Elena Motienko, a senior specialist in the social protection department of the Martynivka Village Council, purchased a 2023 Infiniti QX55 and granted free use of the vehicle to Poltava police officer Viktor Honcharuk. His wife, Elena Honcharuk, an official at the State Service of Ukraine for Food Safety and Consumer Protection, reported the car and significant cash savings in her official declaration, according to data from the Unified State Register of Declarations.

According to the filed declaration, the law enforcement officer acquired the right to use the Infiniti QX55 crossover in April 2025. Meanwhile, his wife, head of the phytosanitary safety department at the State Food and Consumer Service in Poltava Oblast, declared $31,000 in cash savings ($29,000 held by her husband and $2,000 by herself).
The couple’s combined annual income approached 1 million UAH. Viktor Honcharuk earned 651,000 UAH at the Main Directorate of the National Police in Poltava Oblast, while Elena Honcharuk received a salary of 326,000 UAH. Additionally, the family received 10,000 UAH from leasing a 2-hectare land plot. Their property holdings also include a 61.3 sq. m apartment in Poltava and two smaller land plots.
The registered owner of the crossover, village council clerk Elena Motienko, declared purchasing the vehicle for 850,000 UAH. Her total annual income from her primary job at the council was 277,000 UAH, supplemented by minor government aid and state cashback program payouts.
Despite a modest salary, the official declared $18,000 in cash savings alongside other transport assets, including an Opel Vivaro and a Spark scooter.
Declarations of local officials and National Police assets in Poltava Oblast remain under public scrutiny due to potential risks of undisclosed wealth and conflicts of interest.
