The Head of the Public Council at the Ministry of Temporary Occupation and Defense does not “work out” the interests of IDPs. Whose interests?
A split in the public council under the Ministry of Temporary Occupation and Refugees — about 10 organizations expressed their distrust in the chairman. They wrote about this in an open letter, accusing Borysychev of incompetence, failure to implement the decisions of the public council, and using his status for political campaigning.
This is not the first high-profile scandal of an activist from Donetsk, whose activities are linked in the media to the authorities of the “DPR” and presidential candidate, and now Yulia Tartu’s MP, Serhiy Taruta.
What is known about the head of the public council at the Ministry of Defense and Security and what could have caused the anger of almost half of the members of the public council.
Until 2014, Borysychev was a lawyer in Donetsk, where he registered the Donetsk Regional Bar Council, with K.V. Zavyalets, a member of the separatist social movement Donetsk Republic and an expert at the DPR Ministry of Culture, among its co-founders. Before the war, Borysychev was not involved in public activities, he was not injured when the hostilities began, and after moving to Kyiv, he acquired real estate and a car. On October 6, 2015, Gennadiy Borysychev, in the company of two friends, A. Kolesnikov from Donetsk and D. Revin from Makiivka, registered in Kyiv the “International Humanitarian Mission Charitable Foundation”, the results of which have not been established.
Hennadiy Borysychev is the head of the Ministry of Defense:
The “Public Movement Zemlyaki” (40134351), registered by him in November 2015, is also associated with Oleksandr Klymenko (Minister of Taxes and Duties under Yanukovych). Borysychev has repeatedly been seen supporting separatist actions, for example, on May 9, 2016, the leader of Zemlyaki expressed his admiration for the Kremlin’s “Immortal Regiment” action in Donetsk on his Facebook page.
The media has noted Borysychev’s connection with Serhiy Taruta, a presidential candidate with the political project “OSNOVA” who received a parliamentary mandate to the new Rada from the Batkivshchyna party. Taruta and Borysychev were first seen in public at the Government Relations forum in October 2017, where they discussed business lobbying in government.

In December 2017, together with Taruta and, probably, at his expense, he held the All-Ukrainian Congress of Leaders of NGOs “Donbas: Roadmap 2018. Common Vector”, where he created the All-Ukrainian Platform of Donbas. Of course, this association is headed by Borysychev himself, and later, on behalf of the Platform, he engages in election campaigning for Taruta and his party: the official resources of the OSNOVA party and the Platform quote Borysychev, and in support of Taruta, he talks on TV about his peace plan for Donbas and his primacy in protecting the population under occupation.
In March 2019, Borysychev signed a memorandum of cooperation with Taruta. In particular, the document spells out the candidate’s commitments to support and finance government programs to provide housing for IDPs. And in June 2019, a similar memorandum was signed with Yulia Tymoshenko (at that time Taruta had already joined her team).
So far, of course, no support has been seen, but Borysychev and Co. have been raising the issue of Donbas funding in recent months: registering petitions and appeals to the president, organizing protests near the Cabinet of Ministers, demanding reports on donor funding for Donbas projects, terrorizing and burning tires, threatening mass protests by IDPs from 63 cities and creating a powerful political force with IDPs.
Given that the activity of Donetsk lawyer Borisichev has increased during the elections and the change of power in Ukraine, it looks as if his “masters” are trying to get on the painful but “generous” topic of Donbas. And if we take into account the past of Borysychev himself and these “masters,” the risks increase even more, because many of the connections lead to Russia and its proxies in the occupied Donbas.
How the Kremlin’s allies are preparing a riot in Kyiv
Against the backdrop of Putin’s next intensification — the accumulation of troops near our borders and increased shelling — several hellish actions took place in Kyiv on 8-9 August, aimed at turning the capital into a riot zone.
Odious characters seemed to be off the chain. Medvedchuk’s “soldiers’ mothers” were going to demand that Poroshenko grant amnesty to the militants and fulfill the Minsk agreements. The coordinator of the “Zemlyaki” movement, affiliated with the Family, makes a “control call” to Rosenko and calls on the IDPs to go to his house with gasoline and tires. And the swindler Kostya Grishin (better known as Semenchenko), who led the fight with the National Guard on August 2 near the Obolon District Court, is preparing an assault.
