Party history.
On October 26, 1997, the Constituent Congress of the Party of Regional Revival was held. Representatives of 16 regions were present. The party’s Statute was adopted and its governing bodies were elected. The party was registered by the Ministry of Justice of Ukraine on November 06, 1997; Certificate No. 939 was issued.
On November 22, 1997, the First Congress was held. The electoral list and election platform were approved.
On January 13, 1998, a parliamentary faction of the Party of Regional Revival of Ukraine was established in the Verkhovna Rada of Ukraine. The chairman of the coordination council is H. Samofalov.
On December 18, 1997, the Central Election Commission registered the electoral list — 104 candidates in the multi-mandate nationwide constituency and 46 in single-mandate constituencies.
According to the results of the 1998 parliamentary elections, the party gained 241,262 votes (0.9%), ranking 19th among 30 participants. In single-member constituencies, 1 representative of the RBU was elected.
On March 13, 1999, the 1st stage of the II Congress was held. The Political Executive Committee (9 members) and the Political Council (24 members) were elected. The Statute was amended and supplemented.
On May 22, 1999, the 2nd stage of the II Congress was held. It was decided to support the candidacy of Leonid Kuchma for the post of President of Ukraine. It was recommended that presidential candidate Leonid Kuchma include in his election program the proposals of the RRU, in particular, to grant Russian the status of an official language.
On June 08, 1999, the RVU signed an agreement on the creation of a bloc of political parties in support of Leonid Kuchma in the presidential elections. The party joined the bloc “Our Choice — Leonid Kuchma!”.
On February 05, 2000, the 3rd stage of the Second Congress of the RPRU was held.
On July 18, 2000, the leaders of five parties — V. Rybak (Party of Regional Revival of Ukraine), V. Landyk (Labor Party), P. Poroshenko (Solidarity Party of Ukraine), L. Chernovetsky (Party “For a Beautiful Ukraine”), and A. Kapusta (All-Ukrainian Party of Pensioners) signed a joint statement on reaching an agreement in principle on the unification of these parties into a single political party.
In October 2000, at a meeting of the party’s Supreme Coordination Council, a decision was made to change the name of the party. The new name was the Party of Regional Revival “Labor Solidarity of Ukraine”.
Based on the minutes of the congress of the Party “For a Beautiful Ukraine” of 11.11.2000, the III congress of the All-Ukrainian Party of Pensioners of 20.10.2000, the VI congress of the Labor Party of 14.11.2000, and the III congress of the Solidarity Party of Ukraine of 16.11.2000, a decision was made to “reorganize by joining the Party of Regional Revival of Ukraine”.
OnNovember 17, 2000, at the III extraordinary congress of the Party of Regional Revival of Ukraine, the above parties officially joined the RRU. Taking into account the decisions of the four parties, amendments to the Charter were approved, and a new name of the united party was adopted — the Party of Regional Revival “Labor Solidarity of Ukraine”.
On November 18, 2000, the unification congress of the five parties that created the Party of Regional Revival “Labor Solidarity of Ukraine” was held. The governing bodies were elected: the Political Council, the Presidium, and the Control and Audit Commission. V. Landyk, P. Poroshenko, and V. Rybak were elected co-chairmen of the party.
On February 21, 2001, the Ministry of Justice of Ukraine registered a new name for the party.
On03.03.2001, at the Third Extraordinary Congress, the party was renamed the Party of Regions. Amendments to the Charter were approved. Mykola Azarov (Head of the State Tax Administration of Ukraine) was elected as the party’s Chairman. Deputy chairmen of the party: V. Semynozhenko, V. Rybak, P. Poroshenko, V. Landyk, and H. Samofalov.
On 21.03.2001, the Ministry of Justice of Ukraine re-registered the party and issued a certificate under No. 939 with the old registration date.
On May 23, 2001, the party signed a partnership and cooperation agreement with the party “Trudova Ukraina”. As of June 2001, the party had over 170 thousand members, 2150 primary party organizations, and over 900 city and district party organizations.
OnJune 07, 2001, the party signed a partnership and cooperation agreement with the Agrarian Party of Ukraine.
