The National Agency on Corruption Prevention (NACP) has uncovered signs of illicit enrichment and systemic asset concealment totaling over UAH 37.5 million by Volodymyr Fedorovskyi, former head of the Central Base of Logistics of the National Guard of Ukraine (NGU). Fedorovskyi, who is already in custody over a separate embezzlement case involving UAH 150 million in military property, staged a fake divorce with his wife to hide luxury Carpathian apartments, a premium vehicle fleet, and millions in hidden assets.
According to the NACP, Volodymyr Fedorovskyi and his wife, Oksana Holban, officially dissolved their marriage in July 2023, claiming they no longer lived together in the village of Chervone in the Bucha district and maintained separate households. However, an analysis of PrivatBank financial transactions and criminal case materials proved otherwise: throughout 2024, the colonel continued to live with his former wife and children.
A 193.2 sq. m house and land plot in Chervone have been registered under his mother-in-law, Tetiana Holban, since 2014–2019, though the family used it constantly. Forensic experts estimated the property’s value at no less than UAH 1.6 million, yet a full audit of the mother-in-law’s income over the past two decades showed she earned only UAH 1.66 million and could not afford the purchase. Furthermore, the official concealed a 74.2 sq. m Kyiv apartment worth UAH 2 million gifted to his grandson in late 2023, alongside two garden plots in Hostomel.
The family’s most expensive undeclared asset consists of property rights to a 64.9 sq. m apartment in the Glacier Premium Apartments hotel complex in Polianytsia, Ivano-Frankivsk region (Bukovel). In July 2023, Holban signed an agreement with Glacier Hill LLC to purchase the real estate for $319,150, paying an initial advance of UAH 5.93 million. By the end of 2024, the property rights were valued at UAH 13.41 million, but Fedorovskyi completely omitted the unfinished construction from his declaration.
Concurrently, the NGU colonel concealed his use of a 2024 Mercedes-Benz AMG GLE 53 worth UAH 5.87 million, registered to Nonbiz LLC. The family’s Citroen C5 Aircross crossover also disappeared from his declarations, along with a 100% corporate stake in Bystrytsia Plus LLC (valued at UAH 401,400), which was registered to his student son in April 2024.
An NACP financial audit revealed that from 2000 until the July 2023 divorce, the official combined income of Fedorovskyi, Holban, and their son totaled just UAH 4.2 million. This was insufficient to cover basic living expenses, vehicle purchases, and the Bucha district house, leaving the family budget with a deficit of roughly UAH 9 million even before the Bukovel advance payment. Additionally, in August 2024, the official handed over a $100,000 cash loan (UAH 4.1 million) under a promissory note to a third party, which was likewise omitted from his assets.
In total, the NACP established that the family spent over UAH 10 million from unverified sources, exceeding the threshold for criminal liability. The agency has forwarded the collected materials to law enforcement. Fedorovskyi faces charges under Part 2 of Article 366-2 (declaring false information) and Article 368-5 (illicit enrichment) of the Criminal Code of Ukraine.
