitor of Yuriy Sidorenko’s companies.
Reference: A total of six criminal cases have been opened against Sydorenko and his partners in the holographic business. The most high-profile of them appeared in July 2005 and concerns the circumstances of the contract between Polygraph Plant Ukraine and JV Holography. As the press described the deal, the company, controlled from abroad and founded by a Swiss company without a tender or a conclusion of the special services, was going to be given the right to print passports for Ukrainian citizens.

And if we consider that the head of the SBU’s K Department, Vasyl Hrytsak, also has direct access to this information, it is easy to assume what kind of “Babylons” and other fraud with votes await us in these elections.
In the evening of October 7, 2003, the police found a Porsche Cayenne car on Tarasivska Street, near house 10a, with the corpse of a 43-year-old man at the wheel. He was a businessman from Zaporizhzhia, Oleksandr Semenov. The cause of death was four wounds to the head from a 7.62 caliber weapon.
The deceased was known in criminal circles as Sasha Katsap. So what does this have to do with Vasyl Hrytsak and the EDAPS concern? The point is that Sasha Katsap was a member of the structure of a criminal authority nicknamed “Marine”, who is the “enforcer” of Mr. Sydorenko, who lives in the UAE.
And it so happened that “Morpikh” suspected “Katsap” of working for some law enforcement agencies, to be more precise, for one of the structures of the Ministry of Internal Affairs. Vasyl Hrytsak (SBU) checked this information through his own channels and it was confirmed. On the same day, Katsap was sentenced and immediately executed. So, the current head of the K-Headquarters is not only involved in corruption, alcohol and land scams, but is also actually involved in a murder.
Deputy Head of the SBU Vasyl Hrytsak made truly titanic efforts to destroy the information that appeared on the Internet about his criminal activities. In particular, the ORD website was subjected to a powerful Ddos attack on his “order”. Moreover, the attack used the capabilities of not only the SBU technical units, but also some private hacker organizations.
The scale of the attack amazes even seasoned administrators and indicates that Hrytsak is ready to spend hundreds of thousands of dollars to prevent the truth about his criminal activities from becoming known. However, the problem is that this information has already been spread across dozens of online publications. And even Hrytsak does not have enough money to destroy all of them.
The EDAPS mafia is back: Yura Kramatorsky, aka Yuri Sidorenko, turns on the machine

And as soon as Avakov resigned, EDAPS and international criminal Yura Kramotorsky (Sydorenko) immediately appeared, corrupting the head of the Servants of the People faction, the fraudster David Arakhamia, for $15 million. Arakhamia announced this amount in a narrow circle of the OP for the return of Ukrainian documents to the market. But does the OP know that Sidorenko paid Arakhamia separately for his personal concern and lobbying?
David concealed $5 million from his party colleagues for personal expenses. Let the party members and the Prosecutor General’s Office deal with him.
But does Arakhamia know that Sydorenko is an FSB agent and has long been working for the Russian special services, and was recruited by the KGB when he was a party worker in the Darnytskyi district of Kyiv. For the record, Yuriy Sydorenko can only be accepted by two countries, the UAE and Russia, in all other countries he will be arrested. For 8 years, while Avakov was Minister, Sydorenko could not work in Ukraine because of a personal conflict with him.
Yuriy Sydorenko also actively financed the separatists in 2014, transferring hundreds of cash dollars through his proxies (Iryna Obidenko, Susana Ustynenko, Mykola Voitovych) in a BMW (which was on the balance sheet of one of the enterprises of the YESAPS) to his nephew Oleksandr Vasyliev, with two bodyguards.


And now, because of the corrupt Arakhamia, every Ukrainian will pay the criminal, separatist and Kremlin agent Sydorenko, who has taken control of the Polygraph Plant “Ukraine” again. “We are now working out the issue of what data should be entered, taking into account European experience, namely: fingerprints, retina, facial features, hair and eye color, etc.,” the Interior Ministry quoted its head as saying.
“As Anatoliy Mohyliov noted, the cost of such a biometric passport will be approximately the same as the cost of a regular passport now,” the police added.
“Approximately” is not an accidental word. The question of who and what we pay for when we get a passport has long been a matter of great concern to people.

