Official biography
Andrii Leonidovych Derkach is Leonid Kuchma’s godson and the son of the former head of the Security Service of Ukraine, MP since 1998. After the release of the recordings of Poroshenko and Biden’s talks, he was subjected to personal US sanctions for interfering in the presidential election.
He was born on August 19, 1967 in the city of Dnipro.
Education.
Graduated from the Kharkiv Higher Military Command and Engineering School in 1989, specializing in mechanical engineering.
1990-1993 — studied at the Academy of the Ministry of Security of Russia (formerly the Dzerzhinsky Higher School of the KGB) in Moscow, PhD in Law.
Career:

1998 — elected as a Member of the Verkhovna Rada of Ukraine of the III convocation in a majority constituency, Member of the Parliament of Ukraine of the IV, V, VI, VII, VIII convocations.
Since 2006, he has been President of the National Nuclear Energy Generating Company Energoatom and Director General of the State Concern Ukratomprom.
In 2010, the Holy Synod of the Russian Orthodox Church appointed Andrii Derkach to the Inter-Conciliar Presence of the Russian Orthodox Church. He participated in the election of Patriarch Kirill.

Compromising material
The figure of Andrii Derkach is very significant and ambiguous in modern politics. All his “achievements” are somehow connected to his KGB past. Andrii Derkach’s grandfather served in the NKVD, Andrii Derkach’s father was also a graduate of the KGB system, and later the odious head of the SBU under Kuchma. Derkach Jr. also followed in the footsteps of his father and grandfather. After graduating from the Kharkiv Higher Military Command and Engineering School of Missile Forces, he studied for a year at the Dzerzhinsky Higher School of the KGB in Moscow (now the Russian FSB Academy). Then he worked for a short time at the SBU in Dnipropetrovs’k region and quickly entered politics. However, judging by his subsequent career, he remained in the KGB-FSB system forever.
And it is not surprising that in independent Ukraine, Andrii Derkach’s political and business career was supported by his “family”. The Kuchma clan — the elder Derkach, bound by family ties (Kuchma and Leonid Derkach’s wives are sisters) — ensured Andriy’s promotion up the career ladder.
And it is not for nothing that in the late 90s Andrii Derkach was called an informal representative in Ukraine of the Russian mafia boss Semyon Mohylevych, who, in turn, is closely connected to the Russian FSB and Vladimir Putin personally. This proves once again that for the Russian Chekists, father and son Derkach are always their own people. The Derkachs “rose” quite well then. After all, Mogilevich is one of the most wanted criminals by the American FBI, the organizer of a corrupt gas supply scheme to Ukraine. Mogilevich’s criminal organization was also involved in smuggling weapons and nuclear materials, alcohol, cigarettes, drug trafficking, “covering” prostitution, and laundering money from criminal activity. In 1999, Andrii Derkach allegedly helped Mogilevich and Russia’s “aluminum king” Mikhail Chorny, also closely linked to Russian criminals, gain control of the Mykolaiv Alumina Plant, one of Europe’s largest non-ferrous metallurgy enterprises.
The impunity provided by Derkach Sr. and President Kuchma himself pushed Derkach Jr. to new adventures. According to media reports, in the early 2000s, Andrii Derkach tried to become an “arms baron” by illegally selling weapons to “hot spots”. The scale was so serious that in 2001, the heads of Ukraine’s military intelligence, at the suggestion of the Derkachs’ longtime enemy Yevhen Marchuk, addressed President Kuchma with a report stating that the Derkach family’s involvement in the illegal supply of arms to a number of Asian and African countries threatened Ukraine’s national security.
In the 2000s, with the support of the Yanukovych government, Andrii Derkach, then president of Energoatom, tried to implement an ambitious project to take control of all of Ukraine’s nuclear power in Ukraine. On December 29, 2006, Yanukovych’s government created the State Concern “Ukratomprom”, which included power engineering plants and institutes that design nuclear power units. The newly created concern was headed, of course, by Andrii Derkach himself. Derkach’s scheme stipulated that the strategic enterprises that became part of the concern should be privatized in the future, despite the laws that prohibited the sale of strategic enterprises. It didn’t work out… And Derkach himself was accused of financial mismanagement worth UAH 3.6 billion. Again, with the help of influential patrons, the investigation stalled.
Moreover, the criminal trail did not prevent Andrii Derkach from becoming a member of the Verkhovna Rada of the last six convocations. And as a classic political chameleon, Derkach took on a different political color depending on the schedule. His party portfolio includes the “For United Ukraine” block, the “Trudova Ukraina” party, the Socialist Party, the “Spravedlyvist” party and, of course, the Party of Regions, which he represented twice in the Verkhovna Rada.
As an FSB agent, Andrii Derkach captured a Ukrainian city, and Minister Malyuska helped him in this.
