Oles Dovhyi and Kateryna Gorina Foundation

Theft of Kyiv land
The dirt on O. Dovhyi is his participation in the distribution of Kyiv land in favor of “friendly” commercial structures. In particular, on October 1, 2007, the Kyiv City Council distributed a total of 300 land plots, the market price of which, according to expert estimates, is $10 billion. Among them is 7.57 hectares on the protected Zhukovyi Island near Kyiv, which, according to the weekly Korrespondent, was allocated to the SESIL health center. Among the interested parties in this episode are Kyiv City Council Secretary Oleksandr Dovhyi and Party of Regions deputy Oleksandr Prohnymak.
Involvement in the beating of MP Borys Bezpalyi.
Interrogations in the Ministry of Internal Affairs. Former MP Borys Bezpalyi (Nasha Ukraina) accused Dovhyi of involvement in his beating in December 2006. “I can only say that Dovhoy’s name was mentioned by the prosecutor’s office investigator in a negative context,” the MP told journalists (Kommersant, March 26, 2007).
In June 2008, Mr. Dovhoy was interrogated by the Interior Ministry as a witness to a fight that took place in the Kyiv City Council in December 2006. “It was made clear to me that I would be repeatedly invited to the MIA under any pretext. I will spend so much time until I change my assessment of Yuriy Vitaliyovych (Lutsenko — “A”) either as a minister or as a politician”, said Dovgyi (proUA, June 19, 2008). Later, Dovgyi asked the leadership of the PGO and the SBU to check whether the MIA was taking any operational measures against him.
Conflict with Lutsenko
Prosecutor General Lutsenko offered MP Oles Dovhyi a deal to expose former Kyiv Mayor Leonid Chernovetskyi. Dovhyi did not betray his former boss and refused the deal. This was stated by lawyer Renat Kuzmin.
“A brief background. Lutsenko, offended by the fact that 12 years ago Chernovetsky refused to allocate him land in the center of the capital, became the Prosecutor General and personally ordered to initiate a case against Dovgyi, with one goal in mind — to force the MP to slander Chernovetsky and testify that would incriminate the former mayor in some crime.
On Lutsenko’s personal initiative, proceedings were registered to prove that 10 years ago, Dovhyi, as secretary of the Kyiv City Council, violated the rules of procedure and put to a vote the issue of land allocation, which was not on the original agenda.
After the Rada lifted Dovhyi’s immunity, Lutsenko offered him a deal to expose Chernovetsky. Dovhyi did not betray his former boss and refused the deal.
To their credit, the NABU and SAPO did not follow the crazed prosecutor general’s lead and stopped the criminal proceedings initiated by Lutsenko. This is the reason why Lutsenko was so agitated and recorded his hysteria on his FB page.
What can be said about this
1. The PGO does not have the right to investigate crimes investigated by the NABU and registered after November 2015, which means that the Kyiv Prosecutor’s Office, at Lutsenko’s request, illegally registered a new criminal proceeding on Dovgyi’s embezzlement of land “on a particularly large scale.”
2. The new case should be immediately transferred to the NABU, as the investigators of the city prosecutor’s office are not authorized to investigate it.
3. Dovgyi cannot be held criminally liable for the illegal allocation of land by a collegial body, the Kyiv City Council, as the Criminal Code of Ukraine does not provide for collective liability of deputies for the results of voting, and therefore he is not in danger.
And the last thing. Having illegally occupied the highest procedural position in the hierarchy of law enforcement agencies, Lutsenko is using the enormous powers of the PGO exclusively for his own personal purposes. Suffering from an inferiority complex, he is taking revenge on anyone who has ever called him an “earthworm” or not had a drink with him at a bruder.
All of this indicates only one thing: the position of the Prosecutor General today is occupied by a mentally ill person who poses a real threat to the national security of the country. His dismissal with further criminal prosecution is inevitable. As well as conducting a psychiatric examination during the investigation…» — said Renat Kuzmin.
