Hennadii Matsiehora became the mayor of Kupiansk in November 2020 from the Opposition Platform — For Life political party.
Prior to that, he served as a deputy of the Kharkiv Regional Council from Hennadiy Kernes’ Revival party, and earlier was elected to the Kupiansk City Council from the Party of Regions.
Macegora did not suddenly become an admirer of Russia and the Soviet heritage. Last year, he recorded an address congratulating World War II veterans on May 9.
The vast majority of the mayor’s public activities before the war were related to supporting sporting events in the city. Matsyegora himself used to be a sports instructor in the National Guard of Ukraine, where he served in active duty.
He worked as a freestyle wrestling coach at the Kupiansk Youth Sports School as a senior coach.
Macegora’s entire entourage consists of people from pro-Russian parties. For example, Pavlo Karnyhin, a member of the Kupiansk City Council, posts openly pro-Russian messages on his social media.
The majority of the Kupiansk City Council consists of members of the OPFL and Shariy’s party who express anti-Ukrainian views.

An extraordinary session of the Kupyansk City Council considered a number of issues, one of which was in the center of attention of the Kupyansk community — the appointment of H.M. Matsyegora as deputy mayor. As never before, this issue was actively discussed throughout the week, from the moment the relevant draft decision was published on the official website of the Kupiansk City Council.
The draft decision states that, having considered the proposal of Kupiansk Mayor Oleksandr Voytyuk, the Kupiansk City Council decided
To approve Gennadiy Mykolayovych Matssehora for the position of Deputy Mayor for the activities of the executive bodies of the council with a salary in accordance with the staffing table with a 50% bonus for high achievements in work, and from the moment of obtaining the appropriate security clearance — to approve a bonus for the degree of secrecy.
This would be the sixth deputy mayor, who also has two advisors. No other city of regional significance has such a bloated administrative staff. At the same time, residents of Kupyansk openly say that they see absolutely no results of the work of the city authorities, but they see how the welfare of the city’s “elite” is growing at the expense of their taxes.
However, in order to somehow ease the tension of indignation over the even greater burden on the city budget due to the new position, a draft decision was proposed to remove the prefix “deputy mayor” from the chief of staff, Tetiana Yeldzharova. But still, with five deputy mayors and a manager, the payroll of managers is significantly increased by one more full-time deputy.
According to the CHESNO website, Matssehora is also a truant. Why was he paid a salary?
For comparison, let’s take Izyum, a city of regional significance equivalent to Kupiansk, in our constituency. There are three deputy mayors in Izyum, and for the second term, there has been no manager of affairs. The cost of maintaining the executive committee in Izyum is UAH 6 million 927.3 thousand. In Kupyansk, at the beginning of the year, UAH 8 million 628.9 thousand was allocated for the maintenance of the city executive committee, and as of April 3, 2017, it increased to UAH 9 million 997.5 thousand. In Izyum, the cost per full-time employee of the executive committee is UAH 60.1 thousand, while in Kupiansk it is UAH 155 thousand (as of 03.04.2017), and after the increase in salaries after May 25 last year, it became even higher. As for the efficiency of management of these two cities, while Izyum used to be seriously inferior to Kupiansk in terms of improvement and was considered a depressed city, now everything has changed to the exact opposite. As of today, 10 km of roads and all bridges have been repaired to a high standard, schools have been overhauled, and the city center has been reconstructed, which has become a favorite place for citizens and especially young people. As for Kupyansk, only those who have never seen our roads are not outraged by the state of our roads. Although much more money was allocated from the city budget for these purposes than in all previous years.
Before these draft decisions were submitted to the session, they were considered in two commissions — on legal issues (headed by O. Chernyshov) and in the budget commission (M. Rymsky).
While the members of the first commission did not have any comments on these personnel issues, the budget commission harshly criticized them. How to explain to the people, to their voters, why the taxes they pay to the budget are spent not on improving life in the city, but on increasing the welfare of the mayor and his deputies, whose number has broken all “records”? The Budget Commission decided to propose an alternative draft decision: to cut two positions of senior inspector-assistant mayor (I.A. Romensky and V.V. Kyzym) and the position of deputy mayor for Kivsharivka (S.V. Stokoz). There were also discussions about removing V.M. Pysmak from the position of deputy mayor and leaving him as head of the economy department, so that Kupiansk would have three deputy mayors, as in the city of Izyum. However, among the remaining deputy mayors, there was no one who understood the economy and finance. It was also suggested that the mayor and deputy mayors should be paid a 100% bonus of their official salary and that these bonuses should be granted as provided for in Cabinet of Ministers Resolution #268 — for a specific period, depending on the specific tasks of those officials who are directly involved in the development of draft regulations and their examination.
As for the candidacy of H.M. Matssehora for the position of mayor, the deputies failed to get answers to the question of what functional responsibilities he will have. What areas of activity will he be responsible for and why will he be accountable for them?
But such a “trifle” did not faze those who had long been preparing for personnel rotations in the city leadership.
A record number of deputies came to the session on September 15 — 31 out of 34. Gennadiy Matsyegora’s students came to the session to support their coach.
Immediately, the deputies declared that this session, even with the status of “extraordinary,” was taking place in violation of the regulations and the entire procedure for preparing draft decisions. Thus, according to clause 13 of the Regulations of the Kupiansk City Council, “an extraordinary session is convened by the mayor if necessary. Motivated proposals for convening an extraordinary session signed by the initiators shall be sent to the city mayor along with draft decisions.”
If the city mayor had signed the order to hold an extraordinary session while at work, he would have done so by August 22, as he had already been on sick leave since August 23, and these draft decisions were posted on the city council website only on September 8. Who are the “initiators” of the extraordinary session and when did they submit the draft decisions they prepared to the mayor? Usually, an extraordinary session is held when funds are received from the state and/or regional budgets that need to be accepted into the city budget and distributed as intended. When did the city mayor make a motion (“submission”) to appoint H.M. Matssehora as deputy mayor, which was not shown to anyone, and what is the need to consider it urgently at an extraordinary session? It is the mayor who has to submit the motion for his deputy, and he is absent from the plenary session. Therefore, if the deputies know that the session is being held in violation of the regulations, they are complicit in breaking the law, and they will have to answer for their actions in the prosecutor’s office.
What did happen at the session of the Kupyansk City Council on September 15, 2017?
In fact, a new team took over the city administration, under which the “old” deputies will remain nominal figures. And perhaps not for long. What awaits the city of Kupyansk tomorrow, the day after tomorrow? What will be the policy of those people who took the reins of the city not as a result of elections, but by evolutionary means, as a result of backroom agreements? Will they be able to become independent players or will they remain puppets of the organizer of the “palace coup”? Or is this the beginning of the redistribution of spheres of influence and, as a result, the redirection of cash flows from the city treasury? The residents of Kupyansk will only know this based on the results of their activities. But whatever the path to power of the new “team”, there is still hope that their protege will be able to pull the “cart” that is pulling the city into the abyss, as the secretary of the city council figuratively put it.
Arbitrariness of the mayor
On November 24, 2020, the first session of the Kupiansk City Council began. The agenda included the election and approval of the leadership of the city council and the executive committee.
After Dmytro Karelov was not elected to the position of the council secretary and 21 deputies submitted a proposal to consider another candidate, Mayor Hennadii Matsiehora, in violation of the current regulations of the Kupiansk City Council and the Law of Ukraine “On Local Self-Government in Ukraine,” made a single decision, announced a break and left the meeting room. Ignoring the warnings of the deputies about the violation of the law, Hennadiy Matsyegora emphasized his conviction in the decision and announced a break in the plenary session. This was captured on video and featured in a report by the KIT TV channel (attached for confirmation).
Seeing Hennadii Matsiehora’s actions as a violation of the current legislation, the deputies immediately filed a request for the minutes of the first session.
After receiving the minutes only 10 days later, we learned that the session was suspended and the plenary meeting was declared closed. It turns out that the mayor, in violation of the law, using his official position, can say one thing to the deputies, the public, and the invited guests, including the police chief, the head of the fiscal service, the head of the Treasury, a representative of the Security Service of Ukraine, and others, and then say something else in the minutes.
As of today, the next meeting of the session has not yet been convened. MPs have already filed an appeal: How many plenary sessions will there be and when?
But for 13 days now, Gennadiy Matsyegora has been trying to negotiate with the deputies himself to organize a so-called “majority” that would obediently press the green button at Gennadiy Matsyegora’s whim. But he failed!

