The newly appointed Director General of the Scientific and Practical Medical Center for Pediatric Cardiology and Cardiac Surgery under the Ministry of Health of Ukraine, Heorhii Mankovskyi, has declared assets and a vehicle fleet worth tens of millions of hryvnias. However, the National Agency on Corruption Prevention (NACP) has not yet found legal grounds to conduct a full audit of his wealth, according to official asset declarations and the anti-corruption agency’s response.

Heorhii Mankovskyi, who took charge of one of the country’s main pediatric cardiac surgery facilities on January 12, 2026, submitted declarations that stand in stark contrast to a state physician’s official salary. While the director general reported an annual income of 987,000 UAH, his family’s asset portfolio includes:
Vehicles: Four high-end Mercedes-Benz vehicles manufactured between 2022 and 2024 with a total value of 23.1 million UAH (including G580, AMG G63, and AMG CLE 53 models), several of which are registered under his wife, Olena Mankovska.
Real Estate: Four apartments totaling over 606 sq. m (the declared value of three exceeds 30.7 million UAH, while one 169.7 sq. m apartment has no listed price), a holiday home worth 3.04 million UAH, and four land plots totaling 2.47 hectares.
Valuables and Savings: A luxury watch collection featuring Patek Philippe, Audemars Piguet, Rolex, and Cartier, alongside $180,000 in cash and over 2.26 million UAH in bank accounts.
The primary source of funding for these acquisitions was listed as his wife’s income, who reported over 22 million UAH earned through business activities and property sales during the same period.
«The preliminary analysis found no discrepancies between the declarations and state registries exceeding 150 living wages — the required threshold for a mandatory full audit,» the NACP stated.
In reviewing the inquiries regarding the official’s wealth, the anti-corruption agency emphasized that major assets — including the 30.3 million UAH apartment and high-value vehicles — were acquired prior to Mankovskyi’s official appointment as Director General. According to state tax registry records, the family’s reported income officially matched the financial capacity required for these purchases.
Furthermore, the review confirmed that Mankovskyi transferred his equity stake in LLC «Cardio Liga» and exited the company’s founders list before assuming the leadership position at the state facility.
The NACP stressed that the matter remains open: a decision to initiate a full investigation into the official’s asset declarations may be made should additional factual data emerge. Neither Heorhii Mankovskyi nor the cardiac center’s press office has publicly commented on the declared assets.
