The Bureau of Economic Security (BEB) is investigating a network of companies linked to former Ministry of Justice employee Serhiy Pavlenko and former National Police investigator Vitaliy Sheverun. The enterprises secured over 1.4 billion UAH in public procurement contracts before transferring assets to nominee owners to evade legal liability.

The Kyiv city branch of BEB focused its investigation on the operations of «TEP-Capital.». The firm listed its address at a mass registration site in Kyiv alongside nearly a thousand other companies, while renting warehouse space from Sheverun’s wife. Law enforcement established that at least 195 million UAH from state contracts was funneled to related entities — LLC «Building Set» (129.1 million UAH) and LLC «Building Set Trade» (66.5 million UAH).

Both recipient companies operated with minimal staff and carried high-risk tax statuses. During searches, officers seized 24 corporate seals belonging to various entities. Investigators confirmed that all involved firms submitted tax filings using identical IP addresses.

«A total of approximately 195 million UAH was transferred to the accounts of affiliated firms. LLC ‘TEP-Capital.’, ‘Building Set’, and ‘Building Set Trade’ utilized shared IP addresses for tax reporting,» according to case files.

Following BEB’s scrutiny and legal disputes with clients such as Ukrposhta and Oxic Bank, the firm initiated rapid corporate restructuring. In April 2026, «TEP-Capital.» changed its name to «Promilex,» relocated its registered address to Zaporizhzhia, and transferred ownership to Tajik national Karimi Asolat Ismatzoda, who holds registration over 236 companies in Ukraine. Affiliated entities «Building Set» and «Building Set Trade» were similarly re-registered under dummy owners.

Prior to offloading the original firm, the founders incorporated a new legal entity with a nearly identical name — LLC «TEP Capital.» The new structure operated simultaneously, utilizing the same warehouses, office spaces, and business contacts as its predecessor.

Over an 18-month period, the newly created entity secured 940 million UAH in state contracts. Its largest client was the Education Department of Kyiv’s Solomianskyi District Council, which awarded contracts totaling 464.7 million UAH, including 240 million UAH allocated for converting a local gymnasium into a kindergarten. While litigation against the original firms continues, the transfer of assets to foreign nominees significantly complicates debt recovery and contract enforcement.