On July 17, 2001, the leaders of four parties — M. Hladiy (APU), V. Pustovoitenko (PDP), M. Azarov (Party of Regions), and S. Tihipko (Political Party “Trudova Ukraina”) — signed a Declaration of Intent to create a joint electoral bloc. As of September 2001, the party had 350 thousand members.
29.11.2001 — heads of political parties: Mykola Azarov (Party of Regions), Mykola Hladiy (Presidential Administration), Oleksandr Kinakh (PPPU), V. Pustovoitenko (PDP), and Serhiy Tihipko (Trudova Ukraina) issued a joint statement announcing their joint participation in the parliamentary elections in the electoral bloc of democratic forces “For United Ukraine!”.
On December 14, 2001, the party held its fourth congress. The decision to create the electoral bloc “For United Ukraine!” and to nominate the Head of the Presidential Administration Volodymyr Lytvyn as the leader of the electoral bloc was supported. Changes were made to the party’s Presidium and Political Council. Andriy Klyuyev (first deputy head of the Donetsk regional state administration) was elected first deputy head of the Party of Regions; Volodymyr Pikhota, head of the Party of Regions central office, was elected deputy head. In order to stop political speculations and accusations of using administrative resources during the election campaign, the party’s chairman (head of the State Tax Administration of Ukraine) Mykola Azarov suspended his membership in the Party of Regions and resigned from the party. A new chairman, Vice Prime Minister of Ukraine Volodymyr Semynozhenko, was elected. MPs P. Poroshenko and V. Korol were expelled from the party according to their applications.
On December 15, 2001, party leaders M. Hladiy (APU), V. Pustovoitenko (PDP), O. Kinakh (PPPU), V. Semynozhenko (PR), and S. Tihipko (TU) signed an agreement on the creation of the electoral bloc “For United Ukraine!”.
On January 11, 2002, the 2nd stage of the IV extraordinary congress of the Party of Regions took place. The program of the electoral bloc “For United Ukraine!” and the list of candidates for deputies were approved. As a result of the elections, the electoral bloc of political parties “For United Ukraine!” gained 3,051,056 votes (11.77%), taking 3rd place among 33 participants. Thirty-five deputies were elected on party lists (4 members of the PR), and 29 members of the PR were elected in single-member districts.
In December 2002, Prime Minister Viktor Yanukovych, Speaker of the Verkhovna Rada Volodymyr Lytvyn, and representatives of 9 factions of the parliamentary majority signed a “Political Agreement on Cooperation and Solidarity”, creating a parliamentary-governmental coalition for the first time in Ukraine’s modern history. As of February 2, 2003, the Party had 560 thousand members, 27 regional, 680 district and city party organizations.
On April 19, 2003, the V Party Congress was held. Amendments were made to the Party’s Charter. V. Yanukovych (Prime Minister of Ukraine) was elected Chairman of the party, M. Azarov — Chairman of the Political Council, O. Klyuyev — Secretary of the Political Council, V. Rybak — Chairman of the Political Executive Committee; the Political Council was elected and expanded (up to 97 members).
On December 12, 2003, the 1st Congress of the All-Ukrainian public youth organization “Union of Youth of the Regions” was held. V. Khomutynnik was elected chairman.
On July 04, 2004, the VI Congress was held in Zaporizhzhia. It is decided to nominate Viktor Yanukovych for the post of President of Ukraine.
On July 24, 2004, the party signed an agreement on the creation of a coalition of democratic forces in support of Viktor Yanukovych.
In the first round on 10/31/2004, Yanukovych took 2nd place among 24 participants, gaining 39.32% or 10,969,579 votes (V. Yushchenko took 1st place with 39.87% or 11,125,395 votes). According to the results of the second round on November 21, 2004, V. Yanukovych was declared the winner of the presidential election, having received, according to preliminary data from the CEC, 49.42% of the vote (V. Yushchenko — 46.69%).
03.12.2004 г. The Supreme Court of Ukraine declared the announced results of the second round of voting inconsistent with the actual will of the voters and ordered it to be repeated on December 26. The results of the so-called “third round” were announced on January 10, 2005: Viktor Yushchenko — 51.99%, Viktor Yanukovych — 44.20%.
On March 05, 2005, the 1st stage of the VII Congress was held. The party’s transition to the opposition is announced. The composition of the Political Council was changed.