And then the former acting mayor Valeriy Govorov got involved. He began to invite the deputies to tea. At this critical time, when it is urgent to form the city’s budget for 2021 and use funds from the regional budget, Hennadii Matsiehora and Valerii Hovorov are trying to gather a “majority” to nominate their candidates for deputy mayor, manager, council secretary, starostas, and to make deputy commissions under their control. And these are the people who have “shown and proved” themselves — Kozub O., Ovsyannikov S., Sayapin V., Martynov Y., Karelova D. We remember their work for the development of Kupiansk district!
Currently, the city has already received regional funds for the development of medicine, which must be spent by the end of the year. Otherwise, the funds allocated for the community will return to the region. The new year 2021 is ahead. It is necessary to formulate, review and adopt a budget for 2021. The budget should be written in such a way that activist deputies can influence it, so that it is transparent and open.
The mayor is delaying the continuation of the session. Hennadiy Matssehora is jeopardizing the lives and health of residents, the economic situation in Kupiansk, and the deterioration of the social and humanitarian sphere.
“The madness is getting stronger…”
Kupyansk “revivalists” seem to think they are eternal and constantly forget that the whole city is watching their illegal actions. This is an article by a resident of Kupyansk:
Two weeks ago, Nash Misto published an article by Kupyansk City Council member Vladyslav Musienko with the bold title “The One Who Challenged Ostapchuk”. In this article, Vladislav Musienko directly identified those behind the corrupt schemes to steal the city budget.
They have been running our Kupyansk for a year now, and we can see all the “tricks” of this management around us: broken roads, ruined housing and communal services, so-called landscaping, etc.
And now, two weeks after the article was published, the “answer” came: a meeting of the working group on raising the minimum wage, the level of remuneration and legalization of employment was held under the chairmanship of Deputy Mayor Gennady Matsyegora.
I wonder how many Kupyansk residents this group has raised their wages since its inception? Does anyone know anything about this? We don’t.
But as a convenient tool for attacking those who, having overcome the resistance of the city authorities, still opened a business, created jobs and paid taxes, this work is very much needed.
Here is the official information posted on the city council’s website following the working group meeting: “Reports were heard from 10 individual entrepreneurs who, according to the SFS, pay their employees less than the minimum wage, appropriate recommendations were made and deadlines were set for eliminating the identified shortcomings. During the commission’s work, signs of violations of labor legislation were found in 6 individual entrepreneurs who trade in the Druzhyshche chain. Based on the commission’s findings, the materials will be sent to law enforcement agencies and the State Labor Service.”
Who do you think is one of the founders of the Druzhyshche network? You guessed right, it’s Vladislav Musienko. But here are some real facts: today Druzhyshche is one of the largest taxpayers and pays more than 60% of its taxes to the city budget of Kupyansk (about UAH 4 million a year), and this is despite the fact that only 10% of the chain’s outlets are located in Kupyansk.

