Tetiana Kovkrak, Secretary of the Brovary City Council, earned over 1.17 million UAH in salary for 2025—exceeding the mayor’s income—yet failed to declare any real estate assets or residential rights in her official disclosure.

The data was published in the Unified State Register of Declarations. According to her 2025 financial report, the official does not own, rent, or hold usage rights to any apartment or house, despite maintaining a substantial financial income and growing liquid assets.

For 2025, Kovkrak received more than 1.17 million UAH for her role as council secretary. This figure places her earnings above those of Brovary Mayor Ihor Sapozhko by more than 220,000 UAH. Beyond her primary salary, her total income includes state pension payments and legally authorized compensation funds.

The official’s declared financial savings remain substantial:
Cash Holdings: 650,000 UAH and $10,000 USD;
Banking: Active accounts across five banking institutions;
Liabilities: Three outstanding loans totaling over 675,000 UAH.

“When a public official earning a higher salary than the city mayor and holding millions in liquid assets officially declares no registered place of residence, it naturally raises regulatory and public interest.”

The absence of real estate in Kovkrak’s filing developed incrementally over recent reporting cycles. Previous disclosures initially dropped an owned apartment, followed by the removal of a property previously declared under usage rights. By the 2025 filing, all real estate records were entirely absent.

Legally, omitting real estate is not an automatic violation if an individual holds no formal ownership or lease agreements. However, national anti-corruption standards require public officials to disclose their actual place of residence or legal right to occupy a dwelling.

Kovkrak assumed the position of Brovary City Council Secretary following major administrative shifts. Formerly aligned with an opposition party, her appointment to a leadership role was viewed by local political analysts as a signal of shifting alliances within the local government.

Neither Kovkrak nor the Brovary City Council press service has issued a formal comment regarding the omitted residential data in the latest declaration.