April 14,2005 The Party of Regions, the Party of Socialists, the State Party, and the New Democracy Party sign a communiqué of the Leaders of Opposition Political Parties, which declares an agreement in principle to create a broad coalition of opposition forces.
On November 05, 2005, the 2nd stage of the VII Congress of the Party of Regions takes place.
On December 03, 2005, the VIII Congress was held. The election list was approved.
According to the results of the 2006 parliamentary elections, the Party of Regions received 8,148,745 votes (32.14%), ranking 1st among 45 participants.
On07.07.2006, at a meeting of the Party of Regions parliamentary faction, a decision was made to form a coalition with the factions of the Socialist Party of Ukraine and the Communist Party. On the same day, the Anti-Crisis Coalition was created. The Anti-Crisis Coalition nominated the leader of the Party of Regions, Viktor Yanukovych, for the post of Prime Minister of Ukraine.
On the night of 03.08.2006, in the last hours allotted by the Constitution of Ukraine for the decision on whether to nominate the candidate proposed by the coalition for the post of Prime Minister or dissolve the Parliament, President Viktor Yushchenko held consultations with the head of the Party of Regions Viktor Yanukovych and the Speaker of the Verkhovna Rada Oleksandr Moroz, and sent a motion to the Parliament to appoint Viktor Yanukovych as Prime Minister of Ukraine.

On March 23, 2007, the Anti-Crisis Coalition decided to rename itself the Coalition of National Unity and form an anti-presidential constitutional majority in the Parliament. In response to this, President Viktor Yushchenko dissolved the Verkhovna Rada of the 5th convocation by his Decree on April 2, 2007, and called for early parliamentary elections.
On 27.05.2007, after a two-month confrontation, the President of Ukraine, the Chairman of the Verkhovna Rada of Ukraine and the Prime Minister of Ukraine made a joint statement — the parties agreed to hold early parliamentary elections.
On August 04, 2007, the X Congress of the party was held. Election lists were approved.
In the early elections of 2007, 8,013,895 people (34.37%) voted for the Party of Regions, which took 1st place among 20 participants. As a result of the elections, a faction of 175 MPs was formed in the Verkhovna Rada of Ukraine. After the factions of the Yulia Tymoshenko Bloc and the Our Ukraine — People’s Self-Defense Bloc formed a coalition, the Party of Regions faction announced its withdrawal to the opposition.
On December 19, 2007, a “shadow government” was formed, headed by the party leader Viktor Yanukovych.
Since thebeginning of 2010, it has been the ruling party, its leader Viktor Yanukovych was elected President of Ukraine in the 2010 elections. President of Ukraine.
OnAugust 16, 2011, the leader of the Party of Regions, Mykola Azarov, and the head of the Strong Ukraine, Serhiy Tihipko, announced the merger of their political forces.
OnJuly 30, 2012, the Party of Regions held a congress where the list of candidates for the Verkhovna Rada of the VII convocation was made public.
Predictions of a possible collapse
The Party of Regions appeared in the media long before the crisis. In particular, in March 2012, Taras Chornovil predicted this collapse, and in September 2013, Ihor Markov predicted it.
After the Euromaidan events, members of the Party of Regions began to leave their party. Inna Bohoslovska was the first to leave the party (as well as the parliamentary faction) on November 30, 2013, calling on Yanukovych to resign. On the same day, David Zhvania left the faction, and on December 19, Melnychenko left. Between January and May 2014, another 106 MPs left the faction. In total, about 1 million people left the party by June 2014.
Eighth Administrative Court of Appeal bans the Party of Regions
The Eighth Administrative Court of Appeal granted the application of the Ministry of Justice and the Security Service of Ukraine to ban the activities of the Party of Regions until February 21, 2023,» said assistant judge Serhiy Kuzmych.
Earlier, the Chesno Movement wrote that the deputies in the temporarily occupied territories of Crimea, Donbas and Luhansk region still have their powers. The local councils elected in 2010 at the regular local elections are still in place in these territories. Since regular elections were not held in the occupied territories in 2015 and 2020, the composition of the councils there has not changed since then, and these deputies still have mandates.
In 2022, at the initiative of the Ministry of Justice, the court banned 16 political parties: OPFL, Opposition Bloc, Shariy’s Party, Nashi, the Communist Party, and others.