As a reminder, the Prosecutor General’s Office accused Oles Dovhyi of violating the regulations when the Kyiv City Council allocated land plots in 2007. The politician asked the Verkhovna Rada to lift his parliamentary immunity so that law enforcement agencies could conduct an investigation.
On July 11, 2017, the Parliament agreed to lift the MP’s immunity.
As reported, on December 22, the SAPO closed the proceedings against MP Oles Dovhyi due to the inability to collect evidence sufficient to prove his guilt in court.
Commenting on the closure of the criminal case, Dovhyi thanked the SAPO prosecutors for their professionalism and integrity. “Special thanks to the SAPO prosecutors and the leadership of this agency from me and my family for not being afraid to call a spade a spade,” the politician said.
The decision of the Specialized Anti-Corruption Prosecutor’s Office (SAPO) in the case of MP Oles Dovhyi will drop all charges against him. This was stated by political analyst Volodymyr Tsybulko.
According to him, the charges against Dovhyi were of a political nature. Therefore, the MP asked the Verkhovna Rada to deprive him of immunity for the investigation.
“The entire set of charges against MP Dovhyi really had a political component — in fact, the charges boiled down to his personal responsibility for the consequences of the decisions of a collective body, in particular the Kyiv City Council, of which Oles Dovhyi was the secretary for a long time.
Dovhyi’s actions caused the state losses of UAH 81.7 million.
The Prosecutor’s Office suspects Oles Dovhyi, a member of the Verkhovna Rada of Ukraine (Will of the People group), of abuse of power. This is stated in the press service of the Kyiv Prosecutor’s Office on Facebook.
As noted, on September 22, Kyiv City Prosecutor Roman Govda served Dovgy with a notice of suspicion on behalf of the Prosecutor General.
Oles Dovhyi “legalized” another 3 million through the sale of paintings to associates
Oles Dovhyi, a member of the People’s Will parliamentary group, received income from the alienation of movable property (except for securities and corporate rights) in the amount of 3 million. This became known from the changes in the politician’s electronic declaration, which he made on December 29, Ukrainian News reports. The source of income is listed as Tetiana Myronova’s Gallery LLC.
According to the business search resource Youcontrol, the company’s founder is Yevhenia Mironova from Kyiv. In 2008, the list of founders of the gallery included Valeriy Mironov, a well-known businessman and politician who worked in Chernovetsky’s team as deputy head of the Kyiv City State Administration, was in charge of the transport industry and coordinated certain areas of architecture and construction.
The Myronov family is known as collectors of Ukrainian art.
It should be reminded that in January 2017, Dolge already sold paintings to the same buyer. At that time, the amount of transactions with Tatiana Mironova’s Gallery LLC reached UAH 5.2 million.
As you know, the Prosecutor General’s Office is checking Oles Dolge’s 2015 electronic declaration. Prosecutors have claims to the MP’s valuable movable property (works of fine art, wristwatches, etc.) without specifying their value. These are 95 paintings of the XIX-XXI centuries, 10 statues, and 11 wristwatches.
On July 11, 2017, the Verkhovna Rada supported the lifting of immunity from MP Oles Dovhyi and agreed to bring the MP to criminal liability.
NACP finds violations in MP Dovhyi’s e-declaration(more)
The MP failed to indicate in the section “Real estate objects” information about an apartment in Kyiv used by his wife/.
The National Agency for the Prevention of Corruption has found irregularities in the 2015 declaration of Oles Dovhyi, a member of the Verkhovna Rada of Ukraine (MP group “Will of the People”). This is evidenced by the NAPC’s decision No. 895 of October 5, 2017.
The decision states that the MP failed to indicate in the section “Real Estate Objects” information about an apartment in Kyiv used by his wife, which is the MP’s actual place of residence.
Dovgyi explained that his wife did not own any real estate in 2015.
In addition, according to the information certificate from the State Register of Real Property Rights, there is no information on real estate owned by his wife on the basis of private property, including joint ownership.
