According to Chesno, Vyacheslav Rublev was an assistant to the head of the Volyn Regional Council, Ihor Palytsia, who is involved in a number of serious anti-corruption investigations, including the case of illegal permits for the use of subsoil and amber mining.
In addition, Ihor Palytsia is a fellow party member of Vyacheslav Rublev within the UKROP party, which the latter heads at the regional level.

A 150-square-foot apartment for 400 thousand hryvnias
When asked how he managed to buy a large apartment so cheaply, Rublev replied that he had to look hard.
But Larysa Musiychuk, the head of the Volyn real estate agency, says that there are no such prices for housing of 145 square meters in Lutsk, even on the secondary market.
“If the dollar is about UAH 26, then the cost per square meter is UAH 2,755,” she said. According to her, such a price is unrealistic in Lutsk. For 15.3 thousand dollars (400 thousand UAH) in the regional center of Volyn, you can buy a one-bedroom apartment of 30-35 square meters.
“It is a hundred percent certain that you will not buy a single square meter of housing in Lutsk for 2,700 UAH. There are no such prices for apartments at all, unless I know somewhere in the ATO zone… Just pick up any newspaper. An apartment of 145.2 square meters cannot cost $15.3 thousand,” the expert summarized.
A police report was filed against Vyacheslav Rublev, the leader of the Volyn-based UKROP and a member of the regional council, accusing him of raiding.
At the end of June, the director of the Skansen Museum in Rokyny, Oleksandr Seredyuk, handed over the relevant document to the regional department of the National Police.
As a reminder, the regional council, which is governed by the “Ukrop” majority, stopped funding the museum with the argument that the museum should earn money for itself, accusing Seredyuk of concealing information about finances.
However, the director denies these accusations. He said that he had collected all the necessary documents and submitted them to the regional council. But there was no dialogue when the special commission arrived for the inspection, because the commission was determined to study the museum’s activities, Seredyuk says, not to understand its problems, but to find flaws and “nuts” to make dirt on the museum and the director.
Due to funding cuts, all employees were fired from the museum, and the director took over their functions.
In addition, he said that he sees the leader of the Volyn “UKROP” party, a member of the regional council, Vyacheslav Rublev, as the one to blame for this situation.
Vyacheslav Rublev, being a “Servant of the People”, participated in the congress of the “For the Future” party as a member of this political force.
Ukrainian oligarch Ihor Kolomoisky is making attempts to “shake up” the Servant of the People faction and is actively luring MPs to his For the Future party. At the last meeting of the faction, there was a scandal with MP Rublev, who spoke at the congress of the For the Future party. In response to the accusations, he claimed that the party had “abandoned” him by nominating his people to local councils. After that, several other deputies made similar complaints.
Inaccurate information in documents
In July 2019, the Chesno civic movement reported that Rublev, who at that time was already running for the Rada in the 20th single-mandate district as a non-partisan, was still heading the Volyn organization of Ukrop, according to You control.
“In this case, if Rublev remains a member of Ukrop, he provided false information when submitting documents to the CEC website, and his party affiliation may be grounds for deregistration,” Chesno emphasized.
Rublev himself refused to clarify this issue.

MPs Vyacheslav Rublev and Ihor Palytsia want to allow logging in nature reserves
The former head of the Volyn Regional Council, Ihor Palytsia, and his advisor, Vyacheslav Rublev, who are now MPs, want to allow foresters to cut down nature reserves and protected tracts. To do this, they registered draft law No. 3619, a draft law on amendments to Articles 16 and 30 of the Law of Ukraine “On the Nature Reserve Fund of Ukraine” regarding the threat of the nature reserve fund object ceasing to perform environmental, scientific, and aesthetic functions.”
This anti-environmental draft law was most likely developed by the Volyn Regional Forestry Department, whose leadership is particularly greedy and hateful towards Ukraine’s nature reserves. Palytsia and Rublev want to improve the environmental, scientific, and aesthetic functions of the reserves through deforestation, as they write in the explanatory note to their bill.
Selective sanitary felling, as ecologists have proven, is extremely harmful to Red Book plant species.
The lies and illiteracy of MPs Palytsia and Rublev are also striking. They signed a bill prepared by foresters without even reading it. The draft law is supposedly intended to enable foresters to carry out firefighting activities in nature reserves.
For the information of Rublev and Palytsia, this has long been perfectly regulated by Article 16 of the Law of Ukraine “On the Nature Reserve Fund of Ukraine”. To really fight fires, we need to revive firefighting aviation and buy fire trucks for forestry enterprises.

Rublev, unfortunately, has not done anything good during his time as a deputy. Bribing voters is such a cunning move to gain power, and it is not good for the people. And judging by his biography, he has no personal principles or moral values either. By running from one party to another, he makes us understand that he doesn’t care what ideas he supports, as long as he has money and power.
