Compromising evidence
A truant and a button-pusher, that’s Labazyuk’s reputation.
The most high-profile scandal involving the politician occurred during his election campaign, when he responded to a journalist’s question with foul language. The story goes that the journalists bought two buckets of crushed stone from employees of Agrarian Company 2004 for 50 hryvnias, and then told Serhiy Labaziuk that his employees were selling state-owned construction materials. In the second quarter of 2014, he received compensation from the state budget for renting a house or hotel room in Kyiv, despite the difficult situation in the country.
Labasiuk’s firm suspected of hidden privatization of state-owned plant with the help of unprofitable settlement agreement
Journalists of the online publication Nashi Hroshi reported on the possible involvement of MP Serhiy Labasiuk’s Vitagro Investment Company LLC in the hidden privatization of the state-owned Mayak plant.
According to the investigation, the Main Department of the National Police in Khmelnytskyi region suspects the liquidator of the state-owned enterprise Mayak Plant (Hvardiyske village, Khmelnytskyi district) and officials of Vitagro Investment Company LLC of hidden privatization of the state-owned enterprise, citing a November 9 decision of the Khmelnytskyi City District Court.
The investigation believes that the liquidator of SE Mayak Plant, in collusion with Vitagro employees, abused his official position and acted in the interests of a private firm, and when the Khmelnytsky Regional Economic Court was considering a bankruptcy case, he deliberately entered into a settlement agreement between Mayak, creditors and a third party, Vitagro, that was deliberately unprofitable for the state-owned enterprise.
According to the settlement agreement, Vitagro paid off the debts of SE Mayak Plant to its creditors and took ownership of all property assets of the state-owned enterprise. As a result, according to the investigation, there was a hidden privatization of SE Mayak, which caused losses to the state, the amount of which is being established.
In 2016, the Commercial Court of Khmelnytsky Oblast terminated the bankruptcy proceedings against the state-owned Mayak plant, which had been initiated in May 2015. Judge Yarotskyi approved a settlement agreement under which Vitagro repays the state-owned enterprise’s debts to creditors totaling UAH 1300,000. After liquidation of all debts, Vitagro becomes the owner of a part of property assets of the Mayak plant with a total value of UAH 1100,000, which includes buildings, structures, transmission devices and equipment of the plant.
SE “Mayak Plant” is owned by the Ministry of Industrial Policy of Ukraine, and Volodymyr Vasylyuk is appointed as the chairman of the liquidation commission or liquidator.
Vitagro Investment Company LLC was established in May 2012 and is registered in Volochysk, Khmelnytsky region. The main activity is fund management. The founders are Serhiy Labaziuk, MP from the Will of the People group, and Vitagro Group of Companies LLC. Serhiy Labaziuk is listed as the ultimate owner.
December 26, 2018 — The Russian Federation added him to the list of Ukrainians subject to sanctions.
He was included in the list of MPs who voted for dictatorial laws on January 16, 2014. On August 1, 2014, he filed an application with a request to consider the result of the vote as “not voting”. Labaziuk himself denies that he voted in favor of the legislation, although he is convinced that most of the bills from the dictatorial package are correct.
MP Labaziuk’s firm WON 112 Million for Roads in Khmelnytskyi Oblast
On October 31, 2017, the Road Service in Khmelnytsky region ordered OJSC Khmelnytsky Road Construction Department No. 56 to carry out current medium repairs of state and local roads for a total amount of UAH 112,080,000 based on the results of tenders. This was reported in the Prozorro system, Nashi Hroshi publishing house noted.
At the smallest tender, the only competitor was Techno-Bud-Center LLC, and at the other two — Rivneavtoshlyakhbud CJSC, and no one lowered the price during the auctions.
OJSC “Road Construction Trust No. 4” (Brest, Belarus) succeeded in the AMCU in removing from the tender documentation for the M-12 highway discriminatory requirements of the production certificate for an asphalt plant and forms KB-2v and KB-3 to a similar contract, which were not provided for by Belarusian law. However, the complainant subsequently failed to attend the tender.
“Khmelnytsky DSU No. 56 is owned by Halyna Stavchanska from Chernivtsi. Until June 2013, it was 98% owned by Ivan Hladuniak, a member of the Khmelnytsky Regional Council. According to journalists, this company is controlled by MP Serhiy Labaziuk.
