Official biography

Roman Kravets is the chief administrator of the Joker Telegram channel and a member of the Servant of the People party. The ultimate beneficiary of the Telegram channel is the head of the UKROP party, Hennadiy Korban, as previously reported by MP Oleksandr Dubinskyi.

Political “career”

The publication indicates that Kravets is number 153 on the SN party list. He did not run in the 2019 Rada elections, but he may become a member of the Ukrainian parliament if one of the current “servant” MPs resigns.

According to the data that was collected on his identity, Kravets was born in 1994 in Kherson, graduated from Kherson Polytechnic College of Odesa National Polytechnic University with a degree in engineering technology, and lives in Dnipro. He was the executive director of the Dnipro Regional Youth Council on a voluntary basis. In addition, Roman is the Deputy Director of Information Technology and Security at SSL Consulting, a company owned by Gennadiy Korban‘s nephew, an Israeli citizen, Ihor Birman. The latter is also the founder of a number of other companies controlled by Corban in Dnipro.

Where, in addition to working for a company owned by Korban’s nephew, he is allegedly still a pro bono executive director of digital marketing at the Dnipro Regional Youth Council.

Such “pocket” organizations are attached to all local authorities and are usually used to provide a noise cover for the actions of local authorities. They usually have nothing to do with the public except for their name.

Given the influence that Korban has in Dnipro and the region, it is almost certain that it was at his suggestion that Kravets was included in the Servant of the People’s lists — it is no secret that smart people always try to “put their eggs in several baskets” by delegating their representatives to promising political forces.

Most likely, this is what happened to Roman Kravets, and no one asked him personally about his wishes. He was sent to the Servant of the People party and went. And the fact that the place is so far away means that no one expected such a success for the SN, which received a mono-majority in parliament. This also indirectly confirms the conclusion that the administrator of the Joker channel is nothing special.

Telegram channel “Joker”

The Joker Telegram channel became famous for pretending to be the head of the Prosecutor General’s Office or the Prosecutor General, conducting private correspondence with MPs, which he then published.
Today, Joker has over 188 thousand subscribers. The channel often defends Korban’s interests, criticizing the OP, in particular, for depriving Korban of Ukrainian citizenship.

2019

Back in 19, smart people noticed that the candidates from the Servant of the People were a rabble and a bunch of random people. Therefore, we should not be surprised that Roman Kravets openly works for Zelenskyi’s political rival and slanders the president while earning his salary — the situation is quite predictable, and there have been precedents.

2020

The administrators of the Telegram channel “communicate” with officials and MPs on behalf of other high-ranking officials and publish screenshots of these correspondences.

Believing in the prank, the victims of the “Joker” do not hesitate to openly discuss the internal workings of the “servants”. Heroes of other scandals are usually targeted. Thus, the first victim was MP Bohdan Yaremenko. On the eve of the creation of his Telegram channel, he was caught in a correspondence with women.

And while the MP was investigating this scandal, talking about a prank by journalists, he got into another one with the Joker. According to the correspondence published by the prankster, it was he who forced Yaremenko to write an apology post.

One of the last people to get caught was Deputy Minister of Infrastructure Oleksandra Klitina. Shortly before that, she was the victim of another scandal with sexist overtones. However, Klitina herself, like most of her colleagues, did not confirm the authenticity of the reports. In response to journalists’ questions, she only spoke of “manipulation” and a “hacker attack.”

But MP Mykola Tyshchenko was the one who suffered the most from the “Joker”. The published correspondence with the former restaurateur consisted of almost 50 screenshots. The prankster emphasized that Tyshchenko is the godfather of presidential aide Andriy Yermak, who has ties to Russia and is involved in negotiations with the Russian leadership.

Other victims, according to the “Joker,” included MP Mykhailo Radutskyi, who immediately confirmed the authenticity of the published correspondence, former head of the Institute of National Memory Volodymyr Viatrovych, Chernihiv Mayor Vladyslav Atroshenko, and MP Roman Ivanisov, who had previously become known for his criminal past.

Where the money is laundered: The online publication Strana first wrote about the Joker. It published screenshots of the correspondence even before the Telegram channel was created. Later, the publication also wrote about the prankster’s new “exploits,” and some fragments of correspondence were passed to Strana for exclusive publication.

The legal owner of Strana is Igor Guzhva, a media manager with pro-Russian views. He is currently in hiding in Austria. “Strana is known for its commitment to these kinds of scandals and stories with juicy details.

The Joker’s activities are also closely followed by blogger Anatoly Shariy, who is also hiding in Europe. He, like Strana, preceded the publication on Telegram by showing the correspondence on his Youtube channel and talking about it on his own website.

2021

The head of the faction, David Arakhamia, assured that the author of the Telegram channel “Joker” was a good guy whose name he did not know, but was ready to give him a bottle of whiskey when he met him. In addition, the MP said that he wanted to do such a project himself. Arakhamia believes that this person is closely connected to the Servant of the People.

2022

According to the Security Service of Ukraine, a number of telegram channels are spreading anti-Ukrainian and pro-Kremlin propaganda. They are coordinated by the Main Center of the Special Service of the Main Directorate of the General Staff of the Russian Armed Forces. Russian occupants use such communication channels to conduct special information and psychological operations in the interests of Russia. In order to disguise their activities, pro-Kremlin channels often disseminate content from Ukrainian special services. For example, they publish official messages of the SBU press service, video and photo materials from the official telegram channel of the Service and the information pages of the Defence Intelligence of Ukraine.

