Pavlo Bohatskyi, Deputy Chief of the Regional Service Center of the Main Service Center of the Ministry of Internal Affairs (MIA) covering Rivne, Volyn, and Zhytomyr regions, holds nearly one million hryvnias in cash despite owning no residential real estate. This was revealed in his official asset and income declaration.
The official, originally from Vinnytsia region and considered a protégé of the center’s head, Volodymyr Kozakov, disclosed substantial assets that raise questions regarding their compliance with fair market values.
According to official declaration data, Pavlo Bohatskyi, along with his wife Viktoriia and their three children, does not own a single square meter of property. Since December 2021, the family has been using an 86-square-meter apartment free of charge in the village of Berezyna near Vinnytsia, owned by a private citizen, Zoia Svaliuk.
Additionally, starting October 2025, the official has been renting a 40-square-meter apartment in Rivne from Iryna Korenchuk. However, the market or estimated value of neither property is specified in the declaration.
The family’s fleet consists of two vehicles, the declared valuations of which warrant closer inspection:
BMW 320d (2012 model): Registered under his wife’s name since December 2022 with a declared value of UAH 520,000, which aligns with the lower boundary of the market range at the time ($10,000–$15,000).
Honda VRX 400 (1998 model): Acquired by Bohatskyi himself in April 2023 for a declared UAH 25,400. In contrast, current market listings for late-90s Japanese classics start at $2,700–$3,500 (over UAH 100,000), suggesting a potential significant undervaluation in official records.
During the reporting period, Bohatskyi earned UAH 714,500 in salary from the MIA Service Center, while his wife reported UAH 122,000 in income from Altamedika Plus LLC.
Despite modest official household earnings, the official’s liquid assets remain notable. Bohatskyi declared UAH 970,000 in cash and an additional UAH 127,500 deposited in Ukrgasbank.
The published asset disclosure highlights potential risks that require direct oversight from relevant law enforcement agencies.
Specifically, the National Agency on Corruption Prevention (NACP) must verify:
The origin of the UAH 970,000 cash reserves.
The accuracy of the valuation for the Honda VRX 400 motorcycle and the BMW.
The legal grounds and conditions of the rent-free arrangement for the 86-square-meter apartment.
Concurrently, the Department of Internal Security of the National Police is expected to investigate whether the official leveraged his position during the registration or valuation of personal and family vehicles, as well as ensure the absence of a conflict of interest within the service center’s management hierarchy.
