Konstantin Lyzlov, deputy head of the Kharkiv Regional State Administration (RSA), has published his tax return, which reveals a sharp rise in his family’s wealth. According to the document, the official purchased two almost identical Nissan X-Trail crossovers within six months of each other, whilst his wife, Olena Lizlova, officially earned 6.47 million hryvnias through the Sota Store electronics retail chain, which the media have linked to the sale of counterfeit goods. Before launching her large-scale business, she had been receiving state benefits as an internally displaced person (IDP).

The main source of the family’s financial prosperity was Olena Lizlova’s business activities, which brought in over 6.4 million hryvnias. In addition, her husband secured her a position at the municipal enterprise ‘Zeus Sports and Health Complex’ in Derhachi, where she received a further 23,600 hryvnias in salary. The official’s wife also holds 100 per cent of the corporate rights in ‘Project Star’ LLC, with a registered capital of 122,5 thousand hryvnias.

Konstantin Lizlov himself received income from several sources in the region during the reporting period:
Kharkiv Regional State Administration (main salary) — 429.8 thousand UAH.
Derhachi City Military Administration (part-time) — 256 thousand UAH.
Derhachi City Council — 36.5 thousand hryvnias.

In addition, the deputy head of the Regional State Administration declared 830 thousand hryvnias from the sale of movable property and 295 thousand hryvnias in insurance payouts.

Two new cars of the same model appeared in the official’s ownership. Lizlov purchased the first Nissan X-Trail (manufactured in 2024) in September 2024 for 2.1 million hryvnias, having fully repaid the loan.

In March 2025, the official completed the purchase of a second Nissan X-Trail of the same model for 2.03 million hryvnias. As at the end of the reporting period, the outstanding balance on the loan for the second car stood at 587,000 hryvnias.

The official’s declaration lists six properties, some of which were acquired in October 2025 at an undervalued or nominal price. In particular, Lizlov registered ownership of a residential house with an area of 126.9 square metres in Derhachi, the declared value of which was just 10,000 hryvnias. On the same day, his wife became the owner of two plots of land in Derhachi, each measuring 2 hectares, valued at 45,300 hryvnias per plot.

The family also declared significant amounts of cash. Kostyantyn Lizlov keeps 10,000 US dollars at home. His wife, Olena, holds 52,000 US dollars and 10,000 euros in cash.

Context: To date, law enforcement and anti-corruption authorities have not officially commented on whether the declared assets correspond to the actual income of the Kharkiv Regional State Administration official and his family’s business schemes.
