She developed the concept of legal assessment of the events in Crimea and eastern Ukraine, which is used in investigative and judicial practice.
In 2013-2020, she taught at the National School of Judges of Ukraine in the direction of criminal legal qualification of aggressive war and other crimes committed in the war zone.
From 2019 to 2021 she was the head of the NGO “Center for Legal and Criminological Research”.
Since 2020, she was a freelance consultant of the Verkhovna Rada Committee on National Security, Defense and Intelligence.
In 2020, she ran for Kyiv Council from the party “Servant of the People”, was not elected.
In 2021, Malyar was appointed deputy defense minister of Ukraine, she headed the direction of strategic communications and information policy of the department.

Many Ukrainian TV channels (Inter, 1+1, Ukraine, Direct, STB and others) engaged her as an expert on political and social talk shows. For a while in the fall of 2017, Anna was familiar with the program “Criminal on Direct”.

The total family income of the new Deputy Minister of defense Anna Malyar for 2020 amounted to 997.6 thousand UAH. This she reported to the Natsagentstvo for the prevention of corruption in the declaration of the candidate, which the lawyer filed and rules on the move a week ago.
The appointment of Malyar in the Ministry of defense occurred last Wednesday, August 4. But it was little noticed amid a pack of other more important personnel reshuffles. And over the weekend, she drew attention to herself with a statement to a Ukrainian Olympic medalist athlete who is a junior sergeant in the Armed Forces. The official promised to have a conversation with her after the photo with the Russian rival in Tokyo.
Questions immediately arose about the activities of the newly appointed Defense Ministry official, who has been working in her new capacity for less than a week and had no ministerial experience before that.
Anna Malyar went into politics in 2020, when she ran in the local elections to the Kiev Council from the party “Servant of the People”, but failed and was not elected.
Before that, according to Malyar, she was a freelance consultant to the Verkhovna Rada Committee on National Security, Defense and Intelligence, and participated in the preparation of bills. She also taught at the National School of Judges of Ukraine and headed the public organization “Center for Legal and Criminological Research.” And since 2007 she was an individual lawyer — certificate number 2776.
However, if you study the report submitted by Anna Malyar to the NAPC, it is clear that her professional activity is more like a hobby than a job and earning a living. For the whole year 2020 she received official income (fee) from teaching activities in the amount of UAH 1.3 thousand, as well as fees for participation in television projects — for UAH 9.9 thousand. If we break down the annual income into monthly payments, we will get paltry sums.
Either the deputy minister received her salary in envelopes and went to minimize taxation, and then the State Tax Administration should have questions for her. Or she did not set a goal in the form of earning money, and engaged in professional activities for free, for the soul.
If you believe the declaration of Malyar, the breadwinner in her family was her husband — Vadim, and most of the money he earned from entrepreneurial activity — 959.9 thousand UAH.
In the name of Vadim Malyar registered LLC “Kors Invest” with the authorized capital of 800 thousand UAH, the main activity of which is the development of construction projects. It can also be engaged in construction and installation works, purchase/sale and lease of real estate. The company’s office is located in the Pechersk district of Kyiv.
According to the NAPC, the overall structure of the family income of Malyar for 997.6 thousand UAH for 2020 looks like this:
959.9 thousand UAH — income from entrepreneurial activities of Vadim Maliar;
UAH 20.2 thousand — Vadim’s part-time salary from “Hi-Tech-Stroy” Ltd;
UAH 9.9 thousand — Anna’s fee from “Starlight Production” Ltd;
UAH 6.2 thousand — bonuses and interest from the bank;
UAH 1.3 thousand — Anna Malyar’s fee from the National School of Judges of Ukraine.
On bank accounts Anna Malyar declared family savings of UAH 40.8 thousand. And in cash much more:

She also declared 10 real estate properties, many of which were purchased in 2017, declared without specifying the price, and recorded on Anna Malyar:

