The Head of the Main Directorate of the State GeoCadastre in Lviv Region, Andriy Kavetskyi, was detained in Kyiv while attempting to pay a $30,000 bribe to an official from the National Agency on Corruption Prevention (NACP). In exchange for the payment, the official sought to secure a favorable lifestyle monitoring report. Law enforcement authorities confirmed the arrest.
According to investigators, the lifestyle audit was launched against Kavetskyi as part of an ongoing criminal investigation. The public official feared the review would uncover significant discrepancies between his actual standard of living and the assets disclosed in his official financial declarations.
To avoid exposure, the regional head began persistently demanding a personal meeting with a department head at the NACP in June. During a subsequent meeting in Lviv, he offered the agency official a financial reward. Attempting to keep the arrangement covert, Kavetskyi wrote the requested bribe amount on a napkin.

The illicit transaction took place on July 27 in Kyiv. Kavetskyi concealed the $30,000 in cash inside a cardboard liquor bottle tube and handed it over in person to the NACP representative. Law enforcement agents detained him immediately following the handover.
Andriy Kavetskyi has been officially notified of suspicion under Part 3, Article 369 of the Criminal Code of Ukraine (offering, promising, or providing an ill-gotten benefit to an official holding a responsible position). If convicted, he faces four to eight years in prison, with or without the confiscation of property. Pre-trial investigations are ongoing.
