The Acting Director and First Deputy Director of the Dnipro Research Institute of Forensic Expertise (DniproRISE), Olesya Soltus, has declared a premium Audi A8, a Kyiv apartment, and hectares of land in the Kherson region, while shielding part of her financial data under confidentiality clauses. This information came to light following an analysis of her official asset and income declaration, filed in connection with recent personnel shifts at the Ministry of Justice institution.
According to the submitted data, the official owns a luxury Audi A8 (2021 model year). Olesya Soltus purchased the vehicle in late 2021, spending 2.5 million UAH on the acquisition.
In addition, since December 2013, she has owned an 82.7-square-meter apartment in Kyiv. In the «value at the date of acquisition» column, Soltus stated «unknown.» This omits standard anti-corruption requirements, which mandate specifying either the purchase price or the most recent monetary appraisal. Today, the market value of similar housing on the capital’s secondary market ranges between 5–7 million UAH, depending on the district and condition.
The declaration also features a 2-hectare land plot in the village of Vynohradove, Kherson region, acquired in January 2021. The market value of this land is currently low due to its proximity to the combat zone, with experts estimating it between 20,000 and 100,000 UAH.
Asset monitoring experts note that the report filed by the DniproRISE head contains numerous fields marked as «confidential information.» This significantly restricts the ability of the public and oversight bodies to conduct a comprehensive audit of her wealth.
Note: The official indicated a total absence of family members in her declaration. In anti-corruption oversight, such a move is frequently flagged as a potential method to conceal additional assets or avoid conflicts of interest.
Concurrently, Olesya Soltus is listed as the sole beneficial owner and controller of the «BF ‘Ukrainian Angels'» charitable organization, which was officially registered in Boryspil shortly after the full-scale invasion, on March 23, 2022.
Olesya Soltus holds a significant background in law enforcement. Notably, she previously served within the structure of the National Anti-Corruption Bureau of Ukraine (NABU) as the deputy head of the external communications department.
As a reminder, on April 7, 2026, she was appointed First Deputy Director of DniproRISE, subsequently taking full charge of the institute as its Acting Director.
Commenting on her appointment to the new role, Soltus stated:
«It is a great honor for me to join the institute’s leadership team. I believe that through joint efforts, we will be able to strengthen our scientific potential, improve the quality of expert research, and ensure the implementation of innovative solutions in the activities of DniproRISE.»
At this time, the National Agency on Corruption Prevention (NACP) has not commented on the blanked-out data fields in the declaration of the state institution’s newly appointed head.
