The Qualification and Disciplinary Commission of Prosecutors (QDCP) has disciplined Oleh Sydorchuk, the former head of the Specialized Environmental Prosecution of the Lviv Regional Prosecutor’s Office, for evading a medical examination intended to verify his disability status. The Commission ruled that the official’s actions constituted a gross violation of professional ethics and issued a one-year ban on promotions or transfers to higher offices.
Oleh Sydorchuk, who led the Lviv environmental prosecution from May 2023 to October 2025, has held a lifelong Category II disability status since April 2024 and has been receiving a disability pension since 2020. According to the complainant, the total amount of pension payouts to the prosecutor exceeded 1 million UAH.
In the autumn of 2025, amid large-scale nationwide audits of Medical and Social Expert Commissions (MSEK) and the implementation of National Security and Defense Council (NSDC) decisions, Sydorchuk was ordered to undergo a re-examination at a medical facility in Dnipro. However, the prosecutor ignored the summons sent via mail and messaging apps. After returning from sick leave at the end of September, he refused to sign the acknowledgment of the summons.
The Commission rejected the prosecutor’s arguments that his health condition prevented him from traveling to Dnipro.
«According to information provided by the complainant, Oleh Sydorchuk crossed the state border 73 times in recent years, which indicates that he possessed the physical capacity to travel for an examination within Ukraine,» the QDCP materials stated.
Sydorchuk denies any wrongdoing. He explained that he has suffered from chronic health issues since 2014 and obtained his disability status legally during a period when he was not employed by the prosecutor’s office (he was later reinstated by a court ruling).
According to Sydorchuk, he never concealed his medical condition and did send a request to the medical facility for a rescheduled appointment, though he only did so after the disciplinary breach report had already been issued.
The Qualification and Disciplinary Commission of Prosecutors concluded that Sydorchuk’s behavior brings disrepute to the rank of prosecutor and violates rules of professional ethics. The Commission characterized his failure to comply with leadership and NSDC directives as a «passive stance.»
Taking into account his long-standing career (with the prosecution service since 1999) and the absence of prior disciplinary actions, the Commission applied a standard administrative sanction. Sydorchuk has been hit with a one-year ban on transfers to higher prosecution bodies and appointments to any senior positions.
