Halyna Borodatyuk, former Deputy Director of the Odesa Regional Employment Center and mother of prominent Ukrainian IT entrepreneur Artem Borodatyuk (founder of Fractal / Netpeak Group), filed a departure declaration omitting a significant portion of her family’s income and assets. Her husband, Ihor Borodatyuk, refused to provide detailed information regarding the value of his assets, real estate, and corporate holdings.

According to the official declaration covering 2020 (submitted prior to her resignation in 2021), Halyna Borodatyuk’s salary in public service exceeded 500,000 UAH. Additionally, the former official declared a pension and cash savings.
At the same time, her husband, Ihor Borodatyuk—who earned business income, a pension, and part-time salaries from two companies during the reporting period—refused to disclose the exact amounts. In the corresponding sections of the disclosure, the document notes that the family member withheld the information.
The couple jointly owns a 41 sq. m apartment in Odesa, acquired in equal shares in 1998. All remaining real estate is registered solely under the husband’s name:
Summer House and Land Plot: A garden house (98 sq. m) and a land plot (600 sq. m) in the village of Molodizhne, Odiviopol district, registered in 2004.
Second Land Plot: An additional 600 sq. m plot in the same location; the acquisition date was not provided by the official’s husband.
Odesa Apartment: A 53 sq. m residential property acquired by Ihor Borodatyuk in May 2018.
The monetary value for none of these real estate properties was disclosed in the official’s asset declaration.
The family’s declared transport includes a 2008 Mercedes passenger car purchased by Ihor Borodatyuk in early 2019. Although the purchase price is missing from the document, the market value for similar models at that time typically ranged between 200,000 and 350,000 UAH.
Furthermore, the husband holds corporate rights in three limited liability companies:
Netpeak LLC;
Digital Projects Group LLC;
Promotion Development Group LLC.
The acquisition dates and exact values of these business stakes were once again omitted from the electronic disclosure form due to non-provision of data by the owner.
