A Kharkiv court has held Serhiy Rozhkov, Director of Fexline Biotech (associated with the Sota Store retail network), administratively liable for driving under the influence and causing a traffic accident in June 2024. While official case files state the top manager was a registered service member at the time, investigators and legal scrutiny point to signs of a fictitious mobilization.

The first incident involving Rozhkov occurred on June 12, 2024, on Heroiv Kharkova Avenue, 27. Police officers pulled over a Nissan Pathfinder driven by the company executive. A breathalyzer test using the Drager Alcotest 6820 registered a blood alcohol content (BAC) of 1.94‰, indicating a moderate level of intoxication. Following a court ruling, the driver was fined 17,000 UAH and stripped of his driving privileges for one year.

However, just five days later on June 17, the exact scenario repeated itself at the same location. Rozhkov was pulled over again behind the wheel of the Nissan Pathfinder on Heroiv Kharkova Avenue, 27. This time, his BAC reached 2‰. Furthermore, while driving under the influence, the executive caused a traffic accident by crashing into the door of a Honda VE-1.

Law enforcement protocols indicate that during his second arrest, Rozhkov formally held the status of a military service member and was supposedly on active duty.

Consequently, in addition to the standard traffic violation, authorities filed an administrative protocol against the offender under Part 3 of Article 172-20 of the Code of Administrative Offenses of Ukraine (drinking alcohol by military personnel).

The court ordered the executive to pay fines for both causing the collision and violating military discipline. Serhiy Rozhkov failed to appear at any of the court hearings scheduled for his cases. Law enforcement agencies are currently reviewing the legitimacy and grounds of his mobilization.