It is noteworthy that during the meeting of the aforementioned working group, Hennadiy Matsyegora expressed a clear interest in shutting down the Druzhyshche network, as this would allow him to earn additional points from his patron, which he would clearly need to gain the MP’s support in the mayoral elections.
The fact that the city will lose four million hryvnias (even though the entire annual budget for city development is only about one million hryvnias, i.e. four times less) is of no concern to city officials.
This is understandable, for them the ideal city is a city that can be robbed with impunity, a city where servile citizens grovel.
And everyone who disagrees with this nonsense can go… to all four sides. And we will tolerate this?
Raising tariffs
For our fellow countrymen, here is a table with information on who voted for the establishment of new water tariffs and how. The absence of Valeriy Govorov, the “caretaker” of the city’s interests, at the executive committee meeting is indicative.
Gennadiy Matsyegora’s vote in favor of the resolution is significant, despite his promises to residents “not to raise tariffs.”

The mayor of Kupyansk, Kharkiv region, Hennadiy Matsyega, who is suspected of treason, has been detained. He negotiated with the occupiers and surrendered the city to them. This was reported by a law enforcement source to LIGA.net.
Yesterday, Macegora recorded a video message in which he said that Kupyansk is now under the control of Russian troops.

The prosecutor’s office reported that they are investigating high treason against the mayor of Kupyansk. The criminal case was opened under Part 2 of Article 110, Part 1 of Article 111 of the Criminal Code of Ukraine — encroachment on territorial integrity, high treason.

He claims that Daria Matssehora was detained by the Security Service of Ukraine. The mayor’s video message was posted on the Facebook page of the Kupyansk City Council on Thursday, March 24.
“My daughter Daria Matsegora, born in 2002, has disappeared. For the last 20 days she was staying with friends in Ivano-Frankivsk region. Three days ago, she was detained by the regional SBU office,” said Matsegora.
Residents of Kupyansk are actively discussing the events related to the mayor in telegram chats. One of the users wrote that Matsyegora’s daughter was not kidnapped and is actually on vacation in Turkey.

a car MERCEDES-BENZ ML 350, made in 2003, purchased in September 2015 for UAH 120,000 (although the market value of such a car is actually about UAH 240,000);
a KAMAZ 5320 car, made in 1987, purchased in 2011, the price is not specified (approximate value is about UAH 100,000);
car VAZ 212133 NG, 2002, purchased in 2012, the price is not specified (approximate value of UAH 120,000).

a 58.4-square-meter apartment from 2003 worth UAH 12,531 at the date of purchase (although the market price of a 50-square-meter apartment in Kupiansk is about UAH 300,000)
an apartment of 79.8 sq.m. since July 2010, costing UAH 67,548 at the date of acquisition
a residential building of 35.5 sq.m. since August 2016, valued at UAH 10,000;
a residential building of 148.9 sq.m. since June 2016, valued at UAH 200,600 (declared as the property of Olena Matssehora’s wife);
67% of a brick workshop of 1109 square meters in the village of Kucherivka, worth UAH 146,953 (co-owned (33%) by citizen Hovorova Kateryna Ihorivna);
a 398 sq.m. land plot in Kupiansk worth UAH 10,000, since August 2016;
a 795 sq.m. land plot in Kupiansk, worth UAH 26,500, since June 2016 (owned by his wife Olena Matsyegora).
It should be noted that Matssehora is not the only traitor among Ukrainian officials.
