«Ukrnafta announces the transfer of the license for the Sakhalin field to the private company Geolsoyuz
Ukraine’s largest oil producer Ukrnafta announces that the Ministry of Environmental Protection has transferred the license for exploration of the Sakhalin oil and gas condensate field (Kharkiv region) from NJSC Nadra Ukrainy to a private company Geolsoyuz LLC.
This was stated by Vyacheslav Kartashov, Head of the Legal Department of Ukrnafta, at a press conference at UNIAN today.
According to him, today NJSC Nadra Ukrainy is a registered member of Geolsoyuz LLC, owning 50% of the company.
“According to our information, which, unfortunately, without the prosecutor’s office, we are unable to document with the ministry today, the license for the Sakhalin field has already been reissued to this LLC,” he said.
He added that “the re-issuance of the license for gas production at the Sakhalin field alone to a company in which NJSC Nadra Ukrainy holds only 50% allowed government officials to hide 400 million cubic meters of gas per year from being sold to the public, pocketing the difference in gas sales, which, according to rough estimates, is about $50 million per year with this volume of gas. Accordingly, the responsible persons from the ministry who signed this decision robbed the annual budget of Ukraine for this amount.”
Kartashov said at the press conference that Geolsoyuz LLC was registered on November 2, 2006. He said that he had documents proving that the founders of the LLC at the time of registration were “Andriy Kicha, who is related to the Infox company and the former head of the State Committee of Natural Resources of Ukraine Mykola Zlochevsky, Valeriy Omelchenko, who is connected by family and official ties with the leadership of the Ministry of Natural Resources, and Brilliant Spirit Ukraine LLC. Andriy Kicha is ordered to be arrested or released on $40 million bail in the case of bribery of NABU and SAPO top officials
The High Anti-Corruption Court has imposed a measure of restraint in the form of arrest with the possibility of bail in the amount of UAH 40.3 million on former Burisma’s Chief Legal Officer Andriy Kicha, a suspect in the case of bribery of NABU and SAPO detectives, in the amount of USD 6 million. The $6 million bribe scandal: Burisma reacts strongly to statements of scandalous ex-MP
Burisma Group has nothing to do with Mykola Ilyashenko and Andriy Kicha, who were detained while trying to bribe NABU and SAPO officials for $6 million.

$5 million bribe to NABU and SAPO leadership: the accused was released to referee hockey competitions
The High Anti-Corruption Court has released Andriy Kicha, a former Burisma Group manager accused by the Specialized Anti-Corruption Prosecutor’s Office of attempting to bribe the leadership of the National Anti-Corruption Bureau and the SAPO for $5 million, from prison.
This decision was made on October 21 by a panel of HACCJ judges, the SAPO told Slovo i Dilo (despite the fact that Kicha was not supposed to leave Kyiv after posting bail of $40 million).
According to the prosecutor’s office, Kicha’s lawyers asked to let their client go to Hungary to referee hockey competitions. The judges granted this request and released Kicha abroad.
In November 2020, after Kicha was notified of the suspicion, the sports publication XSport interviewed him. In 2013, Kicha stopped officiating professional hockey matches, but after a seven-year pause, he returned to refereeing hockey competitions. According to XSport, Kicha is the only Ukrainian referee to have officiated at an Olympic hockey game. It was in 2010 in Vancouver, Canada.

Companies from Zlochevsky’s orbit have concentrated 80 hectares of land for port construction
In the summer of 2014, a group of 5 companies — Agroprom Investment Company, Tehagro, Resursagro, Technoagro-Invest and Agrostil — concentrated 80 hectares of land in the waters of the Yuzhny port. The purpose of the land is for the placement and operation of maritime transport buildings and facilities.
All five companies have the same owners: part of the authorized capital in each belongs to Serfilana Commercial Ltd (officially registered to Cypriot lawyers), and part to the Ukrainian Grand Resort Service LLC (the owners are hidden behind the Virgin Islands offshore company Galtero Trading Ltd).
Despite the offshore ownership structure, all the companies are connected to Mykola Zlochevskyi: five of the five are or were headed by managers from his companies, three companies are registered in Zlochevskyi’s «central office» at 10 Ryleeva Street in Kyiv, and four of them have listed the reception of Infox LLC as their contact phone number, which is one of the central companies in Zlochevskyi’s business structure and is openly listed as the ultimate beneficiary in the USR. At 10 Ryleeva Street, there is a «Council of Advocates» to which Andriy Kicha belongs.
The land plots surround the territory of the so-called “38th berth”, which is state-owned and used by the state port of Yuzhnyi Commercial Sea Port. The complex, located on the opposite bank of the estuary from the main berths of the port, consists of a 200 m long berth, 2 portal cranes and open warehouse space of 1 thousand square meters. In the 70s, it was built for sand transshipment, and later it was not used for a long time. It is worth noting that after Zlochevsky’s companies completed the land concentration, the Ministry of Infrastructure took the initiative to lease the berth complex.
According to Oleksandr Chervonnyi, acting head of the business development service at the Yuzhnyi Sea Port State Enterprise, in early 2016 The Ministry of Infrastructure asked the port to provide information about the berth for lease.
A year later, the tenant did not appear. Meanwhile, the port itself loaded the berth with timber products, earning UAH 1.1 million in revenue.
However, on November 16, 2017. the Ministry of Infrastructure approved the Strategic Development Plan of the SE MTP Yuzhnyi, where one of only three points is the transfer of the 38th berth for long-term lease.
The state-owned port itself has its own plans for the development of the berth, and according to preliminary estimates, it can generate more than UAH 17 million in revenue per year for the state-owned enterprise. Therefore, in February, the port appealed to the Ministry to cancel the lease.
However, the port does not know the ministry’s decision. Neither the Ministry nor the companies that lease the land around it responded to the program’s inquiries about plans for Pier 38.