The decision states that by failing to indicate the property used by his wife, the MP failed to comply with the requirements of clause 2, part 1, article 46. 1, Art. 46 of the Law on Prevention of Corruption.
At the same time, the agency did not find any violations in the MP’s electronic declaration in terms of the accuracy of the assessment of the declared assets. It also found no conflict of interest or facts of illicit enrichment. At the same time, it is emphasized that Dovgy must submit a declaration with reliable data.

Vehicle fleet
Kyiv City Council Secretary Oles Dovgy drives a blue BMW 745 (over $100,000) around the city. Income
Oles Dovhyi earned and declared his first million dollars at the age of 21.
In 2019. According to the 2018 declaration, the MP previously rented an apartment in Kyiv with an area of more than 400 square meters. Apparently, the apartment was purchased on credit or by installments, as the column “financial liabilities” shows a significant amount of debt. Dovgyi also bought a country house of more than 192 square meters and several land plots on the border of Kyiv and Cherkasy regions. In addition, last year he used a country house of more than 400 square meters, which has been owned by senior members of his family since 2004. Oles Dovhyi’s declaration includes his civilian wife, Iryna Minenko, and son Makariy.
The MP’s wife owns a 100-meter apartment in Kyiv, has income from entrepreneurial activities, and has relatively small amounts in bank accounts and cash in different currencies (700 thousand hryvnias, 30 thousand dollars, 40 thousand euros) compared to her husband’s assets. Otherwise, Oles Dovhyi’s declaration is not much different from last year’s. The politician’s main income consists of his deputy salary and dividends of over UAH 6 million from his family business. As a reminder, Oles Dovhyi’s main asset and source of income is a partnership in a family business with senior members of his family. The main areas of the family business are development and real estate. The family’s interests also include the Bang & Olufsen chain of premium electronics stores and the remnants of the wholesale grocery business after the successful sale of the Chumatsky Shlyakh supermarket chain.
Oles Dovhyi did not indicate the mother of his newborn son in his declaration
According to the MP, his relationship with Iryna and the family business have been going on for three years (i.e., since about 2016), and they share a home. According to Serhiy Ohorodnyk, a journalist and analyst at the CHESNO Movement, anti-corruption legislation defines family members of the declarant as persons who live together, are connected by common life, have mutual rights and obligations (except for persons whose mutual rights and obligations are of a family nature), including persons who live together but are not married.
“That is, if persons are not officially married, but have a common household, live together and perform family duties towards each other as of December 31 of the reporting year, such a person is a member of the declarant’s family and should be reflected in the declaration,” Ohorodnyk said.
This means that Dovhyi has to include information about his partner in his declarations. His ex-wife Kateryna Horina is still listed in the MP’s declaration for 2015, and she was also “declared” in 2016 (in fact, their relationship ended in 2015).
Relations with Chernovetsky
Dovgy is one of the people in Chernovetsky’s inner circle, who has been in a fierce confrontation with a number of political opponents (especially the Yulia Tymoshenko Bloc and Vitali Klitschko Bloc) almost from the first day of his mayoralty.
Dovgy fully supports his boss’s policy in all spheres of capital life. He never tires of repeating that his patron can turn Kyiv into a paradise, but his enemies are always interfering with him. Instead, he receives a stream of harsh accusations and criticism. In particular, for his participation in the distribution of expensive land plots in the capital, which opponents and many experts call non-transparent and dubious. For example, in September 2007, political rivals initiated the issue of the Kyiv City Council Secretary’s resignation, but the attempt failed.
Dovhyi chaired most of the Kyiv City Council meetings between 2006 and July 2011, as Chernovetskyi systematically ignored them.