It is not only the synchronicity of these announcements that is alarming. Prisoners of war, refugees, volunteers… — in any of these areas, popular discontent is boiling over. And any of them can be attacked by an external enemy.
“IDP uprising”. “Countrymen” Yanukovych’s “countrymen” are earning political points
The scoundrels who have ridden the “resettlement” theme are quite capable of helping Putin from Kyiv. Today in Ukraine, Korolevska, Yefremov and the fugitive Interior Minister Klymenko are engaged in this issue professionally, hoping for early elections and revenge in the Verkhovna Rada.

Since then, the movement has moved from a «we are out of politics» position to direct anti-government actions.
On August 8, the coordinator of Zemlyaki, Gennadiy Borysychev, convenes refugees from Donbas to a «remake» of the Automaidan parody. This is how he discloses the deputy prime minister’s personal data and makes a «control call.»
On his social media page, he easily promises to «take on board» up to 150 people. And he hits the mark! While the usual actions of «Zemlyaky» gathered from 5 to 10 people, now there is no shortage of applicants. And the proposals go much further than setting tires on fire — the ideas of «making him disabled» and «hanging him by the balls» find a response. The instigator is taking advantage of this.
Who is Gennady Borisichev? What does he want? He is a former resident of Donetsk, a lawyer by training. Before the war, he failed to make a name for himself by participating in high-profile cases and building a career. That’s why Borisichev was running around between parties, and apparently he «found his own». Today, this «poor IDP» has acquired real estate and a car in the capital. He appears at the Interfax-Ukraine press conference well-groomed, wearing a suit and a gold watch. He is intimidating: «The government realizes the inevitability of its collapse. It is convulsing. Therefore, we are moving on to more radical actions.»
On May 9, the leader of the Zemlyaky expressed his admiration for the Kremlin’s «Immortal Regiment» rally in Donetsk on his Facebook page. At the end of July, he was fascinated by the UOC-MP religious procession, which was also (and not without reason) seen as a possible trigger for the unrest.
Gennadiy Borysychev was a lawyer for the separatist Yevheniya Bilchenko:
“For the Ukrainian authorities, such a procession is a horse. And how, in the conditions of an undeclared war and the most brutal propaganda against everything that has the root of “Russians,” can such a procession be recognized as good news? We cannot deny the incitement of an information war by the UOC-KP, which has its own selfish motives related to the control of the market of spiritual communities,” Orthodox Borysychev shares his ”wisdom.”
According to him, people lived better under Yanukovych. He also advocates “the abolition of the permit system and the opening of all road directions from the uncontrolled territories.” In June, all the NGOs that defend IDPs demonstratively separated their rally in front of the Cabinet of Ministers in defense of IDPs from Borisichev’s similar action. And they were right. Surprisingly, the picket of “Countrymen” that Borysychev organized in front of the Ministry of Social Policy coincided with the action of Natalia Korolevska. Her disabled miners broke down the turnstiles at the ministry, and when the National Guard responded to the call, Borysychev launched an information campaign claiming that the government was afraid of Zemlyaki and was “pulling in the troops.”
The distrust that this “Colorado bug” arouses among fellow human rights activists is due to the concealment of funding sources. Judging by the surroundings, the secret sponsors of Zemlyaky do not count money, and have already given the go-ahead to prepare for the new elections.
Again, there are plenty of grounds for complaints against Pavlo Rozenko. But there is nothing more disgusting than when those who helped the Kremlin drive them out of their homes use the violated rights of IDPs to promote themselves.
Call from “Natalia from Luhansk region” provokes nervous reaction on Ukrainian TV show

The airing of a political show on the Ukrainian channel Magnolia TV attracted public attention. A certain “Natalia from Luhansk region” called the studio, causing a nervous reaction from the guest of the program.
Gennadiy Borysychov, the head of the public council at the Ministry of Temporarily Occupied Territories and Internally Displaced Persons, said in the studio of the YouTube channel that it was Ukraine that should be held accountable to the citizens affected in Donbas, since it was Kyiv that failed to fulfill its obligations to protect the population.
To the woman who called the studio, Borisichev seemed to be a representative of the Russian Federation who wanted to “annoy Ukraine.”
“They want to annoy Ukraine, they say let Ukraine pay, they think that Poroshenko, Zelensky, Yushchenko, Turchynov will pay specifically — no, we will pay,” said a woman who introduced herself as Natalia from Luhansk region.
