He became especially active after the local elections, when his patron in Kyiv, Kyrylo Tymoshenko, rose even higher in the hierarchy, taking the position of first deputy of the Presidential Office.
Vemir Davityan from Zaporizhzhia is really little known even in the narrow circle of large and medium-sized Zaporizhzhia businessmen. The fact is that the young man has not only never been a public figure, but has never been involved in serious business, let alone built any serious business. He had ties to David Arahamia.

Through Arahamia, Vemir Davityan met the then deputy head of the Presidential Administration, Kyrylo Tymoshenko. Their acquaintance was also accompanied by friendly gatherings in Davityan’s office, joint lunches and dinners, gifts to the official, etc.
Until recently, Kyrylo Tymoshenko was in charge of the Big Construction program. But after the failed local elections for the “servants”, he was appointed to be in charge of the government’s regional policy, and Tymoshenko moved from the chair of the “ordinary” deputy head of the OP to the chair of the first deputy head. This is where Vemir Davityan took full advantage of his acquaintance.
Initially, when the process of selecting a chairman was stalled in the Zaporizhzhia Regional Council, it was Davityan who organized the arrival of Kyrylo Tymoshenko in Zaporizhzhia: from renting a plane to providing his motorcade of SUVs and an office in the Eco Tower business center on Festivalna Street. It was from there that Tymoshenko tried to “manage” the difficult situation in the regional council.
A little later, Vemir Davityan “drove up” to Kyrylo Tymoshenko with a proposal for the candidacy of the new Zaporizhzhia governor. The comical thing about this story is that Vemir Davityan himself not only did not have a suitable candidate, but could not even recruit anyone for the job. Again, because he has no authority among Zaporizhzhia politicians and businessmen.
Now, the “new Anisimov” is actively meeting with Zaporizhzhia businessmen, especially from the construction sector, saying that he should now be subject to kickbacks of 20-30%, even for previously won tenders.
As arguments, Davityan mentions both his “roof” in Dnipro (a familiar criminal authority, Oleksandr Petrovsky, nicknamed “Narik”) and another one, the first deputy head of the Presidential Administration, Kyrylo Tymoshenko. And also, the alleged direct subordination of local security forces to him.
How Kyrylo Tymoshenko is “growing” at the expense of Zelenskyy’s rating
Kyrylo Tymoshenko shamelessly enjoys the president’s trust and is increasing his apparatus weight on Bankova Street by leaps and bounds. And the president is losing his rating in proportion.
A striking failure was the arrival of the AN-225 Mriya transport aircraft from China in April 2020 with a medical cargo, which was personally met by President Volodymyr Zelenskyy, Infrastructure Minister Vladyslav Krykliy, Chief Medical Officer Viktor Liashko and other officials, including Tymoshenko’s deputy head of the Presidential Administration, who was responsible for the information support of such a landmark event in the era of the global coronavirus pandemic that had just begun.

“Our Mriya brought to Ukraine 12 million masks for both hospitals and pharmacy chains, about 260,000 protective goggles for doctors and more than 100,000 protective suits of the 5th level of protection,” Zelensky solemnly announced at the time. However, the positive PR abruptly turned negative when the details of Mriya’s arrival home became known very soon. It turned out that this flight from China was paid for by Epicenter, whose CEO Petro Mykhailyshyn admitted that part of the cargo was indeed intended for sale in their hypermarket chain.
Here, the one who made the puncture, Kyrylo Tymoshenko, had to justify himself. But no one believed his excuses.
Everyone was waiting for the president to make an appropriate personnel decision about who was to blame, but it never happened.
Because he was forgiven for such a PR failure. Already in June 2020, the chief PR officer of the Presidential Administration became the head of the Coordination Council for the implementation of the Big Construction program… And very quickly, Tymoshenko took control of the multibillion-dollar flows allocated from the state budget (in particular, from the “covid fund”) for the repair and construction of roads, as well as other upgrades to Ukraine’s outdated infrastructure.
He was assisted in this by his old henchman, a well-known “state manager” in narrow circles, Yuriy Holyk and the then head of Ukravtodor, Oleksandr Kubrakov (the same one who is now the new Minister of Infrastructure), who together contributed to the creation of the notorious “road cartel.”
It was when, according to former Finance Minister Ihor Umansky, “from the very start of the ‘Big Construction’, changes were made to the requirements for tender documentation, and by a strange coincidence, only six companies — favorites of fate — met the new requirements.”
However, even after a series of such scandalous “big construction” revelations, Tymoshenko’s position on Bankova Street did not shake, but only strengthened — he became responsible for regional policy in the Presidential Administration.

The scandal with domestic PCR tests
The scandal with domestic PCR tests was limited to the news and there have been no official comments from the “customer” so far…

In late April, Secretary of the Coordination Council for Countering the Spread of COVID-19 Kyrylo Tymoshenko announced the start of production of PCR tests in Ukraine. He spoke about the purchase of about 600 thousand tests.
The Public Health Center of the Ministry of Health recognized the Ukrainian PCR tests for coronavirus purchased by the President’s Office as unreliable. This is stated in a letter from the Center to the country’s Chief Medical Officer.
— “According to the results of the verification of the one-step reverse transcription polymerase chain reaction methodology using the Detection Kit for 2019 Novel Coronavirus (2019-nCoV) RNA (PCR-Fluorescence Probing) test system manufactured by Ukrgentech LLC… this system was found to be unverified,” the letter reads.
During the inspection, it turned out that the sensitivity and specificity of the test system, to put it mildly, does not correspond to the values declared by the manufacturer.
Health Minister Maksym Stepanov later also clarified that the PCR tests are produced by the Ukrainian company Ukrgentech.
To make it completely clear, as the Center’s letter suggests, the three tests taken for verification, in which the same samples were placed, showed the following:
Sensitivity — 50%, 20% and 100%, while the manufacturer’s claim is 96%!
Specificity — 78.6%, 60% and 70%, while the manufacturer’s claim was 99.3%…
I promised not to show emotions, so I will only say that with the same success these tests can be used to check even early pregnancy…
