Yervand Mkrtchyan, Deputy Head of the Child Services Department of the Cherkasy City Council, has filed his annual financial disclosure for 2025. According to the declaration, the municipal official utilizes a premium SUV and real estate officially registered under his father’s name. Additionally, the official disclosed corporate rights in two companies where his father is listed as the ultimate beneficiary.

The filing comes amid local media reports alleging that Mkrtchyan’s employment at the city council may be fictitious, reportedly serving as a mechanism to evade mobilization through occupational deferment.

In his financial report for the past year, the official declared only one real estate property—a 48.3-square-meter apartment in Cherkasy acquired in 2005. The official owner of the property is the civil servant’s father, Tigran Mkrtchyan.

A similar pattern is observed with the luxury vehicle used by the municipal official. In September 2022, a premium crossover was added to the family’s assets:

From the official disclosure: The 2012 Porsche Cayenne utilized by Yervand Mkrtchyan is legally owned by his father. The market value of the luxury SUV at the time of acquisition was not specified in the document.

Beyond tangible assets, the Deputy Head of Child Services declared corporate rights in two entities where his father acts as the ultimate beneficial owner. These are the private enterprise «Investbudgarant 2019» (EDRPOU code 42904234) and «Expressbudinvest» LLC (EDRPOU code 34076685).

Both companies operate within the construction sector and are registered at the same address in Cherkasy: 177 Samiyla Kishky Street.

Regarding his official earnings in public service, Yervand Mkrtchyan reported a salary of 638,000 UAH for 2025 from his primary job at the city council. At the time of publication, law enforcement agencies and the National Agency on Corruption Prevention (NACP) have not issued official statements regarding the allegations of fictitious employment.
