Igor Ivanovich Bezsmertnyi
Official biography
Born on May 6, 1965 in Kyiv.
In 1990, he graduated from the Kyiv Technological Institute of Food Industry with a degree in power supply to industrial enterprises, then in 2005 from the Distance Learning Institute of the Drahomanov National Pedagogical University with a degree in law, and in 2009 he received a master’s degree in international economics after studying at the Ukrainian State Institute of Finance in Kyiv.
Out of 35 years of total work experience, 29 have been in the civil service. He has been working in the customs system since 1992, starting as an inspector of the Kyiv Customs. And since 2006, he has held senior positions at the Western Regional Customs (which included Chop, Vynogradiv and Uzhhorod customs), then Kyiv Regional Customs, Uzhhorod Customs, Kyiv Interregional Customs, Lviv and Dnipro Customs.
Prior to his appointment to the Transcarpathian Customs, Ihor Bezsmertnyi worked as the Head of the Department of Customs Payments, Customs Value Control and Customs Tariff Regulation of the Khmelnytsky Customs.
Compromising evidence
The company of a customs officer from Dnipro has “tendered” UAH 14.6 million since the beginning of 2018
Ihor Bezsmertnyi, acting head of the Dnipro customs office of the State Fiscal Service, declared his ownership of 9,548 shares of the Oil Transportation Institute OJSC. This is evidenced by his declaration of property and income in 2017, according to Narodna Pravda.
Since the beginning of 2018, this PJSC “Institute of Oil Transportation” has already won UAH 1.5 billion in public contracts for 14600000. This data is published in the public procurement system Prozorro.
The customer for most of these tenders was the state-owned PJSC Ukrtransnafta. Interestingly, in his declaration for 2017, Ihor Bezsmertnyi did not reflect the receipt of dividends from the Oil Transport Institute OJSC, in which he has owned shares since 2004. However, it is known that last year this ITO received UAH 1 million in public procurement from 21181801. In 2016, it received just over 19 million.
Instead, he declared ownership of many land plots in the village of Zabuchchia, located in the forest zone in the suburbs of Kyiv.
His wife, Olena Volodymyrivna, declared an unfinished house and a land plot in Feodosia, an apartment and a garage in Kyiv, as well as
land and a house in Vyshneve, Kyiv region.
She also owns a 2015 LEXUS GX 460 luxury car, which cost her UAH 1270000. She also reported having 200,000 in cash in hryvnias and 10,000 dollars. Her income from the alienation of real estate amounted to UAH 600,000, and from the alienation of real estate — UAH 295,000.
Her husband’s declaration states that her income from business activities in 2017 amounted to almost a million hryvnias. At the same time, the only company in which Olena Bezsmertna is a founder is Royalstone LLC. She is both the sole owner and director there. But it is interesting that this LLC has not been doing business for more than 5 years.
And, according to the YouControl analytical system, in 2015, Royalstone LLC had its VAT payer certificate revoked due to the lack of declarations and deliveries of goods. This LLC has a tax debt. Therefore, it is not entirely clear where the tax officer’s wife can receive income from entrepreneurial activity, since she has no other companies.
As for OJSC ITO itself. This is the “Institute of Oil Transportation” with an authorized capital of UAH 6200,000, founded in 1991. It specializes in design and surveying and geodetic works, and has representative offices in the Republic of Belarus and the Republic of Kazakhstan.
In addition to customs officer Ihor Bezsmertnyi, the owners of shares in Oil Transportation Institute OJSC are Cypriot offshore companies Veneci Holding Limited (28.2%), Tenderson Trading Limited (37.3%), and Kyiv resident Pavlo Stukonoha (10.5%). Pavlo Stukonoha was a director of Ometa Privat, which owned a stake in TET TV. The other owners of TET were brothers Ihor and Hryhoriy Surkis.

The eternally corrupt Zakarpattia customs office
Repeated complaints of applicants and travelers about the work of the customs post (Malyi Bereznyi), as well as about the head of this customs post, did not bring positive results. Therefore, one of these complaints was passed to us by concerned individuals to give wide publicity to the corrupt actions of Rygan V.I. (acting head of the Malyi Bereznyi post, who was pushed through by Bezsmertnyi I.).
Complaint about corruption schemes at customs:
To the humiliating case of collecting money for processing humanitarian aid, to the passage of large amounts of foreign currency and gold without proper declaration, to the organization of illegal transportation of amber and cigarettes through the checkpoint (Malyi Bereznyi Ublia), we can now add corruption and illegal enrichment of V. I. Ryhan.
The individual filed the above complaint with the SBI. The complainant reports that Mr. Rygan V.I. together with the company «Ethno-Brok» completely monopolized customs clearance of cars at the customs post. No other customs broker can issue a declaration for customs clearance. The Complainant notes that by taking and checking the archive of customs declarations of the customs post (Malyi Bereznyi) of the Transcarpathian Customs, one can easily verify that all of them will be issued by the customs brokerage firm Ethno-Brok. It is the complete corruption monopoly of Ethno-Brok that allows it to provide services at inflated prices.
Also, with the assistance of the head of the customs post, who exerts pressure on his employees, vehicles of Ethno-Brok are cleared out of turn, and are also cleared for bribes without a proper package of documents, or with a gray or black package with forged certificates of deregistration, forged sales contracts, etc.
Our editorial team found out that these corrupt practices on the part of Rygan V.I. are systemic and allowed him to purchase a Mercedes-Benz car during the short period of time he was managing the customs post during the war.
It remains an open question whether Bezsmertnyi I.I. receives any illegal funds from Ryhan’s criminal activities. But, given the documents received by our editorial office, everything indicates that it was the acting head of the Transcarpathian customs office, Bezsmertnyi I.I., who initiated and requested the appointment of Ryhan V.I. to the position of acting head of the customs post (Malyi Bereznyi) of the Transcarpathian customs office. And now we understand why.
Our editorial office understands from its own sources in the customs that Bezsmertnyi I.I. and Hrynchyshyn S.D. are very well informed about the corrupt actions of Ryhan V.I.
It should be added that the acting deputy head of the Transcarpathian Customs, S.D. Hrynchyshyn, according to the order of the Customs of April 29, 2022, No. 188, supervises the activities of the customs post (Malyi Berezny), and therefore is an accomplice in corruption.
Without learning any lessons from customs history, without analyzing the mistakes of his predecessors, without understanding the real state of affairs at customs, without taking into account historical trends, completely ignoring all information and direct evidence of corruption of customs post heads, I. Bezsmertnyi never made any managerial decisions to dismiss the odious heads of customs posts, including Vasyl Ryhan.
On the initiative of Bezsmertnyi I.I. and Hrynchyshyn S.D., according to the order of the State Customs Service of Ukraine dated 11.04.2022 No. 325-o, V.I. Ryhan was entrusted with the duties of the head of the customs post (Malyi Bereznyi) of the Transcarpathian customs. The purpose of this step is clear — corruption.

Ihor Bezsmertnyi will always be able to earn money for a new car or another plot of land. The smuggling flows that he and his organized crime group control are inexhaustible.
