Volodymyr Sosunovskyi is a former assistant to Communist MP Oleksandr Zubchevskyi, Balabyn village head, who was named among those who provided training and delivery of titushky athletes to disperse Euromaidan, and who was involved in a scandal with the real estate of dead people, and Valeriy Bumazhnyi, Kryvokhatko’s driver, head of the BPP faction in the Vilnya City Council, who was remembered for the 2012 scandal with the dismantling of a playground in the district center, and other notable people.

Volodymyr Sosunovskyi has been the head of Balabynske village (Zaporizhzhia district) since 2010, and is also an assistant to the MP Vadym Kryvokhatko (on a voluntary basis), an advisor to the head of Zaporizhzhia district state administration (on a voluntary basis), and a boxing coach.


There is also information that Sosunovsky’s close relatives have started a grandiose construction project in the village of Kushugum. This is a huge private house with an area of more than 300 square meters. The village head uses all the building materials that were allocated for the needs of the community for his own construction, thus robbing the state. For example, during the pouring of the foundation and other construction activities, more than 10 concrete mixers were used. And while another construction project was in progress, for which the state paid for the concrete, Sosunovsky stole the concrete for his own needs. This caused damage to the state in the amount of over UAH 200 thousand, and the village head is not ready to stop there.

How did Sosunovskyi become the head of the Balabyne village council?
In 2010, Volodymyr Sosunovskyi became the head of the Balabyne village council, actively using “raider schemes” to seize power. The Balabyne village election commission, which was fully controlled by Sosunovsky (consisting of his relatives, boxing friends and other close associates), deregistered the then incumbent head of the village council, Yuriy Emelianov, as a candidate for the post. Despite three court decisions to reinstate him as a candidate and reprint ballots, the commission did not comply with the court decisions and did not allow Emelianov to run in the election. Thus, Sosunovskyi became Balabynske village head for the first time. He used a similar scheme in the 2015 elections. Again, the village election commission under his control did not register and did not allow his main competitor Yusufov E.G. to run for office, despite a court decision obliging him to do so. Yusufov himself was hospitalized with a stroke as a result of psychological pressure and threats.
What did Sosunovsky become famous for in his position?
As the head of the Balabyn village council, Volodymyr Sosunovskyi actively uses illegal schemes for personal enrichment:
- — During his tenure, he registered about 50 land plots on the territory of the Balabyn village council in the name of front persons, most of which have already been sold. The land plots are sold by his wife, Balabyn village council member Yulia Sosunovska.
- — Prior to his election as head of the village council, Sosunovskyi was engaged in real estate transactions. After taking office, he continued this activity, using illegal schemes to seize property. This is how he set up an illegal scheme to seize real estate in the village of Balabine. Volodymyr Sosunovskyi identified houses where there were no heirs after the death of their owners. After that, fake people were moved into these houses, and certificates were made stating that these people allegedly lived with the owners of the houses at the time of death. Later, using his corrupt connections in the Zaporizhzhia District Court, Sosunovsky organized the receipt of court decisions according to which the fictitious persons lived with the deceased in a civil marriage, and their ownership was recognized by inheritance (all decisions were made by one judge of the Zaporizhzhia District Court!).


These houses were subsequently sold at a price of 15-20 thousand US dollars. Thus, according to the information available to law enforcement agencies, he appropriated and sold 12 houses in the village of Balabine in this way over several years. These facts are being investigated within the framework of criminal proceedings opened by Zaporizhzhia Local Prosecutor’s Office No. 2. — Volodymyr Sosunovskyi invests the money received from illegal activities in real estate, purchasing apartments in Zaporizhzhia (according to available information, he has already purchased three apartments) and tourist houses on the Azov coast (Prymorsk, Kyrylivka village). Kyrylivka), vehicles (he and his family members use Ford and Infinity cars), as well as in legal and illegal businesses: route transportation (his Mercedes Sprinter bus operates on route 101), a network of cafes and liquor stores «Livoberezhi» operating in the villages of Balabine and Kushuhum. The cafes are registered in the name of his uncle, a member of the Balabyno village council, Mykola Shkrum, who is also the director of the Balabyno cemetery.

