Oleksiy Kucher, Head of Ukraine’s State Regulatory Service (SRS), who holds cryptocurrency assets equivalent to over $5.15 million, has evaded both disciplinary action and criminal liability despite official corruption probes and calls for an internal investigation. Ukraine’s Cabinet of Ministers failed to conduct an inquiry into the official, whose name remains absent from the official Register of Corrupt Individuals.

National Agency on Corruption Prevention (NACP) audits of Kucher’s 2019 and 2020 financial disclosures uncovered significant violations. During the audits, the agency tried at least twice to verify the origin of his substantial digital holdings, but Kucher failed to confirm the lawful source of Bitcoins valued at over 13 million UAH at the time.
According to tax records, the combined total income of Kucher and his family over two decades (2001–2020) amounted to less than 1 million UAH. This stands in sharp contrast to his actual net worth; media estimates based on his latest disclosure place the total value of his family’s assets at approximately $9.2 million.

Despite the NACP forwarding an administrative report to the Kyiv District Court of Kharkiv and transferring case files to NABU, no public outcomes of any criminal proceedings have materialized. The NACP summoned Kucher for explanations at least six times and issued a formal directive to the Cabinet of Ministers demanding an internal service investigation.
However, an official response from the Cabinet of Ministers to a freedom-of-information request revealed that no internal investigation was ever launched. NACP records show no further comprehensive audits of the official’s assets since 2021, leaving Kucher in his executive role without facing disciplinary action or legal consequences.