He resigned from the post of Kyiv City Council Secretary after Viktor Yanukovych won the presidential election and the Party of Regions gained influence. The pro-presidential majority in the Verkhovna Rada changed the law on the capital of Ukraine, depriving the mayor of key powers in favor of the head of the Kyiv City State Administration appointed by the president. At the same time, criminal cases were opened against several influential members of Chernovetsky’s team for abuses during the distribution of capital property (in particular, against the mayor’s son-in-law, Vyacheslav Suprunenko). Dovgyi was also searched, but unlike his colleagues, the former Secretary of the Kyiv City Council was not prosecuted.
Since the end of 2010, he has been distancing himself from Chernovetsky.
Oles Dovhyi wins in 102nd constituency with a scandal
According to the results of counting 100% of the protocols, self-nominated candidate Oles Dovhyi won in the single-mandate constituency No. 102 with the center in the city of Znamianka, Kirovohrad region.
According to the data on the CEC website, Oles Dovhyi received 29.90% of the vote. It is known that in 2006-2011, Dovhyi served as the Secretary of the Kyiv City Council under the head of the Kyiv City State Administration Leonid Chernovetsky.
As a reminder, the Committee of Voters of Ukraine recommended to the Central Election Commission not to recognize the results of the elections in the single-mandate district 102 in Kirovohrad region due to a number of large-scale violations of the electoral law directly during the election campaign and on the election day.

On September 23, local residents in Znamianka, Kirovohrad Oblast, disrupted a meeting with parliamentary candidate Oles Dovhyi.
A candidate for people’s deputy of Ukraine Oles Dovhyi was expected to visit Znamianka, gre4ka.info reports. The hall of the children’s art center was booked, extras were brought from all over the district, and possibly campaign teams.
Interestingly, “strangers” were not allowed in the hall, probably this “gathering” was supposed to be closed… But concerned residents of the city broke into the hall where the “meeting” was taking place and asked the audience to leave the building.
When the candidate arrived, he was greeted with shouts of “Shame!” and “Gang out!”. When Dovgy tried to speak in the courtyard, he was pelted with chicken eggs while shouting “Bandyugan!”. After that, they pushed him to the road, indicating the direction of movement, accompanying their actions with shouts of “Shame, go away…”.
After the “warm” meeting, Oles Dovgy and his support group left in an unknown direction.
The “Servant of the People” party recognized Dovgy’s victory in the 102nd district
The Servant of the People party has recognized the victory of MP Oles Dovhyi in the 102nd electoral district in Kirovohrad region in the parliamentary elections. The candidate of the Servant of the People party, Artem Petrishchuk, wrote about this on his Facebook page.
“The counting has been completed — the result is obvious, and the current MP remains the representative of the 102nd district. I think we just didn’t have enough time, because the cities where we worked harder and concentrated our attention gave us almost equal results, but due to the large territory of the districts, we are almost twice as far ahead. Dovgyi campaigned without giving out money or buckwheat. I have to recognize his fair victory,” the candidate wrote.
Dovhyi’s headquarters believes that the main factor in his victory was the reliance on personal meetings, of which he has held almost two hundred over the past month and a half. Dovhyi traveled to one and a half hundred settlements, actually talking to the entire district live.
Dovhyi’s immunity was not lifted because Poroshenko received land through him — Chumak

“Just look at who is on the Regulatory Committee. There are MPs from the Petro Poroshenko Bloc, the People’s Front, the Radical Party, etc. At the same time, their votes are not decisive. The factions they represent play a decisive role. The party says what they say, so they vote. Pynzenyk is a person controlled by Martynenko and Yatsenyuk. He does not make independent decisions,” Chumak emphasized.
In his opinion, the preservation of Dovhyi’s parliamentary immunity indicates that President of Ukraine Petro Poroshenko and deputy head of the Petro Poroshenko Bloc faction Ihor Kononenko are interested in this.
“On the one hand, Dovhyi should have been dismissed. But on the other hand, he is in Kononenko’s team. I’m talking about Solidarnist, which has been in the Kyiv City Council as part of Chernovetsky’s bloc since 2006. All these people were there together. They were the ones who contributed to the fact that Poroshenko and Kononenko were allocated land plots. That is, Dovgy is aware of these matters. Although, in my opinion, today’s decision not to give him back was a mistake. I think the decision not to lift Dovhyi’s immunity demonstrated that he is a friend of Poroshenko, Kononenko and a number of other politicians,” Chumak summarized.