Sosunovsky is also involved in the illegal wholesale and retail sale of alcohol and artisanal alcoholic beverages.
What is the past that haunts Sosunovsky’s present?
Volodymyr Sosunovskyi was also previously prosecuted for inflicting moderate bodily harm on Vyacheslav Kolesnikov, a deputy of the Zaporizhzhia District Council. The case was closed by the court due to non-rehabilitating circumstances (amnesty). Currently, the Zaporizhzhia Department of the National Police in Zaporizhzhia region has also opened a criminal case on the fact that officials of the Balabyn village council obstructed the activities of Dmytro Maistro, a member of the regional council.
On June 13, 2016, Sosunovsky did not allow him to attend a session of the village council, tried to use force against him and threw his belongings out of the meeting room.
He also exerts pressure and intimidates the village residents, activists and some members of the Zaporizhzhia District Council who criticize his work. People are really scared, knowing his unbalanced character, the presence of a group of athletes and his connections, which he always talks about, in the person of the head of the Zaporizhzhia Regional Council, Hryhoriy Samardak, and MP Vadym Kryvokhatko.

There is also information in the registers that Volodymyr Sosunovsky received an administrative penalty for violating traffic rules.
Who is behind Sosunovsky?
Volodymyr Sosunovskyi is actively supported by the head of Zaporizhzhia Regional Council Hryhoriy Samardak, MP Vadym Kryvokhatko, and the head of Zaporizhzhia District State Administration Anatoliy Vasyuk. In 2014, it was Sosunovskyi who helped Kryvokhatko in the elections to the Verkhovna Rada. Currently, Sosunovskyi is his assistant and confidant in Zaporizhzhia district.

Through him, Kryvokhatko finances his social actions (transfers money to him to organize holidays and sports competitions), and plans to engage him again to organize an election campaign in the event of early elections. Vadym Kryvokhatko promised Sosunovskyi to help him become the head of the Kushuhum amalgamated territorial community (Balabine, Kushuhum, Malokaterinivka, 18,000 inhabitants) if he would do everything possible to strengthen Kryvokhatko’s influence in Zaporizhzhia district and re-elect him to the Verkhovna Rada.
For his part, Sosunovskyi uses Kryvokhatko’s patronage to resolve problems with law enforcement agencies as a result of his illegal activities. Sosunovsky often tells the residents of the village and entrepreneurs about his high patrons, mentioning the names “Samardak, Kryvokhatko, Vasyuk”, that “he solves any issues”, that “Kryvokhatko and Samardak decided that he would be the head of the Kushugum united territorial community”.

Last week, Buryak’s party office in Kushuhum was attacked twice. The raid was organized by the local head of the terrorist community, Volodymyr Sosunovsky, at the request of Gennadiy Fuks. Fuks is the head of the regional organization of the party “For the Future”, which supported Sosunovsky in the elections in Kushugum. In the local elections, Sosunovsky secretly represented the power bloc of Zaporizhzhia’s For the Future party, and provided security for the party’s events with his men.

Fuchs does not like the strengthening of Buriak’s party in Zaporizhzhia district. In addition, he has long wanted to take revenge for Maybach’s loss in the Zaporizhzhia City Council and for the fact that Buriak does not allow him to make money from the city budget.
Fuchs regularly meets with his security officials and engages MPs from Maybach to organize attacks on the city hall by law enforcement. Last week, the director of the Housing and Utilities Department, Polevoy, was once again attacked, and a new series of raids on the airport and departments are being prepared. In addition, Fuks organized a series of negative reports about Zaporizhzhia last week on 1+1 TV channel through Maybacha.
Fuchs is very afraid that Buriak will find out the name of the real customer of the attacks.

In Balabyno, a house for orphans was purchased at an inflated price from a village council employee
The leadership of the Balabyno village council purchased a house for orphans for 340 thousand UAH from the wife of a local deputy and a part-time employee of the council.

The home for orphans and children deprived of parental care is located at 12 Stantsiyna Street. Its area is 40 square meters. It was bought out of competition by publishing a contract report. The contract was signed by the village head Volodymyr Sosunovsky.

The report on the contract was published 18 days after the contract was concluded, instead of within 3 business days, as required by law. The report on the implementation of the contract has not been published yet. At the same time, the Balabyno authorities solemnly reported on the transfer of the house to an orphan.

The payment for the house was made within a few days, although the village council’s suppliers waited months for payment for other purchases.

The house was solemnly handed over in January 2020. Music played and champagne was drunk at the event. The former owner of the house, Yulia Yaresko, is the wife of Oleksandr Yaresko, a deputy of the Zaporizhzhia District Council from Batkivshchyna and the Balabyn village council. He is also a landscaping worker for the village council. Yulia Yaresko indicated his contact number 0677781012 when selling her house in the Prozorro system. The same phone number was listed in an ad for the sale of a house in Balabyno for $13,000 in March 2019. Judging by the fact that this house was sold on December 16, it had not been bought for the offered amount before.

