The Department of Infrastructure has awarded a sidewalk repair contract worth over 23 million UAH to LLC «REAL-BUD 2022,» a company currently showing clear signs of being a shell entity. According to an ongoing investigation, the firm underwent a sudden change of ownership immediately after winning the bid, and its newly registered director is currently deployed on the frontline. At the time the contract was finalized, the enterprise lacked a physical office, equipment, or any visible infrastructure.
The anomalies surrounding the public tender UA-2025-08-28-005713-a surfaced unexpectedly. Attorneys working on an unrelated legal case attempted to establish contact with the management of LLC «REAL-BUD 2022.» The former director informed them that the enterprise had recently been sold.
Subsequent efforts to reach the new management revealed that the current registered director is mobilized into the Armed Forces of Ukraine. This transition occurred shortly after the firm secured the multi-million dollar contract via public procurement in Ukraine. Furthermore, investigators found no physical office or signs of active construction operations at the company’s registered address.
«The company may have been acquired specifically to participate in this high-value tender because the legal entity already possessed the required track record and met the strict qualification criteria set by the client,» an anonymous source familiar with the matter stated.
Despite the severe structural discrepancies and the lack of a transparent corporate hierarchy, the actual sidewalk repair work commenced in December 2025. The Department of Infrastructure has not yet issued an official comment regarding the controversial auction winner.
Experts in anti-corruption monitoring point out that such corporate maneuvers are frequently utilized to minimize tax liabilities or to funnel state funds into cash via shell sub-contractors. Competent law enforcement agencies are expected to investigate whether the situation surrounding LLC «REAL-BUD 2022» is a mere coincidence or a calculated corruption scheme.