The woman also said that she “already pays” 50 hryvnias for cold water, and in particular for water supplied to Luhansk. As a result, an argument started between the studio guest and the caller, where both sides accused each other of not knowing “what war is.”
It is worth noting that Kyiv’s lack of money has some positive aspects, as it restrains the militarization of the Donetsk People’s Republic. As previously reported, the lack of money will not allow Ukraine to arm itself with Neptunes.
Medvedchuk and Taruta’s fellow travelers and their patrons from the ministries
29 civil society organizations specializing in ATO veterans and IDPs, after the election of the Public Council under the Ministry of Temporarily Occupied Territories (MinTOT) in August 2018, called for the Council to be dismissed. The personality of Tselovalnychenko (Terrorist accomplice who overwhelmed the ECHR with fake complaints, is engaged in fraud in Kyiv) was one of the reasons for the boycott announced against the Ministry.
About Natalia Tselovalnichenko:
«Almost all of the NGOs that joined the new council are associated with lawyer Natalia Tselovalnichenko, who is suspected of extorting money from IDPs, as well as with Hennadiy Borysychov. One of these organizations was established a month before the constituent assembly,» the Ministry warned about reputational risks here:
The pseudo-elections were preceded by a scandal in 2017, when another of Tselovalnychenko’s accomplices (namely, a participant in the dormitory squeeze scheme, Roman Omelchenko) staged a massacre right at the meeting. The fake 2018 elections were directed by Tselovalnychenko and Borysychov, with whom Deputy Minister Heorhiy Tuka colluded.
This is what one of his disillusioned colleagues says about Tselovalnychenko’s pre-war activities in Luhansk: «Tselovalnichenko did the same thing with the displaced people in the 2000s with the Chernobyl victims: she agitated to file complaints with the ECHR and earned money on the paperwork. There were a lot of losses, even more rejections of claims, but there were also victories. Payments were made through her husband’s accounts, and Natalia kept 50% of them. In 2013, she fought against shale gas extraction by speaking at Ukrainian Choice events. However, we, the Luhansk activists, were sincere supporters of the fight for the environment, and we believed that if the fight was right, it didn’t matter if Medvedchuk was involved or not. And in March 2014, Natalia suddenly bought an apartment in Kyiv and left us for the capital, as if she already knew that Luhansk was, as they say, a crapshoot.»
Immediately after the presidential election, Tselovalnychenko joined the peacekeeping process in the «capital of Banderites.» On July 3, 2014, she registered the «Donbas Peacekeeping Initiative Charitable Foundation» (code 39283884) and participated in conferences on how to resolve the «internal conflict» with the «rebellious people of Donbas.»
Tselovalnychenko managed to hold an umbrella over Nadiya Savchenko, flirted with the Yulia Tymoshenko Bloc and Samopomich, which is headed by Tetyana Yahodzynska in Ukrayinka. The founder of the Luhansk Human Rights Group, who now lives in Rostov, is linked to Oleksandr Yefremov through her activities.
In December 2017, the Deputy Head of the Ministry of Defense and Trade Georgiy Tuka, the Minister of Social Policy Andriy Reva and MP Serhiy Taruta organized an «all-Ukrainian» congress of «public leaders» that looked more like a separatist gathering. They formed a strange «Public Union «All-Ukrainian Platform of Donbas», with which Reva and Tuka immediately signed memoranda. The name of the sponsor of this «Platform» soon surfaced: Borysychev expressed his support for Serhiy Taruta and his Osnova party on behalf of all Ukrainian IDPs:
The Osnova party offers Ukraine a non-aligned status and friendly relations with the aggressor country. We have already told you about Borysychev, who became the chairman of the Public Council at the Ministry of Defense and is preparing for the Verkhovna Rada with Oprina.
For this friend of Reva, Tuka and Taruta, the «MGB» of the pseudo-republic is unquoted and valiant. According to our information, having coffee together is not a figure of speech. Gennadiy Borisichev is an openly sympathetic to the DPR.
Before the war, Borisichev was not involved in any public activities. He did not suffer from the outbreak of hostilities. On the contrary, he moved to two homes — in Donetsk and Kyiv. Moreover, he started to live large at once. In Donetsk nightclubs, he visits with representatives of the so-called «DNR special services».
