Olena Dudar, head of the Brovary City Council’s Standing Committee on Land Relations, Architecture, and Urban Planning, along with her family’s construction business, has come under scrutiny following a series of alleged violations and local disputes. The allegations involve the illegal occupation of land for hangar construction, recorded tax evasion, deals linked to prosecutors, and public protests against the development of green spaces.

Olena Dudar was elected as a member of the Brovary City Council in 2021 representing the «For the Future» party (Za Maibutnie) and has since headed the key land commission. Simultaneously, she represents her family’s enterprise—LLC «Brovary Building Construction Plant» (BZK)—managed by her father, prominent local developer Mykhailo Dudar.

Several high-profile cases are linked to the company:

Illegal Land Occupation: According to investigators, PJSC «Brovary Reinforced Concrete Structures Plant» is named in a probe involving the unauthorized occupation of a 1.947-hectare land plot used to illegally build a hangar.
Tax Evasion: In 2011–2012, the company was accused of evading 1.09 million UAH in tax payments.
Links to Prosecutors and Business Interests: Former senior Prosecutor General’s Office official Rodion Kostenko declared purchasing an apartment from BZK amidst a broader investigation into potential illicit enrichment by regional prosecution leadership. Kostenko currently works for entities connected to businessman and former Party of Regions member Vasyl Khmelnytsky, pointing to broader ties between the Dudar family business and this corporate group.

The commission head’s actions have sparked a wave of protests among local residents. Brovary community members strongly opposed the sale of a land plot containing a green zone, a «Fora» supermarket, and a football pitch in favor of PJSC «Brovary Reinforced Concrete Structures Plant.»

Community activists accused the council member of prioritizing her family business over public interest and organized an electronic petition, collecting 365 signatures out of the 350 required. Investigative reports reveal that controversial decisions were allegedly pushed through the commission «off the cuff» as late additions, completely bypassing required public consultations.
