Ukraine’s National Agency on Corruption Prevention (NAZK) detected inaccurate data exceeding 3 million UAH (approx. $75,000) in the asset declaration of Serhii Bakhurynskyi, Head of Electronic Communications and IT at the Rescue Center of the State Emergency Service (SES). The official verification took place between November 10, 2025, and March 9, 2026, during which the official completely ignored formal inquiries from regulators.
The bulk of the discrepancies involves leased real estate. Bakhurynskyi failed to report a 76.7 sq. m apartment valued at 1.74 million UAH, which he obtained via a leasing agreement from the State Housing Finance Agency in 2019. Under NAZK guidelines, leased property must be declared regardless of the sum paid out during the reporting period.
In addition, the officer concealed:
Financial liabilities under the lease agreement — 1.17 million UAH owed at year-end.
Personal income — Unidentified bank transfers totaling 92.8 thousand UAH from an undisclosed individual.
Family income — His wife’s salary from the Dobrobut-Polyclinic medical center (448.7 thousand UAH) and his daughter’s earnings from the ANC Pharmacy chain (105.45 thousand UAH).
«The audit established that the declarant provided false information totaling 3 million UAH. This carries elements of a criminal offense under Part 1, Article 366-2 of the Criminal Code of Ukraine,» NAZK stated in its report.
Beyond financial discrepancies, Bakhurynskyi reported having no international travel documents, despite holding a passport issued in 2017, and omitted his Unique Demographic Register Number (UNZR). He similarly hid foreign passports belonging to his wife, daughter, and son.
Inspectors also discovered that Bakhurynskyi obtained an official SES facility entry pass for a 2018 Jeep Grand Cherokee registered to a third party, though regular usage requiring declaration could not be conclusively established.
NAZK dispatched multiple requests for explanation via registered mail, the online registry portal, and email, but all postal items were returned unclaimed. The case materials have been forwarded to law enforcement authorities for potential criminal prosecution.
