Career.
From 2002 to 2019, Neviadomskyi was a judge. He worked at the Dergachiv Court of Kharkiv Region and the Kyiv District Court of Kharkiv. In April 2019, Denys retired. At the same time, he became an advisor to the President of the Constitutional Court of Ukraine and headed the NGO All-Ukrainian Association of Retired Judges.
In the fall of the same year, Denys became a candidate for the fifth electoral district of the Opposition Platform — For Life party (sixth on the list).
Compromising material
Judge Neviadomskyi became famous in the summer of 2013. He got into a drunken brawl in a restaurant in the center of Kharkiv. When officers of the State Security Service arrived at the scene, the judge tried to take a gun from one of the policemen, “shouting that he was going to shoot everyone.” The police had to use physical force against Neviadomskyi. As a result of the incident, the rowdy judge was detained, but soon a case was opened against the State Security Service officers for abuse of power.
In March 2018, Denys Neviadomskyi was involved in another scandal. Then he did not extend the preventive measure in the form of arrest for city council member Andriy Lesyk, who was suspected of encroaching on the territorial integrity of Ukraine.
In order to save his reputation, Neviadomskyi fervently proved to everyone that he had hardly drunk before the fight:

In response to these actions, the judge filed a complaint with the Prosecutor General and the head of the High Council of Justice against the pressure from law enforcement. Neviadomskyi stated that the prosecutor’s office was putting pressure on the court and violating the Constitution and UN norms. In this regard, he asked to consider his message and take appropriate measures.
Already in 2020, Denys Neviadomskyi and Andrii Lesyk were on the same OPFL party list in the elections to the Kharkiv City Council.

Kharkiv judge turned lawyer after being a brawler
Two years after Denys Neviadomskyi stopped being a judge of the Kyiv District Court of Kharkiv, he became a lawyer.
On April 8, Denys Neviadomskyi posted about his new occupation on Facebook and attached a relevant document.

Prosecutor’s Office launches investigation of Kharkiv judge over Lesyk ruling
The Kharkiv Region Prosecutor’s Office has launched a pre-trial investigation into judge Denis Nevyadomsky.
The reason was the decision of the judge of the Kyiv District Court of Kharkiv to send the materials in the criminal proceedings, in which the accused is a former deputy of the Kharkiv City Council, Andriy Lesyk (he is suspected of encroachment on the territorial integrity of Ukraine), for revision.
Denis Nevyadomsky is not in touch, he has been banned from Facebook, so he expressed his position in a text shared by his friends.
“I used the Constitution of Ukraine, the case law of the ECHR, set out in numerous judgments, the essence of which I reflected in the court decision, as well as the current Criminal Code of Ukraine. Internal conviction. And in no way by the conjuncture or “revolutionary expediency,” Neviadomsky wrote.
Thanks to the judge’s decision, Andriy Lesyk remained free — on March 1, he was released from the pre-trial detention center. The prosecutor’s office believes that there were no grounds for such a decision.
“Contrary to Part 5 of Article 176 of the CPC of Ukraine, which tells us that there is no alternative to a preventive measure for a person who was hiding from the investigation and was detained in another region, the judge released him in the courtroom,” the prosecutor’s office said.
The agency said that it was opening a pre-trial investigation against the judge under Article 375 of the Criminal Code of Ukraine (passing a knowingly unlawful verdict, decision, ruling or resolution by a judge (judges)). “It is very sad to see that criminal proceedings on the fact of encroachment on the territorial integrity and inviolability of the state for some judges are just a ‘political matter,’” the prosecutor’s office said in a statement.
Ex-judge from Kharkiv writes the Constitution of the “Federal Republic of Russia”
Denis Nevyadomsky, a former judge of the Kyiv District Court of Kharkiv and an adviser to the former head of the Constitutional Court of Ukraine Stanislav Shevchuk, said that he had started writing the “Constitution of the Federal Republic of Russia”.

This refers to the idea of «re-founding» the state of Ukraine and renaming it Rus. Nevyadomsky wrote 18 main ideas of the Constitution on his Facebook page. The first five of them are as follows:
1. The federal state «Rus» — English «Ruthenia», full name «FRRR» (Federal Republic of Ruthenia), based on the Norman historical foundation, which is an alternative to post-Soviet clan state projects: The Russian Federation, the Republic of Belarus, and Ukraine.
2) The Constitution of the Federal Republic of Germany is the basic law of the Federal Republic of Germany, which sets forth the foundations of the state system, the functioning of state institutions, and the fundamental rights, freedoms and obligations of citizens.
3. Instead of a paternalistic state system based on clannishness, protectionism and corruption, Germany has a libertarian system based on civil rights and freedoms, which is aimed at helping citizens to maximize their potential and achieve legitimate goals.
4. Recognition of the natural right of the citizens of Russia to establish a state, power and government, control over their activities and direct participation in government. Observance of the natural rights of citizens will be the main condition for the legitimacy of the government.
5. Each land of Russia shall choose and use its own regional language.
These languages have the status of regional languages and will be supported and protected by the state. The language of higher education (eventually) and the official federal language of Russia will be English. In addition, according to Nevyadomsky’s plan, the state will be ruled by a president (elected for 7 years), a court with a precedent-setting system (as in the United States and Britain), and the supreme authority in the “Federal Republic of Russia” will be a bicameral parliament, the Congress. According to the former judge’s project, electronic administration of public services will be introduced in ‘Rus’.”
“A ban has been imposed on physical communication between a citizen and an official. Russia is a blockchain state. Without leaving home, a citizen submits applications and receives the necessary permits and information,” Nevyadomsky writes.
Kharkiv judge writes a declaration of judicial independence in response to prosecutors’ actions

