In August 2026, state-owned Sense Bank officially signed a one-year contract worth 18 million UAH ($435,000) with Netpeak LLC, part of Artem Borodatyuk’s Fractal Group, for online advertising and promotion services. Although the tender was decided in June, the final agreement was formalized just as the financial institution became embroiled in high-profile corruption probes conducted by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) in the «Midas» case.

The 18 million UAH deal represents Netpeak’s largest public procurement contract to date. Over the past year, the company has secured a total of 28.1 million UAH in digital marketing contracts from state-owned banks:

August 2025: Ukrgasbank awarded a 6.6 million UAH contract.

June 2026: Ukrgasbank awarded a second contract worth 3.5 million UAH.

August 2026: Sense Bank signed the 18 million UAH deal.

These state contracts come despite a sharp downturn in the vendor’s financial health. While Netpeak reported a net profit of 2.1 million UAH in 2024, it incurred losses exceeding 91 million UAH in 2025. Despite these significant losses, the company continues to win major public tenders.

The procurement process coincided with NABU and SAPO releasing wiretaps and documents alleging illicit influence over Sense Bank’s supervisory board and operations, naming businessman Vasyl Veselyi.

In August, law enforcement released a new set of wiretaps titled «Forrest Gump» detailing an anti-crisis plan designed to influence public coverage of a parliamentary commission auditing anti-corruption agencies. The plan targeted news outlets, Telegram channels, international think tanks, and social media campaigns—services that align directly with Fractal Group’s core digital marketing operations.

Additionally, investigative materials cited Sense Bank in connection with gambling sector transactions, where official commissions of 1.7% reportedly rose to 2.2% for select clients, raising suspicions of unofficial kickbacks under investigation by law enforcement.

Awarding an 18 million UAH contract during an active corruption probe has raised concerns among observers. Selecting a contractor with over 91 million UAH in reported losses—whose expertise overlaps with media campaign blueprints flagged by NABU—raises questions regarding vendor selection criteria, procurement transparency, and potential conflicts of interest. Official responses from Sense Bank and Netpeak regarding the tender remain pending.
