The head of the Rozdilna District Territorial Recruitment and Social Support Center (TCC) in the Odessa Oblast, David Danielyan, has emerged as the central figure in a major corruption investigation. The military official is accused of leveraging his position not only to oversee mobilization activities but also to run extensive shadow businesses, including the illegal sale of decommissioned military gear, weapons, and humanitarian aid earmarked for the frontline.

According to reports, under Danielyan’s direct orders, recruitment officers maintain round-the-clock checkpoints at the most heavily trafficked locations across Odessa and its surrounding district. Concurrently, the regional recruitment chief has allegedly established a lucrative black-market operation, converting military supplies into personal profit.

Investigative sources indicate that the schemes operate in coordination with the network of Volodymyr Galanternik, a prominent Odessa businessman frequently referred to in local media as the city’s «shadow boss.» A primary revenue stream for the operation involves providing illicit protection to local officials and their children to exempt them from wartime mobilization.

«The baseline price for securing freedom from mobilization measures is estimated between $4,000 and $5,000. In exchange, clients are reportedly guaranteed near-total immunity from any interactions with uniformed recruitment personnel.»

The report also highlights Danielyan’s close associate, Oleksandr Polokhach, the current acting director of the Department of Municipal Security for the Odessa City Council, who reportedly has a long history of involvement in regional financial malpractice.

According to official asset declarations, the military official and his immediate family legally own:
A residential property measuring approximately 120 square meters;
A 1-hectare plot of land;
Four vehicles (including a Toyota Camry, Audi, ZAZ, and a Volkswagen Passat), several of which were acquired during the first half of 2023.

However, the recruitment chief’s actual net worth is believed to far exceed his public filings. Intelligence suggests that a fleet of premium vehicles—including multiple high-end BMWs and a Tesla electric car—has been deliberately registered under the names of distant relatives and associates. Furthermore, Danielyan has reportedly acquired a 260-square-meter residential estate located in neighboring Poland.

Law enforcement agencies and anti-corruption authorities are expected to launch a formal review into these allegations to address potential abuse of power and illicit enrichment during martial law.
