Biography.
Maksym Zubarev studied at Melitopol Pedagogical University and was elected to the city council of the Communist Party in 2005. Later he became deputy director of the Chistota utility company. In 2010, he even ran for mayor, but lost the election.

In 2014, he actively promoted the idea of a «Russian spring» in Melitopol together with another anti-Maidan participant, Kateryna Umanets, who recently returned to Melitopol.

Communist Party deputy sentenced to three years for blackmailing Melitopol mayor

Melitopol deputy Zubarev officially became a corrupt official
According to law enforcement officials, Maksym Yuriyovych violated the law by failing to submit his income declaration to the city council secretariat. It turned out that Maksym Zubarev, who was unemployed (being a member of the city parliament is a civic activity, not a job), filed a declaration with the Employment Center. He claimed that he did not know that he was a corrupt official.
In Melitopol, a communist deputy escaped from the summons
Melitopol deputy from the Communist Party Maksim Zubarev escaped from the military commissariat, refusing to accept the summons.
Today, the communists of Melitopol gathered near the monument to Vladimir Lenin to celebrate the birthday of their idol with a small rally. The meeting was also attended by Communist Party deputies Taras Genov, Yelyzaveta Mamonova and Maksym Zubarev. They traditionally addressed the community with memories of the past and expressed hope that the new government would soon come to its senses and stop mocking Soviet shrines.
But the most interesting part began when the deputies announced the closure of the rally and asked everyone to leave. Just at that time, two representatives of the military enlistment office tried to hand Maksym Zubarev a summons to the commissariat. Maksym Yuriyovych said that he would not sign anywhere, and hurriedly left while elderly women distracted the military with talk of a fratricidal war. Kateryna Umanets, a fellow party member and former leader of the Melitopol Anti-Maidan, drove the MP away from the hateful summons.

As it turned out, this was the third attempt to draft the communist into the army. However, he never showed up at the military enlistment office. Officers of the city police department even opened a criminal case against him under the article “for evading mobilization,” but, apparently, the deputy was never imprisoned. It remains to be seen whether Maksym Zubarev will be prosecuted this time.
The communist wanted to fire the Melitopol official, but in the end, they “fired” him
The folk wisdom “don’t dig a hole for someone else, you’ll fall into it yourself” was tested by the Communist Party deputy of the Melitopol City Council, Maksym Zubarev. Maksym took the liberty of insisting on the early resignation of the city council secretary, Serhiy Minko.
As a result, the secretary is still in his position, but the initiator of his resignation paid with his job.
The active communist learned about his dismissal on the day of the scandalous city council session, during which he unsuccessfully insisted on including his draft decision on the secretary’s resignation on the agenda.
Immediately after the session meeting, which never took place, Maksym Zubarev, who, by the way, was appointed deputy director of Melitopolkomuntrans on the recommendation of Serhii Minko, was summoned to his office by Director Volodymyr Vysotskyi.
The active official and MP was informed that his position had been cut. In addition to the deputy director, several other people were laid off at the utility.
Maksym Zubarev saw his dismissal as the authorities’ revenge for his position, but the disgraced deputy is still thinking about further lobbying for the resignation of the city council secretary.
In Melitopol, a local MP was doused with paint
On October 31, 2014, a few minutes before the scheduled start of the second meeting of the sixtieth session of the Melitopol City Council of Zaporizhzhia region of the VI convocation, a deputy from the Communist Party of Ukraine Maxim Zubarev was attacked.
An unidentified young man threw a bag filled with red paint, which, according to the communists, is a symbol of the people’s blood spilled in the struggle for freedom, at the local MP.
Millions leak from Melitopol landfill, bypassing the budget

