Oleg Radkovsky, the Deputy Chairman of the Odesa Regional Council, has released his official financial disclosure, revealing substantial cash reserves, a premium fleet of vehicles, a vast collection of luxury goods, and an expanding portfolio of Odesa real estate. According to the document, despite earning a high official salary and holding significant savings, the prominent Odesa official continues to carry multimillion-dollar loans that have seen no repayments for years. The financial details of the politician and his immediate family—his wife Nataliia, son Armand, and daughter Luizhiniia—were made public following an analysis of his latest asset declaration.

The Radkovsky family holds ownership and usage rights to several high-end real estate properties across Odesa. The most valuable asset in the declaration remains a massive 400.6-square-meter apartment, purchased by the official back in 2004 for 2.7 million UAH. Currently, this property serves as collateral for a long-standing bank loan.
In addition, the deputy chairman owns a 10% stake in a 53.5-square-meter residential house, where his wife holds an 8% share. The remaining equity is split among several co-owners, including Heorhii Terziiev and Panteliy Mykhailutse.
Recent years have marked a significant expansion in the politician’s real estate portfolio. Oleg Radkovsky acquired an 86.7-square-meter apartment in 2022, followed by two more premium residential properties purchased in 2025:
A 209.8-square-meter apartment (acquired in May);
A 86.5-square-meter apartment (acquired in July).
The purchase prices for these three recently acquired properties were omitted from the disclosure. Meanwhile, his wife holds full ownership of a 907-square-meter land plot in Odesa and a 146.8-square-meter apartment purchased in 2016.
The family’s declaration features an extensive collection of luxury goods, though the exact valuation of many items remains undisclosed due to being acquired prior to initial mandatory reporting periods. Among Oleg Radkovsky’s personal items are high-end timepieces, including a Franck Muller (valued at 250,000 UAH), an IWC (250,000 UAH), and a Rolex (100,000 UAH), all purchased between 2005 and 2007.
The official’s wife holds an even costlier collection, featuring a Franck Muller watch valued at 800,000 UAH, a Cartier (150,000 UAH), and a Rolex (100,000 UAH). Her declared luxury assets also include:
A sable fur coat from Louis Vuitton (exact value omitted, but well exceeding the legal luxury declaration threshold of 121,000 UAH);
Diamond earrings from Damiani and De Grisogono;
Exclusive jewelry sets and rings from Cartier, Boucheron, and Rebecca Van Cleave.
The couple’s garage has also seen regular updates. While the Odesa official has been driving a 2007 Mercedes-Benz GL 550 since 2022, his wife upgraded her fleet in 2025 by purchasing a 2017 Porsche Cayenne for a declared price of 800,000 UAH.
The primary source of income for the deputy chairman remains his government compensation, receiving 1 million UAH in salary from the Odesa Regional Council. His wife, Nataliia Radkovska, reported 630,000 UAH in income derived from the sale of movable property to a citizen named Artem Pokotylo. In terms of liquid assets, Oleg Radkovsky reported holding 7 million UAH and $100,000 in cash, alongside 524,000 UAH in accounts at the State Export-Import Bank of Ukraine.
Despite holding substantial liquid funds and cash reserves, the Odesa official carries long-term outstanding financial liabilities that have registered zero payment activity during the reporting period.
Specifically, Radkovsky has carried an active debt with Ukrsibbank since September 2004, totaling $183,000, with his 400.6-square-meter apartment serving as collateral. The principal balance of this loan remains entirely unchanged, as no payments toward the principal or accrued interest were made. Furthermore, in February 2022, the official secured a loan of 2.83 million UAH from a foreign citizen, Viktor Ponomarchuk. Much like the institutional bank loan, the declaration indicates that no repayments or interest installments have been processed for this private debt.