How the public becomes private
Until 2007, passports for Ukrainians were printed entirely by the State Polygraph Plant Ukraine.
Five years ago, the production of one page — where the photo and surname are printed — was given to the EDAPS consortium. The name of this association of mostly private firms completely coincides with the abbreviation of the state program “Unified State Automated Passport System.”
The consortium includes: JV Holography, Znak, Polly-Service, KP VTI, Zorya Printing Plant, Commercial Industrial Bank, Firm S-T, Incom Corporation, and the State Enterprise State Center for Document Personalization.
Yuriy Sydorenko plays a key role in the consortium. Officially, he is the head of the Advisory Board of EDAPS and the Supervisory Board of the Commercial Industrial Bank, which is part of the consortium.
According to the Svidomo source, the Kyiv Prosecutor’s Office opened a criminal case against Yuriy Sidorenko, born on August 13, 1961, a native of Kramatorsk, in 2003 on suspicion of committing a crime under the article “premeditated murder.” The murdered Serhiy Poletayev was the head of Optronics LLC, which also wanted to produce security signs.
In 2004, Sidorenko, officially residing in Geneva, founded the company “YS-Design” together with Elena Zullas. It is this company that now owns the patent for the industrial design No. 11935 “Passport of a Citizen of Ukraine for Traveling Abroad”.
Vasyl Hrytsak, a member of parliament from the Party of Regions, is also worried about the fate of EDAPS. Until 2005, he worked at the Ministry of Internal Affairs as the head of the Resource Support Department. After being elected to the Rada in 2006, it was Hrytsak who wrote the resolution that required all passports to have a page produced by EDAPS pasted in them.
What makes this page different? It is made of polycarbonate. This material is difficult not only to erase, but to tear with your hands! It does not even burn.
How much does EDAPS earn from it? 103 hryvnia 92 kopecks for each page! This was reported to Svidomo by Valentyn Muzyka, the current director of the State Polygraph Plant “Ukraine”. For all other pages and their gluing into a passport booklet, his company receives… 10 hryvnias and 20 kopecks.
Why does a polycarbonate page cost so much?
“Personal information is entered on the polycarbonate page using the latest digital technologies, which ensures its maximum protection against forgery and falsification,” proclaims the EDAPS.
“In fact, a polycarbonate page is laser printing, and the process is not much more complicated than with a conventional printer. In practice, the production of the page itself looks like this: a special crumb is poured into the machine, it melts, and the output is a polycarbonate sheet of the desired thickness.
The cost of one such page is at most FIVE hryvnias. But you may ask: “What is the price of this crumb abroad? And what is the competitive price?” And you will be told that this is a commercial secret!” a former executive of the Ukraine printing plant told Svidomo, asking not to be named.
We requested data on the cost of a page from YEDAPS. The company replied with links to news articles about the progressiveness of its technology and a request to provide our state registration certificate.
Then we asked other companies using polycarbonate in Ukraine about prices. These are signage and canopy traders. For example, the company Vyshnevyi Sad, which sells polycarbonate sheets for greenhouses in Kyiv, told us that a square meter of 2-millimeter-thick material costs 160-170 hryvnias. That is, the material twice as thick would make pages worth up to two hryvnias!
Where is the police looking?
They are part of the scheme! The units of the Ministry of Internal Affairs receive money for each passport. And more than once.

These prices for passport forms were set by Minister Yuriy Lutsenko. The Ministry of Internal Affairs was given a 25% increase by the government of Yulia Tymoshenko.
“In fact, during 2009 and the first quarter of 2010, the EDAPS consortium produced and delivered 745.9 thousand passports to the structural units of the Ministry of Internal Affairs of Ukraine for a total amount of UAH 95,952,500, including 711,100 at a price of UAH 120, 26,600 at a price of UAH 270 and 8,200 at a price of UAH 420. During the same period, the Ministry of Internal Affairs of Ukraine transferred to the EDAPS consortium funds from the special fund under budget program 1001020 in the amount of 94,449,400 UAH, including 15,526,900 UAH for services rendered, 78,922,500 UAH for the production, personalization and delivery of passports,” the Accounting Chamber report says.
Admittedly, in 2010, Tymoshenko tried to exclude the EDAPS from the scheme. Her cabinet passed a resolution to have passports without a polycarbonate page produced by the State Enterprise “Ukraine”.
The plant itself produced 50,000 passports. But after Mykola Azarov took over the government, Tymoshenko’s resolution was canceled.
The newly appointed government commissioner for deregulation of business activity, Mykhailo Brodsky, proposed to issue free passports to all Ukrainian citizens who have reached the age of 18.
He stated that the current system of producing and purchasing documents is corrupt. Brodsky told Svidomo that he has already received 17 lawsuits.