Official declaration (March 2022)
Owns two apartments (40.5 and 54.3 square meters) in Kiev. In the village of Malaya Aleksandrovka Anna has a land plot (600 square meters) and a residential house (177 square meters). In the capital the spouses of the official own two apartments (46.3 and 107 sq.m.), two non-residential premises (62.8 and 76.2 sq.m.), a parking space (15.7 sq.m.), a room for storing bicycles (5.2 sq.m.).
Of valuable movable property, Malyar declared an extensive library (about 800 copies) of scientific literature. Vadim drives a 2011 Nissan Qashqai. Anna has no car of her own.
For 2020, the total income of Malyar amounted to 11 thousand hryvnias. Entrepreneurship brought her wife 959.9 thousand hryvnias. Another 20 thousand Vadim received as a salary from LLC “Hi-Tech Stroy”.
Anna keeps 4196 hryvnia in banks, Vadim has 29 thousand hryvnia. The deputy minister has no cash. Her husband has 25 thousand dollars, 10 thousand euros and 1007 hryvnia.
TV criminologist and Ph.
Anna Malyar for many years was known to Ukrainians as a media expert: in the role of a lawyer-criminologist, she regularly became a guest of various television programs. On August 31, 2017, Malyar became a co-host of the program “Criminal on Direct”, but left the TV channel in October of the same year. Candidate of Legal Sciences, lawyer, Chairman of the Center for Legal and Criminological Research — with such regalia Malyar appeared on the TV screen.
At the same time, the lawyer was actively developing as a blogger — she regularly posted author’s columns in the “Blogs” section of such publications as Left Bank, Ukrainska Pravda, Zerkalo Nedeli, Nedelya, Yuridicheskiy Vestnik Ukrainy, Vecherniy Kyiv, and Yuridicheskaya Praktika. Malyar also kept up her scientific work: having a scientific degree of Candidate of Legal Sciences, she authored more than 50 scientific works. The main topics were political crime and problems of countering corruption.
Qualifier of aggressive war
Malyar has an official website, but on it, as on other sites with her dossier, there is no detailed biography and description of her labor activity. The site has a section “10 facts about Anna Malyar” with the following information: lawyer, author of scientific works, co-author of bills in the field of criminal law. One of such already passed laws is the law on strengthening criminal liability for sexual abuse of children, signed by Zelensky in March this year.
It is also indicated that Malyar is a teacher at the National School of Judges of Ukraine and the author of the training course “Features of qualification of aggressive war and other crimes that are committed in the war zone”. Another area of training that Malyar is developing is information operations. Judging by the name of the course, they are an element of crimes that infringe on national security and peace.
Popularization of the Ukrainian language and lies about 2 million views
Along with this, Malyar confirms her regular TV appearances on her own website and writes that she was the author of a number of TV projects that “counteracted the information influence of the Russian Federation” (she does not name the criteria of “counteraction” or the names of the programs).
Judging by the mention on the website, Maliar considers the popularity of her video “Ukrainian Language as a Security Factor”, which allegedly gained about two million views on social networks, as a reason for pride in this direction. Our editorial staff conducted an audit of social networks and found no confirmation of this number of views. For example, the primary source of this video — the video blog “Politics through the eyes of a lawyer” on the channel “Espresso” has gained a little more than 6 thousand views. Several other YouTube channels that duplicated the video have even fewer views.
In this video, Faryon hypnotizes the camera with monotonous expressions that the Ukrainian language is a symbol of statehood and should be used in all spheres of life of Ukrainians.
Propaganda of the widespread use of the Ukrainian language is not the only topic that Malyar is engaged in as part of his public activities. The lawyer also actively advocates for the protection of children from sexual abuse: Malyar is a co-author of the already adopted bill on strengthening criminal liability for sexual abuse of children.
Failed MP and deputy ministerial appointment
In the 2020 scheduled local elections, Anna Malyar was a candidate for the Kyiv City Council from the Servant of the People party. Initially there were rumors that as a media expert she would be in the top ten of the list, but it did not happen. As a result of the elections, Malyar did not become a deputy. But she remained in the field of vision of the current government and got another position. On August 4, by the decision of the Cabinet of Ministers of Ukraine, Malyar became the deputy minister of defense of Ukraine. She said that she will head the direction of strategic communications and information policy of the ministry.
“Professionally, I have been dealing with the topic of strategic communications in the security and defense sector since the war started. Even then it became obvious that the Russian Federation was waging it by both military and non-military methods. Therefore, it was necessary to quickly organize the defense of Ukraine in the information space and master the skills of hybrid (asymmetric) warfare,” — said Malyar.
“Carpet” with Maguchih and regrets about the photo
On August 7, track and field athlete Yaroslava Maguchikh won “bronze” at the Olympic Games in Tokyo and was photographed together with the winner of the “gold” Russian Irina Lasitskene. The 19-year-old Ukrainian was hounded in social networks by “patriots”, and Malyar, already in the position of deputy defense minister, “summoned” the champion for a personal meeting.
On August 12, Maguchih posted a Facebook post saying that she had already returned home and gave an indirect reference to the episode with the photos.
“I want to urge everyone to be careful because the enemy is ready for anything. For me, this is an experience that makes me stronger. There are new starts ahead, our new victories. I am ready for them. Thank you for your support,” wrote the athlete on her Facebook page.
About the fact that the conversation between Malyar and Maguchykh took place, Malyar told on her Facebook page on August 13. From her post, the impression was that she was satisfied with the previous post of the champion.
“There are explanations: the photo of the embrace with the ROCK athlete is a consequence of emotion. Yaroslava knows that the Russian-Ukrainian war continues in Ukraine, understands what happened. Sad about how her photo was used in anti-Ukrainian propaganda,” — said Malyar.
Retirement
Anna Malyar became Deputy Minister of Defense in August 2021 and even before the Ministry of Defense was headed by Oleksiy Reznikov. Before that, she was a trainer of SBU units on strategic communications, and also participated in TV projects as a criminal lawyer.
In the Ministry of Defense, Malyar headed the direction of strategic communications and information policy.
During her tenure as minister, she actively updated social networks about the AFU’s successes at the front. Sometimes these posts were ahead of the official reports of the AFU General Staff and led to misunderstandings.
Some of her reports were called premature and false by the military.
Anna Malyar ran a fairly successful information campaign aimed at preventing social networks from spreading the consequences of Russia’s missile strikes on Ukraine and warning of criminal liability for such actions.
Last Thursday, she was caught in a scandal when she reported before the general staff and the military about the liberation of the village of Andreevka near Bakhmut.