After the dismissal of Sergei Volkov, a deputy of the Melitopol City Council, Maxim Zubarev, was appointed acting director of Kommuntrans. Under his leadership, we went to the landfill and found no homeless people there. However, soon after, Maxim Yurievich was demoted to deputy director, and a certain Vladimir Vysotsky took over the helm of Kommuntrans. Rumor has it that Vysotskyi is the godfather of Serhii Volkov, the former director of the utility, who was caught in corruption.
Immediately after Vysotsky’s appointment as director of Kommuntrans, homeless people appeared at the landfill and did their usual thing: they sorted PET bottles for a nominal fee, carefully putting transparent and blue bottles in one pile and green and brown bottles in another. The “scheme”, invented and implemented by the proteges of the “watchers”, has started working again.
How does the scheme work?
We were unable to find Vladimir Vysotsky at his workplace. But we managed to talk to Maksym Zubarev, deputy director of Kommuntrans. Some of the questions we asked stumped the deputy director. And it is clear why.
— Maxim Yurievich, does KommunTrans engage in separate waste collection?
— Yes, of course.
— Could you please explain how this process works?
— In the courtyards of high-rise buildings, special nets are installed near the garbage cans — exclusively for collecting plastic bottles. When the net is full, a Remondis truck takes the PET containers to a solid waste landfill. Then it has to be pressed and transferred to the plant for further processing.
— Are there many such nets in the city?
— About two hundred pieces.
— We know that all the plastic that goes to the landfill is indeed sorted and pressed. But then it is taken away somewhere by unknown people, and the Kommuntrans company, bearing the costs of collecting and transporting PET bottles, does not make any profit from this. Please confirm or deny our judgment.
— It appears that this is the case.
— And you put up with it?
— When I took over as director, I immediately set about putting things in order at the utility. To begin with, I found out how much PET containers cost and signed a contract with a company that produces roofing materials from this plastic. It turned out that the company would receive about 50 thousand hryvnias of profit per month. In a few years, we would have earned more than we have in the last decade.
— And what, the work was not profitable?
— It was profitable, but when I came to the deputy mayor Ivan Fedorov and said that the plastic would be taken by the company and the money would go to the accounts of the municipal utility, I was almost immediately demoted and advised to forget about this approach. The company never shipped a single car to the plant — the plastic simply disappeared. Someone took it away…

Ex-director of the city library tells how deputies seized city property

In 2011, people associated with the name of the deputy Serhiy Kasyarum purchased half of the building of the central city library. Our sources in the deputy corps then stated that the former director of this institution, Lyubov Syniehina, had allegedly written a waiver of these premises.
Lyubov Oleksandrivna herself decided to shed light on that deal and tell us how the authorities deprived the city of property in the heart of Melitopol.

— “I was just out of town when my colleagues called me and told me that a Communist Party deputy, Maksym Zubarev, had visited the library and offered to help move the furniture,” said Lyubov Syniehina. No one knew that part of the library had been sold!
Lyubov assures us that she wrote letters to the city authorities and asked them to spare the city’s property. Director Syniehina’s pleas were deaf to them.
Collaborators from Melitopol are already starting to get positions in the district
Another collaborator was found in Yakymivka, Melitopol district, where the occupiers and their collaborators gave the reins of power to Maxim Zubarev, convicted of bribery.
Currently, this accomplice of Yevhen Balytskyi is the acting head of the Yakymivka village administration. The money-hungry communist, who was tried for bribery, received this position under the patronage of the occupation governor Yevhen Balytsky as a victim.
On May 19, 2015, it was Maksym Zubarev, a communist and then city councilor, who was detained at the scene of the crime in a Melitopol cafe while receiving $7,000. According to the investigation, Maksym Zubarev demanded a bribe for withdrawing the draft decision of the session on the early termination of the powers of the then secretary of the city council, Serhii Minko, who was acting mayor of the city.

This deputy, on behalf of Yevhen Balytskyi, regularly submitted draft decisions on the early termination of Serhii Minko’s powers. During all these years of long lawsuits, Zubarev waited for compensation from Balytskyi and finally received it in the form of a leadership position, albeit with the prefix «acting.» And just yesterday, two of Zubarev’s deputies were introduced — Serhii Kutikov (from the local area) and Oleksii Zhytnikov from Melitopol.

Maksym Zubarev is a corrupt official who is harming Melitopol. Now, in addition to bribes and fraud, Maksym Yuriyovych has also become a collaborator who has sided with the enemy and turned a blind eye to all the horrors that the Russian army is committing in the Melitopol district.