In Kharkiv, a controversial judge acquitted a city council official accused of bribery
A court presided over by Judge Denys Neviadomskyi acquitted an official of the Kharkiv City Council who was accused of taking a bribe.
According to Depo.Kharkiv, this is stated in the verdict approved by the Kyiv District Court of Kharkiv on June 22 under the chairmanship of Judge Denys Nevyadomsky.
According to court materials, the defendant was accused of bribery.
According to the indictment, on January 18, 2010, the defendant was appointed to the position of Deputy Head of the Marketing and Management Division of the Municipal Property and Privatization Department of the Department of Economics and Municipal Property of the Kharkiv City Council.
On January 18, 2016, according to the prosecution, the official offered the entrepreneur help in signing a lease agreement for the basement. For his help, he allegedly asked for UAH 10 thousand.
On January 22, the official received the first part of the money — UAH 5 thousand, the second part was transferred to him on January 28, and the third and last part — on February 4.
On the same day, he was detained by law enforcement.
The official was charged with a criminal offense under Part 3 of Article 368 of the Criminal Code of Ukraine, i.e., receiving an undue advantage by an official.
However, the court, having considered the evidence, found the charge unproven.
Thus, at the trial, the defendant stated that he had indeed been approached by a man with a question about renting non-residential premises, but, according to the official, it turned out that the man was not officially an entrepreneur, so he could not rent the basement. He found an entrepreneur he knew, who wrote an application and provided the necessary documents and consent to pay for the assessment of the premises.
During the meetings, according to the official, the man handed him money three times, but intended to use it for official payments for assessments, expertise, etc.
In particular, the official stated that for the first time the man “actually put UAH 5,000 in his hand without explaining why and for what services”.
At the same time, the applicant and the witness said that they were still extorted a bribe of UAH 10,000, which they reported to law enforcement.
The court considered the man’s guilt unproven, because “the pre-trial investigation body did not specify in what way, using what official powers, what specific actions and in whose favor the accused promised to commit.”
The court also found discrepancies in the testimony of the applicant and the witness.
Thus, the court found the man not guilty of committing a criminal offense under Part 3 of Art. 368 of the Criminal Code and acquitted him. The court costs of the examinations were borne by the state.
Kharkiv scandalous judge earned enough for a small house on the banks of the Dnipro in a year
Judge of the Kyiv District Court of Kharkiv Denys Neviadomskyi earned UAH 562 thousand in 2017.
At his main job, the judge received UAH 287,852 thousand last year. His wife Natalia earned a more modest amount. Her salary amounted to UAH 2740.
The Kharkiv judge also took out a loan of 134,176 hryvnias and a bank loan of 140,199 hryvnias. His wife received a loan of UAH 6007 and UAH 17820 in child support.
In total, the judge had UAH 562,227 in his possession during the year.
Movable and immovable property
In his electronic declaration, Neviadomskyi listed a 63.6-square-meter apartment he bought in 2000. Another apartment of 98.7 square meters was bought in 2011 for 520,000 hryvnias.
The judge also owns a 101.5-square-meter house in Zmiiv district, which he purchased in 2014 for 443,700 hryvnias.
His wife also owns an apartment (54.2 square meters), which she bought in 1995, and a land plot in Dnipropetrovs’k region (1048 square meters). It was purchased for 1817 hryvnias in 2007.
In addition, the Kharkiv judge owns a 2007 Toyota Camry, which he bought in 2013 for 160,000 hryvnias.
It should be noted that in 2018, a used car of this brand will cost at least 300 thousand hryvnias.
Neviadomskyi’s wife does not walk the streets either. She owns a 2008 Nissan Note. She bought the car in 2008 for 115,000 hryvnias.

Odious ex-judge asks the District Administrative Court to help him get a job at the CCU
Retired judge Denys Neviadomskyi asks the Kyiv District Administrative Court to oblige the Council of Judges of Ukraine to recommend him to the XVII Extraordinary Congress of Judges of Ukraine for the position of a judge of the Constitutional Court of Ukraine.
“Denys Neviadomskyi asks the court to oblige the Council of Judges of Ukraine to make a decision and recommend his candidacy for the position of a judge of the Constitutional Court of Ukraine to the extraordinary congress of judges. He filed a corresponding lawsuit with the Kyiv District Administrative Court,” the statement said.
As noted, the plaintiff asks the court to declare unlawful and cancel the decision of the Council of Judges of Ukraine No. 68 of August 16, 2019, and to oblige the COJ to make a decision and recommend to the XVII Extraordinary Congress of Judges of Ukraine Denys Neviadomskyi for the position of a judge of the Constitutional Court of Ukraine.
The contested decision, in particular, states that the CCU decided to instruct the respective candidates for the position of CCU judge to notify the respective candidates that they did not receive a sufficient number of votes for the Council to adopt a recommendation to the extraordinary congress to appoint a CCU judge.
The court is currently considering whether to open proceedings under this administrative claim.
Summary
Denys Neviadomskyi is a typical corrupt judge who made his fortune on unlawful decisions. But besides this, the bribe-taking judge’s biography also includes an article on high treason. Apparently, Kremlin propaganda and writing a constitution for Ukraine-Rus’ movement are paid more than convicting the “right” people.