After looking at the ads for the sale of houses in Balabyno, it became known that for the specified amount, or even cheaper, you can buy houses in much better condition. No one has lived in the house sold at an inflated price for the last 2 years.
Declaration
In his latest declaration, Sosunovsky listed 11 plots of land (10 of which appeared in the family after Volodymyr Sosunovsky became the head of the Balabyn village council), an apartment in Zaporizhzhia, a house in Malokaterinivka, and a 2014 KIA K5 car. Volodymyr Sosunovskyi is registered and lives in Balabyno, but this house is not listed in his declaration. These facts have been repeatedly covered in the media, but there has been no official response from law enforcement.

A candidate for the head of a community near Zaporizhzhia got into a scandal Pre-election passions are running high: a scandalous incident occurred today in the village of Kushuhum near Zaporizhzhia. The head of the village council of the neighboring village of Balabine suddenly became «concerned» about the state of the roads in Kushuhum, to which he has nothing to do. The reason is the upcoming local elections. As you know, the suburban settlements of Balabyno, Kushuhum and Malokaterinivka will be merged into one ATC. And the head of Balabyno, Volodymyr Sosunovskyi, suddenly decided to take «care» of the neighboring Kushuhum. On Saturday morning, he organized machinery and a truck with slag to fill in the puddles that had formed after the night’s rain. We will not discuss the effectiveness of such «road repairs», which were done exclusively for the public, nor the fact that in Balabyno itself, where Sosunovsky came from, the roads leave much to be desired.

According to Kushugum residents, they are well aware that the influx of concern for Sosunovsky in Kushugum is solely due to the fact that he is running for the position of head of the united territorial community, and in this primitive way he decided to attract the residents of Kushugum to him.
However, the PR campaign with signs of bribing voters turned into a scandal.
The current head of the Kushuhum village council, Halyna Zahrebelna, who was informed by the villagers about Sosunovsky’s arbitrariness and violation of the electoral law, called the police. After that, the “well-wishers” hastily loaded the equipment and disappeared. The head of Kushugum called the incident an attempted raider seizure of power. This fact is currently under investigation. By the way, according to part 3 of Article 160 of the Criminal Code of Ukraine, bribery of voters is punishable by restraint of liberty for a term of 2 to 5 years, as well as imprisonment for 2 to 6 years with restriction of the right to hold certain positions for up to 5 years.
Every third organizer of an “apolitical” rally for the environment in Zaporizhzhia is a candidate in the upcoming local elections.

The organizers of the pre-election rally for the environment, which will take place on September 19, 2020, in front of the Zaporizhzhia Regional State Administration, are still trying to continue to convince the city’s residents that this action is not related to political campaigning.
Out of the 14 signatories, at least 5 people are representatives of specific political forces running in the local elections. These include the head of Balabyno, Volodymyr Sosunovskyi (listed as the head of the Zaporizhzhia City Boxing Federation), and representatives of the presidential party Servant of the People.

On social media, Sosunovsky called this act of buckwheat donation help and charity. However, election observers usually refer to such actions as bribery with the corresponding consequences.

In Zaporizhzhia district, the head of the village council organized transportation for people to change their electoral address.
Citizens were accompanied by the deputy head of the Kushugum territorial village election commission, Hanna Shkrum, together with the head of the Balabynsk village council.

For example, on September 10, about 15 people who came to change their electoral addresses were brought to the department of the State Register of Voters of Zaporizhzhia District State Administration at 8 Istomina Street by a car and public transportation vehicles. On October 25, 2020, a long-term observer of the Civil Network OPORA reported an incident that occurred in the village of Balabine, Zaporizhzhia district. According to him, at the entrance to polling station 230193, the current head of the Balabine village council and candidate for this position, Volodymyr Sosunovskyi, provoked a fight with him. This was reported by the organization’s press service.
During the conflict, the politician accused OPORA representatives of disrupting the local elections and said: “Now the Balabinka people will gather, those who cannot go home, and you will have little room.”
In connection with the threats and physical assault on the OPORA observer, the police were called and a complaint was filed with law enforcement agencies.
In a telephone conversation, the Communication Department of the Main Department of the National Police of Ukraine in Zaporizhzhia Oblast provided OPORA with information about the described events: “At 12.39 a phone call was registered. The police arrived. Currently, the information has been entered into the Unified Register, and an investigation is underway.”
Earlier, we reported that one of the candidates for the position of the village head of the Kushugum village council hit a representative of the Civil Society Organization OPORA, who arrived at the polling station, on the territory of the polling station in Balabyno.
