The National Agency on Corruption Prevention (NACP) has uncovered 4.6 million UAH in false information within the asset declaration of Oleksandr Lavrov, the former head of the defense work and national resistance department at the Vinnytsia Regional Military Administration (RMA). The former official failed to declare a luxury apartment where his family resides, concealed millions in rental income from his wife’s cottage, and omitted government grants. Law enforcement will launch proceedings, as his actions show signs of criminal liability under Part 1 of Article 366-2 of the Criminal Code of Ukraine (false declaration).
During its inspection, the NACP established that since January 2024, the official’s family has been using a 75.5 sq. m apartment worth 3.44 million UAH that Lavrov omitted from his declaration. Lavrov justified the omission by citing security concerns for his family amid the war and claimed they lived there rent-free. However, bank statements proved regular family purchases at nearby stores, meaning the law requires declaring any property in use regardless of formal lease agreements.
Additionally, the former official failed to list his two sons, his wife’s foreign passport, and omitted the fact that his Category «B» position carried high accountability standards.
Significant violations were also found in the family’s business activities. Lavrov’s wife rents out the luxury Pine View cottage for 23,000 UAH per night. Over the year, individuals transferred more than 1.43 million UAH to her bank accounts, yet her sole proprietorship (FOP) income was declared as a mere 10,000 UAH. The former Vinnytsia RMA official claimed he «does not interfere in his wife’s business.»
The family also concealed:
Real estate sales revenue: 2.5 million UAH from selling a dacha and land plot, which Lavrov mistakenly recorded as personal expenditures rather than his wife’s income.
Combat veteran (UBD) grant: A 500,000 UAH state business development grant. After closing her FOP, an unpaid debt of 463,600 UAH remained owed to the Employment Center and was left undeclared.
FOP revenue discrepancies: Lavrov declared 117,000 UAH in income instead of the 443,400 UAH verified by the State Tax Service.
Additional violations discovered by the NACP include undervaluing a 2009 Volkswagen Golf owned by his wife at just 5,000 UAH, while its market value at the time of purchase was roughly 237,000 UAH. Furthermore, the official omitted a 350,000 UAH purchase of a heat pump made from his personal account and failed to declare his wife’s corporate rights in SVD Bud LLC.
Before his appointment to the Vinnytsia RMA in August 2024, Oleksandr Lavrov served as deputy director of the Construction and Installation Works and Maintenance Branch at JSC «Ukrzaliznytsia.» The NACP has forwarded the gathered materials regarding false asset declarations to law enforcement agencies.