People’s Deputy Andrii Derkach, who has been very generous in sharing FSB plums lately, has “occupied” Hlukhiv. No wonder — this provincial town, located 12 kilometers from the border with Russia, is Derkach’s fodder base. He has been running for the Verkhovna Rada from here since 1998. Here he controls the security forces and administrative resources. Last summer, he again became an MP from the 159th district of Hlukhiv.
The mayor of Hlukhiv commented on the situation with the illegal mayor of Hlukhiv:
The feudal-criminal machine in Hlukhiv has only malfunctioned once: when Michel Tereshchenko, the heir to a famous family of philanthropists and industrialists, was elected mayor in 2015. And on April 1, 2020, an aide to MP Derkach broke down the door and broke into Tereshchenko’s office and took over his workplace.
Derkach’s puppets from the local branch of the “Will of the People”, joined by Hlukhiv “Ukrops”, BPP members, Lyashko’s “radicals” and Kaplin’s “ordinary people”, have been surviving Tereshchenko since the first day he was in power. There were arsons, threats, titushky…
The culmination was the actions of the state registrar Yulia Ihorivna Zhurykova from the Seredina-Buda District Department of Justice (Sumy region). She made changes to the Unified State Register of Legal Entities three times. But these “oddities” were not noticed by the Office of Countering Raiding at the Ministry of Justice of Ukraine. Minister Denis Malyuska said that everything was done perfectly.
This is how the clash of two worlds — the “Russian” world and the one in which the idea of the honor of a Ukrainian nobleman is combined with European values — ended.
Why there is a “fake tsar” in Hlukhiv and why the state registrar is involved
Formally, Michel Tereshchenko was overthrown on the basis of his resignation, which was made in 2018. He really went crazy then — he could not stand the pressure and announced his resignation. But the City Council Secretary Olena Demisheva claims that after the deputies did not support Tereshchenko’s resignation in 2018, the mayor tore up the letter in front of her.
However, the opposition deputies were satisfied with a copy of the paper with an expired “statute of limitations.”
Olena Demisheva recalls the details: “In March, Tereshchenko’s opponents found out that he had flown to his sister’s birthday party, and the quarantine had just begun — flights were canceled, so the mayor would not be able to return. They quickly write a statement demanding to convene a session, and I convene it. And then everything went according to the usual scenario for our deputies: they did not vote for the agenda, and I had to close the session. After I left, the opposition remained in the hall and at their meeting ‘dismissed’ Mayor Tereshchenko and me, and appointed Yuriy Burlaka, leader of the Will of the People party, as the new secretary.”
Ruslan Pavlenko, the head of the social protection department, called what happened in Hlukhiv on March 25, 2020, a quasi-session. «Michel’s application was officially returned to him on the basis of his written request,» Pavlenko comments, «In it, he also indicated that the application had lost its validity. So this statement does not exist either physically or legally. But the main thing is: The Law of Ukraine «On Local Self-Government» does not give the deputies the right to continue the session after it is closed, let alone to make decisions.»
He also pointed out that 18 deputies took part in the voting, which is the minimum required to pass a resolution (for example, 2/3 of the 36 votes are required to pass a motion of no confidence in the mayor). In other words, the newly minted «mayor» Burlaka voted for himself, and went in search of a registrar who could «legalize» him.
He had to travel more than 70 kilometers. Because neither in Hlukhiv nor in neighboring towns were there any registrars willing to take the sin on their hands. After all, back in February, Tereshchenko warned everyone about the upcoming raider seizure of power and his lack of desire to «voluntarily resign.»
Yulia Zhurykova decided to ruin the fame of the «black registrar» by adopting, posting and replacing three contradictory decisions of one session on March 25 in the register.
In the first one, Burlaka signed instead of Demisheva, calling himself the secretary (while even the records of Zhurikova’s authorship show that he had assumed new powers on March 31 — see photo below)

In the second version of the decision of the same extraordinary session of March 25, Burlaka came to his senses and signed as the chairman of the session. But here, the impostor got confused about the date of Tereshchenko’s application — he indicated 27.09.2018 (see photo below).
In the third version of the same «session,» Chairman Burlaka corrected himself once again — apparently, he checked a photocopy of Tereshchenko’s statement, which had already expired and no longer existed.
How to explain the “eternal power” of Andrii Derkach?
To appreciate what happened in Hlukhiv, we need to understand who this MP Andrii Derkach is (screenshot from the Verkhovna Rada website below), who has recently become a newsmaker, especially on Medvedchuk’s TV channels. In private conversations, Party of Regions members in Sumy admit that their loyalty to Derkach is dictated by fear. Derkach has them all on the hook.
