The National Agency on Corruption Prevention (NACP) has uncovered inaccurate data exceeding UAH 3.16 million (~$80,000) in the 2023 asset declaration of Yuliia Baieva, Deputy Head of the State Labor Service’s Sanitary Supervision Division in Odesa Oblast. The oversight body determined that the official’s actions show signs of a criminal offense under Part 1, Article 366-2 of the Criminal Code of Ukraine (filing false declaration data).

The primary violation involves an undisclosed home. Throughout 2023, Baieva and her son resided in a 94.8 sq. m apartment in Odesa under a free-use agreement with the property owner. Baieva argued that she omitted the property because she did not legally own it.

However, the agency rejected her explanation, noting that assets in use must be declared if used at the end of the reporting year or for most of it. Forensic experts at the Kyiv Research Institute of Forensic Expertise valued the apartment between UAH 3.15 million and UAH 6 million. The NACP factored in the lowest baseline estimate toward the total amount of undisclosed assets.

The audit also revealed financial discrepancies surrounding the purchase of a 2015 Audi A3. In May 2023, Baieva reported purchasing the car for UAH 322,000. Just days prior, the same vehicle was listed on Auto.ria for $15,600 (roughly UAH 570,500 at the exchange rate at the time).

«The official’s confirmed income for January–April 2023 totaled only UAH 73,000, and declared savings from the previous year could not exceed UAH 134,200. The official lacked at least UAH 170,300 from verified sources to complete the car purchase,» the NACP concluded.

Additionally, the official claimed in her filing that she lacked identification documents for travel outside Ukraine, despite holding a valid foreign passport issued under her name. The investigation materials have been forwarded to law enforcement authorities for potential prosecution.
