  3. Paid a Donation and Walked Free: Lutsk Patrol Police Official Convicted of Bribery

The Lutsk City-District Court has found Vadym Oksenyuk, Head of the Hit-and-Run Investigation Department of the Volyn Patrol Police, guilty of bribery, official forgery, and unauthorized data manipulation. For illegally removing a vehicle from the wanted database, the official received a five-year prison sentence, but the court replaced the actual jail time with a one-year probation period.

The incident stems from a May 2024 hit-and-run, where the driver of a Hyundai Galloper struck a parked car near the «Image» shopping center in Lutsk and fled the scene. When the SUV owner was later stopped at a checkpoint in the Rivne region, he learned his vehicle was listed as wanted. A representative of the driver subsequently contacted the patrol police to settle the matter.

Vadym Oksenyuk offered to close the case for $1,000. In exchange for the bribe, he promised to remove the car from the wanted list by shifting responsibility for the accident onto a designated proxy. After receiving an initial payment of $100, the police official approved the fake offender, entered false information into official databases, and forged administrative reports.

«For $1,000, the official agreed to remove the vehicle from the wanted list by pinning the accident on a proxy and entering knowingly false data into National Police databases.»

During the court proceedings, Vadym Oksenyuk pleaded guilty and entered into a plea agreement with the prosecution. As part of the deal, the defendant committed to transferring 400,000 UAH to support the Defense Forces of Ukraine.

Judge Anatoliy Marchuk found the police officer guilty under three articles of the Criminal Code of Ukraine (Part 3 of Art. 368, Part 1 of Art. 366, and Part 1 of Art. 362). In addition to the probation term, the ruling bans Oksenyuk from holding positions within the National Police of Ukraine for two years. The verdict has not yet taken legal effect and remains subject to appeal.