Why did Gennadiy Borysychev, in the company of two friends — Oleksandr Kolesnikov from Donetsk and Denys Revin from Makiivka — suddenly decide to register the International Humanitarian Mission Charitable Foundation (code 40052012) in Kyiv on October 6, 2015? There is zero information about the good work of this charity. But the «mission» is obviously interesting because it shows more than 700 connections. And one of them may well be the NGO registered in Donetsk on 11.07.2014. The NGO «Public Platform of Donbas» (39300506) is a structure very similar in content to Tarutino’s, but founded by the «Minister of Education of the DPR» Igor Kostenok.
In Kyiv, Borysychev was associated with the «Public Movement Zemlyaki» (40134351), registered on November 23, 2015: he organized a rally with the flags of his «Donetsk fellow countrymen», offering IDPs to unite on the basis of «regional patriotism» that brought war to their home.
According to Youcontrol, Borisichev is involved in 8 organizations:
The «All-Ukrainian Platform of Donbas» lists in its details the phone number of Natalia Tselovalnichenko’s «Charitable Foundation «Peacekeeping Initiative of Donbas». However, it is not a given that the fake lawyer will be on Taruta’s party list.
Most often, Natalia Tselovalnichenko can be seen in the company of Yuriy Karmazin, who we mentioned above. The odious Olena Berezhna, who broadcasts about «Kyiv neo-Nazism» on all Putin’s information platforms, is a member of Yuriy Karmazin’s party. In February 2016, Karmazin tried to organize the so-called «Third Maidan» with the so-called «revolutionary right-wing forces». And he is actively drowning for the «victims of political repression» from Tornado (convicted, to put it mildly, for crimes that discredit the defenders of Ukraine).
But Karmazin himself is a political failure. Therefore, the most realistic chance for Tselovalnychenko is Viktor Medvedchuk, who has bought the «For Life» party and has big ambitions. He hopes to contaminate the Verkhovna Rada with tame «we-are-for-peace» and become the speaker of a pro-Russian parliament.
In 2015, Tselovalnychenko provided legal services to Viktor Medvedchuk’s Soldiers’ Mothers project. On the Internet, these «mothers» publish news from anti-Ukrainians Shilova and Shariy and legitimize the «republics» by deflecting responsibility from the aggressor country. The face of this movement is Ukrainian Choice activist Nadiia Kuramshyna, who visited militant leader Zakharchenko and was one of the founders of the Battalion Brotherhood, which tried to stage a military coup in Kyiv.
But the public sponsored by Putin’s godfather is far from being only mothers who praise the LDNR. Viktor Medvedchuk’s public also includes people in camouflage who sit on the Public Council under the Ministry of Social Policy, are present in the Luhansk Military-Civilian Administration and have access to military secrets. One of them is another good friend of Natalia Tselovalnychenko, with whom she held joint events, Konstantin Ilchenko.
In February 2015, Ilchenko turned out to be one of the leaders of the «Battalion Brotherhood.»
There have been many journalistic investigations into the connections between the «brothers» and Putin’s godfather, and there have even been arrests of Russian influence agents. But the criminal authority Vyacheslav Fursa (aka Slava Vyshgorodsky, who was involved in the capture of Mykhailo Karpiuk by the FSB) got away with it. And Ilchenko — the same one who, together with Kuramshyna, founded the «Battalion Brotherhood» — is building a career in the government he was going to overthrow!
Not long ago, Kostyantyn Ilchenko was appointed head of the military-civilian administration of Zolote and Katerynivka in the frontline Popasna district of Luhansk region.
It must be admitted that the «herders» Tselovalnychenko and Borysychev are succeeding in driving the IDPs into the electoral fold of the pro-Russian forces. However, they are unlikely to scrape together three dozen supporters in the 20 «goshkas» under their control.
In 2020, Borysychev, along with pro-Russian journalist Dmytro Vasylts, appeared on the program of the famous Ukrainophobe Tariq Nezalezhko. As it turned out, Borysychev is a member of the pro-Russian Derzhava party, which was created by the aforementioned Vasylets:
Self-interest and Ukrainophobia, a willingness to “make friends” with anyone if there is a benefit, are excellent starting points for a young politician from the “For Life” party. However, we know enough of such people in the inner circle of the first person of the state. And the information about the scams in the European Court is unlikely to prevent Natalia Tselovalnychenko from implementing her plans: fraudsters who know how to cheat millions have already reached amazing heights in our politics.