Earlier, the SBU uncovered embezzlement of budget funds by officials of the Khmelnytskyi Road Service, law enforcement officers found that in 2015-2016, the “road” officials entered into a number of contracts with two commercial entities for road repairs. SBU officers found out that the companies belonged to one of the MPs. He also actually controlled the actions of officials of the Road Service, who agreed with the MP on the objects of repair and the cost of work.
Employees of the Service conducted searches and seized documents at companies controlled by one of the MPs (including Khmelnytsky Road Service No. 56) as part of a criminal investigation into abuses in road repair procurement. As the media found out, the MP in question was Serhiy Labaziuk of the People’s Will party. Labaziuk confirmed the searches and his involvement in the companies.
The MP received another 23 million for the road on which he had insulted the journalist. On April 5, the Road Service in Khmelnytsky region concluded a number of agreements for the maintenance of state and local roads with a total cost of UAH 91240000 following a tender. This is reported in the Public Procurement Bulletin.
Out of this amount, Agrarian Company 2004 LLC will receive UAH 33180000. 3a 9760000 UAH, the company is to carry out routine repairs of the Kamianets-Podilskyi — Sataniv — Viytivtsi — Bilohiria road. Another UAH 23420000 will be spent on repairing the local road Volochysk-Zaichyky.
The founders of Agrarian Company 2004, registered in Volochysk, are Volodymyr Labaziuk and Vitagro Group of Companies LLC, whose sole founder is Labaziuk, a non-factional MP and former deputy of the Khmelnytsky Regional Council from Volodymyr Lytvyn’s People’s Party. Labaziuk ran for the Verkhovna Rada in the 188th majority constituency, which included, among other things, the aforementioned town of Volochysk and the village of Zaichyky.
This is not the first time that Agrarian Company 2004 has been awarded the contract to repair the road between these settlements. In May last year, the company won a tender worth 12870000 UAH. In August, journalists from the local 33 TV channel conducted an investigation into the possible theft of materials during the repairs. When asked to comment on the situation, Labazyuk said the following: “This is not state-owned crushed stone… I am making the road with my own private money”. After that, he foul-mouthed the journalist and threatened him. Later, in October, the company received another contract to repair the same road — worth 13170000 UAH. In total, over the past five years, Agrarian Company 2004 has won tenders totaling 124,970,000 UAH, all in Khmelnytsky Oblast.
The remaining 58060000 UAH from this year’s tender was awarded to Pivdenzakhidshlyakhbud. The company will repair the Stryi — Ternopil — Kirovohrad — Znamianka road for UAH 38590000. For another 19460000 UAH — the Yarmolyntsi — Sataniv road.
Pivdenzakhidshlyakhbud PJSC belongs to the Zoloti Vorota corporation of Serhiy Samusev, who was an adviser to Viktor Medvedchuk when he was first deputy chairman of the Verkhovna Rada in 2000-2001. Over the past five years, the firm has won tenders worth UAH 393,270,000.
In addition to these two firms, PJSC Khmelnytske DSU-56 also tried to participate in the tender. The firm’s bids for two lots were rejected. The rejection document justified this by the fact that the company did not provide a protocol for agreeing on prices for material resources, and did not take into account the cost of transportation of materials in the estimate.
According to the latest SMIDA data, the company’s owner is Ivan Hladuniak, until recently the head of the Khmelnytsky Regional Council (2006-201), and now a member of the council, head of the Batkivshchyna faction. The director of this company in 1997-2007 was Oleksandr Zelinsky. was Oleksandr Zelinsky. He is now the head of the Khmelnytsky Road Service, the customer of this tender.
All works are financed from the state budget and loans taken out under state guarantees. The works are to be completed by the end of this year.
Bribing voters
According to the Nashi Groshi website, the Road Service in Khmelnytsky region on October 5, 2012, following a tender, signed an agreement with Agrarian Company 2004 LLC for the maintenance of the local road Volochysk-Zaychyky. The value of the agreement amounted to UAH 13170000.
The road was repaired at the expense of the state budget and loans under state guarantees.
According to journalists, the founders of Agrarian Company 2004 were Volodymyr Labaziuk and Vitagro Group of Companies LLC, whose sole founder and owner was Serhiy Labaziuk, then a member of the Khmelnytsky Regional Council from Volodymyr Lytvyn’s People’s Party.
Serhiy Labaziuk was running in the 188th majority constituency, which included the town of Volochysk and the village of Zaichyky, the road between which was being repaired. In his election program, Labaziuk promised to “establish proper funding for road construction and repair.”