The list of pro-Kremlin Telegram channels includes: «Legitimate, Woman with a Braid, Resident, Intelligence, White Knight, Joker, Crocodile, Sorosyata, Cartel, Gossip Girl, Black Quarter, etc. The list is constantly updated.

According to Vasyl Malyuk, the head of the SBU, in his response to the MP’s inquiry, the Service does not interact with these channels. The administrators of these channels are being searched for in order to bring them to justice.

How the “Joker” blackmails business under the protection of the authorities

And one more nuance. A few years ago, an anonymous channel called Joker appeared on Telegram, which periodically published various leaks of information about Ukrainian politicians, officials and businessmen, often provoking scandals. Oddly enough, according to various unrelated sources, the author of this channel is none other than Vladimir Petrov. This is also reported by some other TG channels.

The negotiations on behalf of Petrov and the Joker channel are conducted by 26-year-old blogger Lilia Bagirova, the former fiancée of Kyivstoner’s band Gryby, who now lives in the United Arab Emirates. The Joker telegram channel regularly publishes advertisements for Bagirova’s personal project, #BAGIROVANews.

According to media reports, Lilia Bagirova worked for the head of the Khimprom drug syndicate, Yegor Burkin (Levchenko), a Russian who is under sanctions and recognized as a threat to Ukraine’s national security. Journalist Denys Koshelnyk posted a video of a telephone conversation with Lilia Bagirova, during which he confirmed the fact of this cooperation. According to Lilia, Burkin asked to contact political strategist Vladimir Petrov to support him in the information field. Again, according to Lilia, she organized such contact twice and received “gratitude” for it.

In order to understand how Petrov makes money with the help of Joker, we can look at the case of the Kosmolot online casino as an example. In January 2024, Joker started publishing post after post about the Russian casino Cosmolot operating in Ukraine and its owner Sergey Tokarev being a Russian. He then launched a campaign to pressure bloggers promoting Cosmolot, and then began to berate Ukrainian media outlets that removed news stories with a statement by Digitalization Minister Mykhailo Fedorov that the Russian owner of the Cosmolot casino was trying to obtain Ukrainian citizenship. In three days, from January 28 to 30 inclusive, Petrov devoted 28 negative posts to Cosmolot on Joker.

“Friends, now do you understand why everyone thinks that Cosmolot is a Ukrainian casino? They just buy everyone. They have bought everyone. You ask me why, for example, your favorite patriotic bloggers advertise Cosmolot, the answer is simple, friends, they simply cannot refuse the amount of money that the Russian casino Cosmolot pays them. Dirty Russian money,” Joker wrote in one of his posts on January 28, 2024.

It is a fact that the owner of the Cosmolot casino, Sergey Tokarev, is a citizen of the Russian Federation and has real estate and cars in the aggressor country. The question is that the “Joker” took up this topic with only one goal in mind — to get more “dirty Russian money” and more. Therefore, when he achieved this with his attack on the casino and Tokarev, the rhetoric towards Kosmolot changed abruptly, literally the next day, and over time, Petrov’s interest and attention to this simply disappeared.

And on January 31, he wrote: “I was contacted by Cosmolot, they did a good deed, asked me to give their position that they are not so bad, I will not hate, but advertise Cosmolot now.” And on February 3, Joker’s last post about Kosmolot was published with the message that someone in the Ukrainian media was continuing the campaign against the casino. “My personal conflict with Kosmolot turned into a raid on Kosmolot and an attempt by someone to make money. As soon as I stopped writing about Kosmolot, the wave subsided and other TV channels started posting paid-for articles and continuing information attacks against Kosmolot, but for money.”

That’s right, Petrov was not actively writing posts against Kosmolot for money, he was writing them for free. He abruptly stopped doing it for money and started defending the Russian casino. And note that “Joker” does this without any shame, not hesitating to admit that “he was contacted by Cosmolot,” and now he “will not hate them, but advertise them.” How similar it is to the same shamelessness and unscrupulousness that imbued Petrov himself, who does not hesitate to admit in various interviews about all his visits to prostitutes, drug use, earning “black money” or providing money for the treatment of a child solely for the sake of PR.

Today, the Joker has a new “victim” — the online taxi service Uklon. The scheme is the same: the TG channel publishes several negative posts about the company every day until the company comes to Petrov and asks: “How much does it cost to stop this?” The reason for the attack on the taxi was that Uklon drivers were working during the curfew and that Uklon cooperated with the payment platform Fondy, which operates in Russia. From mid-February to the present day, Vladimir Petrov has dedicated 316 posts to Uklon with swearing and hateful language. And this continues to this day. Obviously, Uklon has proved to be more resilient than Kosmolot, and still refuses to “cooperate” with the media killer Petrov.

It is obvious that Vladimir Petrov does not care at all about the Russian origin of the Kosmolot casino or Uklon’s cooperation with a Russian company. And this is not a “fight for the truth.” He is simply making money on these topics. And as soon as he receives the money, he stops caring about all this, after which he chooses the next topic and the next “victim”.

In the language of the Criminal Code, what Petrov does in the Joker Telegram channel is ordinary extortion and racketeering. It would not be difficult for law enforcement agencies to identify the administrators of this channel and find them, but, as in the case of the criminal proceedings regarding the Tinder scandal, which have long been ready for trial but continue to be covered in dust, Petrov is allowed to do what he does with impunity in exchange for information support from the authorities and the same law enforcement agencies.

“Bribe” from Hrinkevych

The administrator of the Joker Telegram channel, Roman Kravets, received $50,000 from Hrynkevych‘s son, Roman, for a month-long media whitewash of the Hrynkevych family.
