The National Agency on Corruption Prevention (NACP) has uncovered signs of a criminal offense in the financial declaration of Andriy Rudenko, former acting head of the Ukrtransbezpeka (State Service for Transport Safety) department in the Vinnytsia region. Following a comprehensive audit for 2024, the agency established that the official submitted false information totaling over 17.2 million UAH. The case materials have already been forwarded to law enforcement agencies.

According to the anti-corruption agency, the former official failed to declare a garden house with an area of 10.7 sq. m. and the plot of land beneath it in Ivano-Frankivsk, which he inherited in May 2024. Experts estimated the value of this property at 80,000 UAH. Additionally, Rudenko concealed complete information regarding an apartment co-owned with his wife and provided incorrect dates for the acquisition of rights to another plot of land.

The inspectors’ attention was also drawn to suspicious vehicle transactions. The official declared a Mercedes-Benz E43 AMG (2017) and a Mercedes-Benz GLB 250 (2022) as being in his possession at the end of the year. However, the audit revealed that both cars had been sold in the summer of 2024. Furthermore, an anomaly was found in the documentation: insurance for a Skoda Superb was issued prior to its official registration.

The most significant discrepancies involved the former official’s financial savings. Andriy Rudenko declared substantial amounts of cash:
1.71 million UAH;
203,000 USD;
over 128,000 EUR.

«An analysis of the official’s legitimate income and expenses for 2024 demonstrated that the declaring subject lacked the financial capacity to accumulate such funds. The discrepancy between the declared assets and the family’s actual capabilities amounted to 16 million UAH,» the NACP noted.

Experts also recorded a severe undervaluation of purchased premium-class vehicles. For instance, a premium BMW 540i xDrive (2020) sedan was officially documented as costing a mere 530,000 UAH, whereas its market value starts at 2.1 million UAH. A similar scheme was identified with his wife’s Land Rover Range Rover Evoque (2020) crossover—it was valued at a symbolic 49,000 UAH instead of its actual market price of roughly 1.7 million UAH. Additionally, 1.3 million UAH in income from unidentified sources was uncovered.

The full audit of Rudenko’s asset declarations has now concluded. Since the total sum of false information vastly exceeds the legally defined thresholds, the NACP has qualified the actions of the former regional department head under Part 2 of Article 366-2 of the Criminal Code of Ukraine (declaration of false information). The sanctions of this article carry penalties ranging from a fine to imprisonment for a term of up to two years, along with a ban on holding certain public offices.