He was a hereditary Chekist whose grandfather served in the NKVD and whose father served in the KGB and SBU. Derkach Jr. graduated from the KGB school in Moscow (now called the FSB Academy), and his thesis was entitled: “Organizing and Conducting Meetings with Secret Agents.” He is also called an Orthodox Chekist, because in 2010, the Synod of the Russian Orthodox Church included A. Derkach in the Inter-Council Presence of the Russian Orthodox Church.
The Derkachs are related to the Kuchma family. But Andriy Leonidovych always bets on the winner, and “to betray in time is not to betray.” Therefore, for more than 20 years in power, he has run from party to party five times. He supported the Anti-Maidan and the “laws of January 16,” developed the separatist “Slobozhanshchyna project” (the “soft” accession of Sumy and Kharkiv regions to the Russian Federation), but this did not put Derkach at odds with either his friend Yuriy Lutsenko or his patron Petro Poroshenko.
The latest income declaration of MP Derkach draws attention to a “black hole” in the origin of his income. There are no sources that could plausibly explain Andrii Derkach’s lifestyle. After all, he has been an MP and owner of unprofitable media assets all his life. In total, the group of Andrii Derkach and his wife Oksana Terekhova includes 41 companies. The key person in the group is also a deputy of the Sumy Regional Council, Oleh Boyaryntsev, who Michel Tereshchenko often complained about.
Derkach invited a Russian “vatnik” to the festival
Andrii Derkach has close ties to the Russian Orthodox Church (ROC) and is the president of the Pokrov Orthodox Film Festival. Last year, Andrii Derkach invited Boris Korchevnikov, a Russia-1 TV presenter who, among other things, called Ukrainians “fascists” and “junta,” to this festival.
This host was allowed into Ukraine in 2019 by the SBU. He “did not have an entry ban” because “you can’t keep track of everyone,” the agency’s spokeswoman said at the time.
“He is the head of the Spas TV channel (Russian Orthodox TV channel of the Moscow Patriarchate). The (festival) management invited him,” he said, avoiding answering questions about the host’s statements about Ukraine and Ukrainians.
“Derkach’s tapes”
If we return to Andrii Derkach’s latest speeches, they are dedicated to the publication of audio recordings of conversations between the alleged fifth president of Ukraine, Petro Poroshenko, and the alleged then US Vice President Joe Biden in 2016.
“The recordings were handed over to us by investigative journalists. According to them, the recording was made by Petro Oleksiyovych, which, according to them, is obvious without any expertise during the listening,” Derkach said at a press conference in May.
The public has not learned who these journalists are, who can see everything without expert evidence, and why they did not publish these tapes without Derkach. And the expert confirmation of the recordings was never made public.
Petro Poroshenko said: “The audio files that were shown yesterday by a graduate of the Dzerzhinsky Higher School of the KGB in Moscow are fabricated. But they could have received the raw materials, in particular, in the Office of the current president. The SBU should investigate who did this. With whose authorization? Who benefits from this? Because all of this has resulted in a special operation against Ukraine’s strategic relations with America, our key partner in deterring Russia. Unfortunately, there are some basic truths of geopolitics and diplomacy that amateurs are unable to learn even after a year of active practice.”
However, Andrii Derkach’s biography is well known, and this did not prevent then-President Petro Poroshenko from celebrating the wedding of his son, then-Prosecutor General Yuriy Lutsenko, in 2017 in the company of Andrii Derkach. This was recorded by journalists of the Schemes program.
Later, Andrii Derkach published recordings of a conversation between allegedly Poroshenko and allegedly Putin, which he claims took place in 2015. The friendly communication between the interlocutors resonated.
In this recording, the interlocutors end the conversation with the phrases: “Good, Vladimir Vladimirovich. I shake hands. Thank you very much” and ”Hugs. Goodbye, let’s go”.
The Kremlin has not confirmed the authenticity of this conversation. Poroshenko’s team called it a staged conversation.
Unreliable data in the declaration
According to the “Chesno” public movement, Derkach is a buckwheat grower and truant. According to journalists, the politician’s website states that he provides assistance to cultural, educational, and medical institutions.

Employees of the Anti-Corruption Action Center (AntAC), having analyzed his declarations for several years, suggested that his own income was not enough for such active charitable activities. In early 2020, the Dnipro-based 49000 newspaper reported that Derkach took part in only 8% of the votes in the Verkhovna Rada.
The MP was also involved in anti-corruption investigations. The AntAC asked the NABU to check Derkach. The reason was the politician’s declaration, in which he provided false information. The civil society activists found evidence that the politician had transferred part of his business to his wife, and did not list some companies at all.
Journalists of the Bihus.Info project reported that back in 2010, people from the MP’s entourage owned 42 hectares of protected land between the Koncha and Zaspa lakes near Kyiv. The price of such land can reach tens of millions of dollars.