Raider takeover of Lampka Agro
Lampka Agro was founded in 2004 by Sigmund and Adriana Lampka. They leased 500 hectares of land shares to cultivate these territories, make them fruitful and profitable. He grows all types of grain: from wheat and soybeans to poppies and rapeseed. He develops the infrastructure of Khmelnytsky region, roads, and has become one of the best agricultural producers in the country, having created a unique seed fund.
According to Sigmund Lampka’s lawyers, the raider scheme is lobbied by MP Serhiy Labaziuk at the top. On the ground, the seizure is implemented by Vitaliy Martsynkevych and lawyer Dmytro Vahin. Vagin’s mother is the head of the bar association. And Martsynkevych’s name is associated with a number of raider attacks dating back to the days of Yanukovych. The corrupt bureaucratic society of the Khmelnytskyi region seems insurmountable to Lampky.
Threats to an ATO veteran

Oleksiy Kravchuk, a veteran of the war in Donbas from the 30th separate mechanized brigade, reported threats against his family after he posted a video in which MP Serhiy Labaziuk of the For the Future party insults his comrades.
“My family received threats after I posted a video shot by my colleague. In this video, MP Serhiy Labaziuk insults war veterans, saying: “I will put you in your place,” Kravchuk writes.
According to him, the conflict arose after a representative of the UOC-MP was elected as the village elder of Kopachivka. Kopachivka.
“His election was strongly promoted by MP Labaziuk, as well as by the MP’s wife, Violetta Labaziuk, who was appointed head of the Khmelnytsky Regional State Administration. All of them were present at the meeting. Veterans expressed their outrage over this,” Kravchuk said.

Serhiy Labaziuk, who has always positioned himself as a patriot of Ukraine and actively popularized his trips to the ATO zone, said at a joint press conference with Yarovaya: “Our position is that there should be transparency in the government, and heads of administrations should not be appointed but elected by local communities.”
At the same time, journalists quoted Vasyl Hrytsak, the then head of the SBU, as saying that Ukrainian citizens were using Russian money to organize appeals from regional councils and statements by MPs calling for free economic zones, the election of governors and heads of regional law enforcement agencies, the restoration of economic ties with Russia, and the granting of special status to the Russian language.
The SBU wiretapping materials showed that such separatist statements, among other things, included money that was transferred to the assistants from Moscow. Thus, the question of whether Labaziuk was used “in the dark” or spoke out of personal pro-Russian convictions remained open, the investigation notes.
But journalists, based on the facts, are inclined to the second version. Firstly, Serhiy Labaziuk voted for the laws of January 16, 2014, which opened up opportunities for the pro-Russian Yanukovych regime to repress Euromaidan and Maidan activists. And even after withdrawing his vote, he later publicly stated that he was convinced that most of the bills in the dictator’s package were correct.
Secondly, this is not the first time Labasiuk has cooperated with pro-Russian individuals, such as Yarovaya (Volobuieva). In 2015, during the elections to the Khmelnytskyi City Council, Anna Matyukhina worked as a political technologist at the headquarters of his local branch of the Poruch party. She is also a person of interest on the Myrotvorets website for “attempting to violate the sovereignty and territorial integrity of Ukraine,” a participant in Putin’s and United Russia’s election campaigns in Russia, and a co-author of a book advocating the revival of the monarchy in Russia.
In conclusion, the journalists of Dilova Stolitsa summarize that the SBU should answer the question of how this case ended and whether all those guilty of illegal activities against Ukraine’s security will be punished. In addition, they consider it necessary to receive comments from law enforcement officials regarding the information about MP Serhiy Labasiuk’s involvement in the so-called “assistants’ case.”
Sit down and be quiet!
It would seem that MP Oleksiy Honcharenko, who gained fame “thanks” to his scandalous antics and statements, is difficult to sit down and make him listen, but MP Serhiy Labaziuk did it perfectly. Thus, on a live broadcast of one of the Ukrainian TV channels, Oleksiy Honcharenko, a People’s Deputy from the Petro Poroshenko Bloc, and Serhiy Labaziuk, a People’s Deputy from the Volya Narodu party, disagreed.