The Ministry of Defense: how Tselovalnychenko and Borysychev got into power
Here it is, the government! We must have time to break through: more, more power! Well, friends, a natural event has happened: pseudo-activists — “saviors of Donbas” and “fighters for the rights of IDPs” who literally have no place to be branded — Natalia Tselovychenko and Gennady Borisichev have snuck into the Public Council at the Ministry of Temporarily Occupied Territories and IDPs, pushing everyone else out.
Otherwise, what was the point of all this? Why were there all those car rallies, performances with tire burning, ostentatious “hunger strikes” and cardboard huts from Borysychev? Why else were there actions in front of the Ministry of Justice and courts, as well as empty congresses-forums and press conferences from Tselovichenko? They, like other “savior-peacemakers,” were simply profiting from people who were stuck in a dead end and had lost everything because of the war. And then they were simply used as a crowd to satisfy their power ambitions.
To begin with, let’s recall why and how the Ministry of Temporarily Occupied Territories and IDPs was created in Ukraine. The need to develop a specially authorized central executive body arose in connection with the beginning of the occupation and armed aggression by the Russian Federation. The initiators of its creation were our fellow citizens who really suffered from this and felt what it means to be left unwanted in their own country: without housing, without support, without hope for the future.
Back then, in the first months after the creation of the Ministry of Temporary Accommodation, we saw that everything was not done in vain and had high hopes for it (since there were no other options). However, our illusions soon began to dissipate, and the events of August 1, 2018, finally buried our faith in justice.
So, the other day, the Ministry of Defense convened a regular meeting of NGOs to elect the members of the Public Council.
Previous attempts to create the Public Council turned into a show and ended in massive brawls. The video shows the familiar Gennadiy Borysychev, Roman Omelchenko (hit in the head), Serhiy Stulov and other IDPs.
Another participant of the meeting, Svitlana Oleynikova, provides interesting details:
— “About a month ago, I received a call from a friend of mine who works for the Ministry of Defense. The conversation was about the upcoming elections to the public council at the Ministry. At the same time, people who happened to be in the public sector, against whom criminal proceedings have been opened because of dirty ties with criminal authorities, schemes, high-profile show cases and tarnished reputations, are preparing a “deal”
My friend asked me to join the competition on behalf of our NGO, the International Agency of Change, and to involve other conscious public figures. And I accepted the challenge.
For 2 years, we implemented projects at our own expense, developed projects for IDPs to support business and rural communities in our Cherkasy division, because I realized that there were enough organizations engaged in public campaigns.
Who would have thought that in the capital, in the 21st century, in the Ministry, which I also initiated, I would see with my own eyes a comedy being played out, when the so-called “public figure” Borysychev would nod, and 26 people would dutifully raise their mandates and vote according to a pre-thought-out scheme… with numerous violations!
So Svitlana had to resign her mandate in order not to participate in the circus performance…
When representatives of other organizations (there were 11 of them) realized the situation, they left the room.
Which organizations managed to get into the council?
First of all, two organizations of Natalia Tselovalchenko (she is the secretary of the initiative group):
1) Zvereva Kateryna Oleksandrivna, Charitable Organization “Donbas Peacekeeping Initiative” (code 39283884). The head is Natalia Yevhenivna Tselovalchenko (since July 2, 2014).
2) Nataliia Yevhenivna Tselovalchenko, NGO “Luhansk Human Rights Protection Group” (code 36189551).
Two organizations of Gennadiy Borysychev (who is also the head of the initiative group):
3) Gennadiy Vladimirovich Borysychev, head of the public organization “Public Movement ‘Zemlyaki’ (code 40134351);
4) Kozin Sergiy Borysovych, Charitable organization “International Humanitarian Mission” (code 40052012), founded by Borysychev Hennadiy Volodymyrovych;
5) An interesting organization founded literally at the last moment — Kochetkova Kateryna Yuriyivna, NGO “Union of Donbas IDPs” (code 42266570, and the date of registration is 26.06.2018). This organization was also a member of the initiative group during the formation of the public council — in other words, it was specially created for this purpose.
6) Another newly created organization was registered in 2017. Kuzina Svitlana Anatoliyivna, public organization “Crimean community” (code 41146918, date of registration: 10.02.2017).