Why a passport with a chip?
The police leadership calls it a step towards Europe, where the task is to switch to such passports by 2012. “The introduction of chips is a step toward a visa-free regime with the European Union,” the Interior Ministry announced.
Oleksandr Sushko, a leading analyst of Ukraine’s relations with the European Union, confirmed in an interview with Svidomo that such a condition for negotiations on simplifying the entry of Ukrainians to the EU countries does exist.
“When the polycarbonate page was introduced in Ukraine, this decision was five years late. At that time, biometric chips should have been introduced,” said the expert, who constantly presents his passport to EU border guards.
He also noted that a passport with a chip will not be a pass to European countries. “For Europeans to raise their barriers to Ukrainians, we need to build a successful country whose citizens will be welcome guests on any continent.
In particular, this country should have a different public procurement system. And everyone should understand who gets the taxpayers’ money and why.
How IIG left the EDAPS
After a series of international corruption scandals, EDAPS became associated with blatant corruption. It was then (on June 12, 2015, to be precise) that the decision was made to change the name.

But this was not enough. Sidorenko’s reputation, which you, David, could destroy by cooperating with him, was too toxic. On July 20, 2018, the international swindler ceased to be the formal owner of the company.

On the same day, new founders were added (see infographic). But all the new beneficiaries turned out to be related to the old one: Tariyam Matar Mohamed (he owns 24.9% of the company).

He is positioned by IIG’s management as an Arab sheikh investor, but is not a sheikh. He is related to Yuriy Sydorenko through the company NATIONAL SECURITY VENTURES FZE, in which Sydorenko is a 100% owner and Tariyam is one of the managers.

A classic offshore company. According to 2017 data, the company was owned by Nestor Nestoros, the head of 137 other companies and a participant in the Panama Papers scandal.
By the way, the structure of IIG includes Polly-Service LLC and Yus-Design LLC. Both companies until recently (until July and September 2019, respectively) belonged to Sidorenko. They also held the patents used by EDAPS.
Moreover, some of the patents that IIG got were also registered in the name of Yuriy Sydorenko. They were regularly paid for, waiting for a change of government. Will a real investor hide in offshore zones? What kind of sheikh opens a business in the Seychelles? Why are Sidorenko’s partners, his relatives and his companies everywhere? It’s simple — he is the “sheikh”!
What does EDAPS want?
I would like to remind you that the EDAPS consortium, which is now known under the brand name IІG, plans to reissue 15 million Ukrainian passports. The company is known for its corruption schemes and has been involved in scandalous stories before.
At the same time, the idea is disguised under the brand “digital state”. “Ukraine is actually ready to implement an electronic state. There is only one obstacle left on this path — basic (primary) identification, starting with the birth of a child,” IIG CEO Andriy Pervushin told the media, ‘And until Ukraine has a high level of dissemination of this mechanism among the population, we cannot talk about the mass introduction of the ’electronic state’.
It should be noted that IIG was created by Yuriy Sydorenko, the owner of the EDAPS consortium, and former employees of his company.
The EDAPS earned about UAH 8 billion by printing strictly accountable documents: passports, excise stamps, certificates, various forms, driver’s licenses, etc. This is a huge business with billions in turnover. A private entity has actually pushed the state-owned plant Ukraine out of the market and, with the help of its connections in the Ministry of Internal Affairs and other authorities, has received special indulgences.
Since 2010, I have been pushing for the elimination of holographic protection of paper documents in most areas. Being the head of the State Enterprise at that time, I understood well how the octopus works.
Representatives of the monopolist would agree with the head of a ministry or agency that security elements would be used on most documents, for which the head of the state body would receive a kickback. The use of holograms made the document significantly more expensive and allowed EDAPS to make billions of dollars in profits from tenders.