It should be noted that Poroshenko’s love for land, which was obtained through various corruption schemes, has long been known.
Klitschko said that people like Dovgyi should be held accountable for their illegal actions
Klitschko noted that he was a member of the Kyiv City Council when Dovgyi was the secretary of the Kyiv City Council
“I was a deputy at that time. And I saw how decisions were made, what manipulations were made, and how land was being carved up,” Klitschko said.
He noted that some former members of the Kyiv City Council have become MPs and, when law enforcement checks their actions, claim alleged political persecution and avoid proper punishment.
“If this dynamic continues, then Chernovetsky will soon return and tell us how well he worked,” Klitschko added.

“After all, a lot of money was stolen, and funds were not invested in the infrastructure of our city. Unfortunately, this slowed down the development of our city. And my task is to restore the dynamic development of Kyiv,” Klitschko emphasized.

Sister of landless Oles Dovhyi owns 7 hectares of “Oak Paradise” in elite Kozyn
Oksana Huliayeva, the sister of MP Oles Dovhyi, has numerous land plots in Kyiv region. This is evidenced by excerpts from the Register of Property Rights, which are at the disposal of Nashi Hroshi. Three more plots with a total area of 0.46 hectares were added to the authorized capital of the company immediately after its establishment in 2013.
Dubovyi Rai also leased at least 1.79 hectares of land from Kozynske village council in 2063.
On Zapovedna Street, Dubovyi Rai Cottage Township has a 212-square-meter recreation center called Dubky, which includes five holiday homes and outbuildings.

A recording of your conversation with the famous Oleksandr Onyshchenko has appeared on the Internet. Did you listen to it and what can you say about it? I hope we will return to our original planned topic of conversation. But I will certainly answer your question. I have not listened to the recording, and I am not going to listen to it, because I remember this conversation, its background and circumstances very well. As you know, Onishchenko is a member of the Will of the People parliamentary group, of which I am the secretary. We had the usual standard communication between colleagues in the parliament, although, as you know, he rarely attended plenary sessions. The story that led to this conversation began on the eve of the vote to lift Oleksandr Onyshchenko’s immunity. During a meeting of our deputy group, we decided to call him to find out his position. Onyshchenko asked not to vote because he believed the charges were unfounded. His request was heard by everyone: we talked to him on the speakerphone so that we could make a joint decision on this issue. So, in essence, you later communicated with him as a representative of the People’s Will? To be precise, as the secretary of this parliamentary group. Moreover, at that point in time, every deputy was important for the preservation of the group. How did events develop further? The next time Onishchenko showed up was in the summer, when I was on a tour of Northern Italy with my family. He got in touch and asked for a meeting. We were in Genoa. He said he was ready to come to me in 3-4 hours. I waited for him and we met.
He said a lot of different things, but I remember for sure that what struck a chord with me was that his mother was the accused in his cases. And it was she, a 73-year-old woman, who could suffer and go to prison! He asked for help and advice, asked what kind of support he could count on from the group. I took some time to think about whether I would do this and how I could help. That’s how we parted ways. What were the circumstances of the meeting in London? Then I returned to Ukraine and consulted with lawyers. They gave me a legal assessment of the situation and their recommendations. Onishchenko called me several times and asked: “Well, what?”, “Well, when?”. When the legal position was finalized, I flew to London at his request to explain the lawyers’ proposals. Namely, that they recommended Onishchenko’s mother to plead her age and cooperate with the investigation in this way. I took the position: “I am 73 years old, I do not understand business, I have been advised different things, if it was an offense, I am ready to compensate the budget for the lost money.” In general, everything I said boils down to a simple thesis: “Return the money to the budget and sleep well.”