According to Honcharenko, the problem in resolving the issue of visa-free travel for Ukraine is not corruption, but Euroscepticism, which is caused by the migration crisis in Europe. According to the MP, the role of the referendum in the Netherlands on the association plays a major role in Ukraine’s visa-free regime. Therefore, Honcharenko believes that today Ukrainians should find any relatives or friends in the Netherlands and try to influence the situation. Regarding the bills that need to be adopted for Ukraine’s liberalization, in particular the bill on electronic declaration, Goncharenko believes that MPs need to get together and adopt it in a form that suits the European Union and the European Commission. MP Serhiy Labaziuk was outraged by his colleague’s words that Ukraine should do everything in a way that suits the European Union.
“You are telling a lie! Increasing the retirement age and raising utility bills are not part of the visa-free regime,” Goncharenko shouted.
To which he received a sharp response from Labazyuk: “Sit down and be quiet! It is not now, it will be later”.
Sergey Labazyuk attacked an SBU officer
Tender for UAH 1 billion.
On April 2, the Road Service in Khmelnytskyi region announced its intention to conclude a contract for the current medium repair of the national road P-48 Kamianets-Podilskyi-Sataniv-Voitivtsi-Bilohiria (on the section km 0+000 — km 50+000, Khmelnytskyi region with the development of project documentation) with PJSC Khmelnytskyi DSU No. 56 with a total cost of UAH 1130000000. Four participants applied for the tender. Two of them (Odesa-based Rostdorstroy LLC and Turkish Fermak Insaat Taahhut Anonim Sirketi) were not allowed to participate in the auction due to the non-compliance of the submitted applications with the tender documentation. Both companies appealed the actions of the Road Service to the Antimonopoly Committee, but to no avail.
Therefore, the only competitor at the auction stage was STL+M LLC from Khmelnytsky, whose offer was higher than the winner’s at 11900000.
Khmelnytsky DSU No. 56 is owned by Halyna Stavchanska from Chernivtsi. The company is associated with MP Serhiy Labaziuk (elected in the district 188 in Khmelnytsky region), who confirmed his involvement in the company.
Serhiy Labaziuk has been an MP since 2012. In September 2020, he became the head of the regional branch of “For the Future”.
As a result, the Kolomoisky-Palatsi-Labazyuk political force, together with the Khmelnytsky mayor’s party Team Symchyshyn, shared first place in the Khmelnytsky regional council elections. European Solidarity helped them form a majority in the regional council.
Declaration
Since 2011, Serhii Petrovych Labaziuk has been systematically submitting declarations of his property and financial status. According to the declaration for 2018, Serhii owns the following real estate
— residential building type “A” in a family-type health complex in Kyiv, with an area of 658.1 m2 and a value of UAH 2,300,000
— an apartment in Volochysk, Khmelnytskyi region, with an area of 41.8 m2, 25% ownership;
— public reception rooms of the People’s Deputy of Ukraine in Volochysk with the area of 63.1 m2, 80.8 m2 and 849.8 m2;
— public reception offices of the Member of Parliament of Ukraine in Khmelnytskyi with the area of 25 m2 and 464.9 m2.
It should be noted that Serhii’s wife has declared:
— 4 land plots with a total area of 5329 m2, worth over UAH 190 thousand;
— a residential house in the village of Rozsosha, Khmelnytskyi district, with an area of 660.1 m2, worth UAH 564,926
— a residential house in Khmelnytskyi with an area of 348.1 m2 worth UAH 894,489.
The Labaziuk family owns several cars:
— A 2016 Porsche Cayenne worth UAH 2,326,800 is owned by his wife;
— Mercedes-Benz S 350 4MATIC 2015, worth UAH 1,809,440, is registered to Agrarian Company 2004.
Journalists found out that MP Labaziuk was lying about the cost of the car.
In 2018, Labasiuk’s income amounted to three hundred and eighty-five thousand five hundred and ten hryvnias.
Sergiy Labasiuk’s monetary assets amount to one million one hundred thousand hryvnias and one hundred fifty thousand dollars. His wife has nine hundred and fifty thousand hryvnias.
Resume
To put it mildly, Sergey Labazyuk is not a good person, and he clearly has problems with his conscience. First of all, his raider seizure of Lampka-Agro was widely reported in the media. He took away Zygmunt Lampka’s farming enterprise, his life’s work, which made him go bankrupt and lose everything. Secondly, he dared to hurt the feelings of an ATO veteran, to attack an SBU officer for coming to Labazyuk’s company to inspect it.
