Serhiy Balyk, the Deputy Head of the Main Directorate of the National Police in Volyn Oblast and Chief of Criminal Police, has submitted his annual financial disclosure for the year 2025. According to the document, the couple’s combined annual income exceeded 7.3 million UAH, with the vast majority generated by the official’s wife. The family’s cash savings alone topped $470,000 USD. Notably, the filing reveals a series of real estate holdings in Kharkiv that were acquired at officially declared prices several times lower than their estimated market value at the time.

In 2025, Serhiy Balyk earned a salary of 760,500 UAH from his primary position within the Volyn Oblast Police, alongside an additional 89,700 UAH in payments from the Kharkiv Oblast Police.

However, the primary contributor to the family budget was his wife, Olha Balyk. Through her entrepreneurial activities, she generated 5.92 million UAH. Additionally, she received over 612,000 UAH in income from renting and leasing property, with notable tenants including the «Kharkiv Samaritans» charitable organization and the representative office of the International Medical Corps in Ukraine.

The Balyk family owns a substantial real estate portfolio, featuring several properties acquired at prices significantly below estimated market rates:
Land and Apartments: Serhiy Balyk personally owns a 2-hectare plot of land in the village of Lyptsi, Kharkiv Oblast. His wife owns two apartments in Kharkiv (measuring 163.7 square meters and 42.52 square meters).
The 2016 Transaction: The larger Kharkiv apartment owned by Olha Balyk was acquired in 2016 for a declared value of 400,000 UAH. However, expert estimates suggest the actual market value of such an apartment at the time ranged between 1.8 million and 2.4 million UAH.
Assets of the Son: The couple’s son, Roman Balyk, became the owner of a 113.4 square meters apartment and a garage in Kharkiv in 2018. The declared values were listed as 100,000 UAH and 50,000 UAH, respectively. At the time of purchase, the market price for a similar apartment was estimated at 1.4–1.8 million UAH, while the garage was valued between 120,000 and 180,000 UAH.

Due to Balyk’s transfer of duty to western Ukraine, the family currently rents housing in the Volyn region. In 2025, they leased a 71 square meters apartment in the village of Lypyny and a 118.1 square meters house with an adjacent plot of land in the village of Tarasove near Lutsk. Olha Balyk also rents a 60 square meters commercial space in Kharkiv for her business operations.

The declaration lists two premium vehicles, though the official left the purchase price fields blank for both:

Toyota Camry Hybrid (2024 model year) — registered for use by Serhiy Balyk. The estimated market value for this model is 1.35–1.55 million UAH.

 

Lexus RX 350 (2022 model year) — registered for use by his wife. The market value of this crossover is estimated at 1.25–1.55 million UAH.

The vast majority of the family’s liquid assets are held in cash. Serhiy Balyk disclosed $58,900 USD in cash, while Olha Balyk holds $411,200 USD and €28,000 in cash. In contrast, the family’s bank accounts hold a relatively modest sum of approximately 191,000 UAH.

Asset and income declarations remain mandatory for all Ukrainian public officials and senior National Police staff as part of the country’s ongoing anti-corruption transparency requirements.
