The activities of the Business Support Council and the financial reporting of certain representatives of the IT sector are attracting increasing attention from investigators and the media. At the centre of the debate is Artem Borodatyuk, founder of Netpeak Group, whose public image as a volunteer and investor contrasts with the losses incurred by his main company and his purchase of expensive property.

The Council for the Support of Entrepreneurship under Martial Law, established to facilitate dialogue between the authorities and entrepreneurs, has come under criticism for the closed nature of its work. Experts and journalists point to the lack of transparent criteria for selecting participants and a mechanism for broad representation from the business community.

To date, the National Anti-Corruption Bureau of Ukraine (NABU) has not reported any corruption schemes or illegal allocation of resources through the Council. However, there is ongoing debate within professional circles regarding the legitimacy of a small circle of entrepreneurs representing the interests of the entire Ukrainian business community.

According to a statement by Artem Borodatyuk in an interview with the Kyiv Post, he joined the Presidential Council following a personal invitation. The businessman emphasises that Netpeak Group has no commercial contracts or special agreements with the government, and that all initiatives are carried out exclusively on a pro bono basis. In 2024 alone, the group’s companies signed 20 memoranda and partnership agreements with state bodies, including the Ministry of Economy and the Ministry of Education and Science of Ukraine.

At the same time, according to official financial data:

Netpeak LLC (EDRPOU 37184690) ended 2025 with a loss of 91.1 million hryvnias.
Despite the company’s negative financial results, in 2025 its founder acquired a new luxury Lexus car with a personal security detail, registered at the company’s registered office.
Earlier, in 2023, the entrepreneur had also purchased a car worth around 140,000 dollars.

“The group has no specific contracts or business agreements with the Ukrainian government, and its work with the state is carried out pro bono,” Artem Borodatyuk had previously stated.

The pattern of acquiring high-value assets and hiring private security against the backdrop of significant losses incurred by the main legal entity continues to raise questions among journalists and IT market experts.
