An operative of the Department of Internal Security of the National Police of Ukraine in Kremenchuk, Yevheniy Bondarenko, has filed his annual financial declaration, listing a flat and a vehicle valued significantly below market prices at the time of acquisition. While the real estate and vehicle are registered under relatives and third parties, they remain in the law enforcement officer’s use. These discrepancies in the official police declaration could trigger a rigorous review by competent authorities.
According to official data, in July 2021, the official’s family acquired the right to use a 61.6-square-meter flat in Kremenchuk. The declared value of the property at the time of acquisition was 450,000 UAH.
However, real estate market experts estimate that the actual market price for a similar flat in the city during that period ranged between 800,000 UAH and 1.3 million UAH. The registered owner of the apartment is a citizen named Liudmyla Musiienko, while Yevheniy Bondarenko, his wife Olha, and their son Nazar hold official residency rights. Additionally, the officer has owned a 612-square-meter land plot in Kremenchuk since 2020, the value of which was not specified in the document.
In November 2024, the operative’s family acquired a 2018 Skoda Octavia A7. The vehicle is registered under the police officer’s wife, while Bondarenko himself holds the right of use.
«The declared value of the vehicle is 483,000 UAH. However, at the end of 2024, the average market price for used cars of this model, depending on mileage and configuration, typically ranged from 530,000 to 750,000 UAH.»
Consequently, the amount stated in the declaration sits at the lowest end of the market spectrum.
The primary source of Yevheniy Bondarenko’s income is his salary from the Department of Internal Security of the National Police of Ukraine, which amounted to 543,000 UAH. He also recorded minor payments from the Main Directorate of the National Police in the Poltava Oblast, alongside state social benefits, including funds from the «ePidtrymka,» «Winter Support,» and National Cashback programs.
The operative’s wife received approximately 23,000 UAH in social benefits throughout the year. At the same time, the family declared substantial cash assets, with joint cash savings totaling 430,000 UAH.
Analysts point out that the policeman’s asset report contains several red flags that warrant scrutiny from the National Agency on Corruption Prevention (NACP):
Undervalued Assets: The noticeable discrepancy between the declared price of the apartment in 2021 and the market realities of that period serves as a classic indicator for an in-depth audit.
Assets Registered under Third Parties: The arrangement involving the right of use for property owned by an unrelated individual (Liudmyla Musiienko) raises questions regarding the true nature of these relations and whether it masks hidden assets.
