Law enforcement agencies have exposed a massive corruption scheme at a strategic state enterprise in the capital. The acting director of the State Enterprise «Kyiv State Plant ‘Burevisnyk’,» Oleksandr Plotnikov, and three of his subordinates have been officially notified of new suspicions. This was announced by Prosecutor General Ruslan Kravchenko. According to the investigation, instead of properly managing state assets, the management organized a scheme to systematically destroy the plant for personal financial gain.

Investigators established that the officials set up a complete cycle for the illegal dismantling of the state enterprise’s industrial infrastructure. Valuable equipment and metal structures were dismantled and cut up directly on the plant’s premises, after which they were transported and sold to scrap metal collection points.

Law enforcement officers managed to fully document the suspects’ illegal activities. In particular, the case files include detailed audio recordings of phone conversations. These intercepts reveal how the scheme’s participants coordinated the arrival of black-market buyers, organized the preparation of the scrap metal, and controlled its removal from the plant.

«Instead of the proper management of the privatization state enterprise’s assets, the officials actually organized a scheme for its systematic destruction,» the prosecutor’s office emphasized.

This is not the first episode in the criminal proceedings against Oleksandr Plotnikov. Previously, he and the chief engineer of «Burevisnyk» were served with notices of suspicion for receiving bribes. It was established that the officials leased the plant’s extensive warehouse premises to commercial structures without concluding official rental agreements, receiving cash payments that bypassed the state budget.

Furthermore, law enforcement officers have completed the investigation into the concealment of assets. Plotnikov is facing new charges for entering knowingly false information into his electronic asset declarations for 2024 and 2025. The case materials have now been made available to the suspects and their defense attorneys for review before the indictment is forwarded to court.

The investigation and the public were particularly drawn to the glaring discrepancy between the official income of the head of the loss-making state enterprise and his actual standard of living. According to available information, it was during the full-scale war that Oleksandr Plotnikov became the de facto owner of a collection of elite sports cars.

The official had the following premium vehicles at his disposal:
Lamborghini Murciélago (license plate AA3333BC);
BMW M8;
Mercedes-Benz CLS-Class.

As law enforcement officers discovered, the practice of registering expensive property under relatives’ names had been used by the official for years. Back on February 2, 2015, a BMW M5 was officially registered to his mother, Nataliia Plotnikova. Its market value at the time of purchase exceeded $100,000.

Investigative actions are currently ongoing to establish the final amount of financial damage caused to the state by the suspects’ activities.