All the organizations united in the informal movement “Alliance of IDPs” (their Facebook community is also administered by Natalia Tselovichenko) were also registered, in particular:

8) Hladka Iryna Volodymyrivna, NGO “Union of IDPs ‘World on the Palm’;
9) Zykov Yuriy Volodymyrovych, NGO “Association of IDPs ‘Common Cause’;
10) Blazhevych Kostyantyn Leonidovych, NGO “Zakarpattya-Donbas”;
11) Goloshchapova Aza Oleksandrivna, NGO “IDPs of Crimea and Donbas”;
12) Larysa Yakovlevna Pantelei, NGO “All-Ukrainian Association ‘Ukrainians of Donbas and Crimea’ and others…
Due to the “agreement” and pre-agreed lists, such well-known and respected organizations as the Danish Refugee Council, the Right to Protection, Donbas SOS and other organizations were not able to join the Public Council under the Ministry of Defense. “We do not know who, in the opinion of the Ministry of Temporary Accommodation, is not doing enough for IDPs,” says Lilia Virovkina, head of the NGO ”Ukraine Needs You.
— “It’s not the fact that there are ‘bad guys’ that hurts. It has always been there… It hurts that normal, ideological people fell for their promises…
How many promises have they made to our people? One or two people always have something, that’s all… The rest are a herd, but for some reason they believe and even growl at their own who are against them
Well, the Ministry of Temporarily Occupied Territories and IDPs of Ukraine is buried forever… Everything became obvious to me when they did not let those who really work on the IDP issue — the whole of Ukraine, larger organizations, international organizations — to the public council, but gave the seats to those who were created for this purpose… By the way, a month before the meeting.
The elections will be over, the promises will be forgotten, you will be voted on and forgotten. You won’t be made a deputy, you won’t be given an apartment, you won’t be bought a car.
What is your price? Why didn’t you want to let the working people in? You yourself understood that most of the organizations in the hall are completely unrelated to the IDP issue! But none of you, who have appealed millions of times to the same international organizations for humanitarian aid, legal assistance, who have called hotlines, none of you questioned the list you were given!
No one wanted to allow more, not 26 (the list), but 35, to pass large organizations like DRS, Right to Protection, Donbass SOS, and others.
What have you, traitors, personally lost from this? Will you not be given money for a new refrigerator? Or do you dream of getting land in Obukhiv like Tselovalchenko?
Your dreams, your dreams… The elections will be over, and again you will be ordinary, useless public figures, who now also smeared themselves in their own shit from trying to climb on the heads of others.

Donetsk fugitive Rastafarian aims for Iryna Gerashchenko’s seat
The Minsk process is dead, and it can only be revived by introducing “human rights activists” from Donbas who are loyal to Ukraine into the negotiation process.
This was stated at a press conference in Kyiv by Gennadiy Borysychev, chairman of the public council at the Ministry for the Temporarily Occupied Territories and Internally Displaced Persons, who heads the NGO “Zemlyaki”, which unites displaced persons from Donbas who chose “independence”, a Politnavigator correspondent reports.
“In fact, the Minsk process has been dead for four years. It can only be moved from the dead point if it is rebooted, if the actors are reset. We believe that in the Minsk process, residents of the uncontrolled territories, the “gray zone” and IDPs should be represented primarily by people who have proven themselves as public figures, human rights activists, and who come from Donbas itself.
These are the people who have confirmed and shown their loyalty to Ukraine over the past five years, being displaced and engaged in such activities, who should be in different subgroups and act as a “bridge” between the central government of Ukraine and the so-called LDPR authorities,” insists Borysychev.
It should be noted that before the armed conflict in 2014, Gennadiy Borysychev worked as a lawyer in Donetsk. According to his fellow countrymen, he was known as a big fan of smoking and repentance.
No peace in Donbas without compromise with Russia
If the Ukrainian government does not compromise with Russia, there will never be peace in Donbas. This was stated by Gennadiy Borysychev, chairman of the Public Council under the Ministry of Temporarily Occupied Territories and Internally Displaced Persons (MinTOT).
“The Russian Federation has a very clear position: conduct direct negotiations with the so-called “leaders” of the entities, comply with the Minsk agreements, hold local elections, turn Ukraine into a federal republic and give Donbas — Luhansk and Donetsk regions — a certain broad autonomy. With its own police, army, etc.,” he said.
“I think many parliamentarians understand this, but they do not want to talk about it — otherwise, peace will never come to Donbas. Unless there is federalization and a special status for Donbas,” Borysychev said.
